ICMI and Its Roles in the Development of the Middle Class Muslim Communities in Indonesia in the New Order Era
ICMI is inseparable with the rise of the middle class Muslim communities in Indonesia. This is because the roles and contributions of ICMI are very significant in the development of middle class Muslim communities. Although the establishment of ICMI has its pros and cons, it is undeniable that ICMI’s contributions towards development of the Muslim communities are huge. This article aims to identify the roles and contributions of ICMI in the development of middle class Muslim communities in Indonesia in the New Order era. The roles of ICMI are based on education and economic aspects, the consolidation of the Islamic movement in Indonesia aspects, and the political agenda aspects. Based on our findings, we conclude that ICMI is deemed to be the pioneer of middle class Muslim communities’ revival in Indonesia especially in the New Order era.[ICMI tidak dapat dipisahkan dengan kebangkitan masyarakat Muslim kelas menengah di Indonesia. Hal ini disebabkan peran dan kontribusi ICMI sangat signifikan dalam perkembangan masyarakat Muslim kelas menengah. Meskipun pendirian ICMI diliputi pro dan kontra, namun tidak dapat sangkal bahwa kontribusi ICMI terhadap pembangunan masyarakat Muslim kelas menengah sangat besar. Artikel ini bertujuan untuk mengidentifikasi peran dan kontribusi ICMI terhadap perkembangan masyarakat Muslim kelas menengah di Indonesia pada zaman Orde Baru. Peran ICMI ini ditinjau dari aspek pendidikan dan ekonomi, aspek konsolidasi gerakan Islam Indonesia, dan aspek agenda politik. Berdasarkan hasil penemuan, kami menyimpulkan bahwa ICMI dapat dianggap sebagai pelopor kebangkitan masyarakat Muslim kelas menengah di Indonesia terutama pada zaman Orde Baru.
The Politics of Arabic Naming And Islamization In Java: Processes of Hybridization and Purification
Arabic names are a component of a changing Islamic discourse in Java. If Arabic names in Java undergo change and growth, then this has implications for changes in Javanese Islam. This research demonstrates the validity of an approach that uses names as a window into Javanese culture. Drawing on a dataset of 3.7 million names analyzed diachronically across 100 years, and using a quantitative method sharpened by ethnography, the analysis of names offers a new way to investigate trends that were previously often difficult to document systematically. In the past, Javanese names usually reflected social classification: santri, abangan, priyayi, or lower and upper class. However, towards the end of the twentieth century, names with class connotations were increasingly abandoned (see Kuipers and Askuri 2017). In this paper we explore further the connection between the decline of class marked names, and the rise of Arabic names. Drawing on data from Askuri (2018), we argue that although the decline of class marked names precedes the sharp rise in the use of Arabic names, the former does not seem to have caused the latter in a simple way. Our data show that in the 20th century, there were two important stages in the Arabisation of Javanese names; 1) an initial “synthetic” stage of one-word blended Javanese Arab names, popular from roughly 1930-1960; 2) a later stage, beginning in 1980, of 2 and 3 word names, one of which was a purified Arabic name . The conclusions have implications for an understanding of the role of hybridity and purification in Javanese Islamic modernity. Jika nama-nama Arab di Jawa mengalami perubahan dan pertumbuhan, maka hal ini memiliki implikasi perubahan dalam masyarakat Islam di Jawa. Penelitian ini menunjukkan validitas pendekatan yang menggunakan nama sebagai jendela ke dalam budaya Jawa. Berdasarkan pada dataset 3,7 juta nama yang dianalisis secara diakronis sepanjang 100 tahun, dan menggunakan metode kuantitatif yang dipertajam dengan etnografi, analisis nama menawarkan cara baru untuk menyelidiki trend yang sebelumnya sering sulit untuk didokumentasikan secara sistematis.Di masa lalu, nama-nama Jawa biasanya mencerminkan klasifikasi sosial: santri, abangan, priyayi, atau kelas bawah dan atas. Namun, menjelang akhir abad ke-20, nama-nama dengan konotasi kelas semakin ditinggalkan. Dalam makalah ini kami mengeksplorasi lebih lanjut hubungan antara penurunan nama-nama yang berkonotasi kelas rendah yang ditandai dengan dan munculnya nama-nama Arab. Berdasarkan data dari Askuri (2018), kami berpendapat bahwa meskipun penurunan nama yang berkonotasi kelas rendah mendahului kenaikan yang tajam dalam penggunaan nama-nama Arab, yang pertama tampaknya tidak menyebabkan yang terakhir dengan cara yang sederhana. Data kami menunjukkan bahwa pada abad ke-20, ada dua tahapan penting dalam Arabisasi nama-nama di Jawa; 1) tahap awal “sintesis” dari nama campuran Jawa-Arab dalam satu kata, yang populer dari sekitar 1930-1960; 2) tahap selanjutnya, dimulai pada tahun 1980, yang tersusun dari 2 atau 3 kata, dimana salah satunya ialah nama Arab yang dimurnikan (purified Arabic names). Lineages of Islamic Extremism in Egypt: Ikhwan al-Muslimun, State Violence and the Origins of Radical Politics
This article examines why an Islamic organization appeal into radical behavior? Focusing on Ikhwan al-Muslimun (IM) and its splinter groups in Egypt, this article seeks to highlight historical-institutional underpinnings of when and how political Islam faced obstacles to enter pragmatic politics. Political experiences of the IM in the 1950s and the institutional structures created by Nasser’s regime in the early 1960s have shaped a condition of uncertainty that constrained Islamist activists to twart moderation. Islamist thinkers such as Sayyid Qutb exploited the fear of Nasserism and new emerging state institutions, to convince many members that they were threatened by the current regime. Initiatives to embrace radical ideology and actions have become dominant frameworks in the IM. The extent to which this radical ideology may develop is not only because of these institutional constraints, but also because of the absence of pragmatic-minded leaders who appealed with non-violence ideas to integrate Islamic agenda in institutional opportunities. [Tulisan ini membahas organisasi Islam yang cenderung menjadi radikal, studi kasus Ikhwan al-Muslimun (IM) dan pecahannya di Mesir, dengan mengulas secara organisasional historis disaat Islam politik tersebut mendapat rintangan ketika memasuki politik praktis. Pengalaman politik IM tahun 1950an dan 1960an saat dibawah rezim Nasser telah membawa ketidakpastian dan yang menyebabkan para aktifis menjauhi sikap moderat. Seorang Sayyid Qutb pun mengangkat ketakutan pada kekuasaan rezim Nasser untuk meyakinkan massa pada sebuah ancaman baru. Cara berpikir dan bertindak radikal telah menjadi pilihan yang dominan bagi anggota IM. Kesuburan paham radikal tersebut dimungkinkan karena tidak hanya adanya tekanan organisasional, tetapi juga tiadanya tokoh politik yang mendorong pendekatan non kekerasan dalam integrasikan agenda politik dengan peluang organisasioanal.
Baghdad’s Fall and Its Aftermath: Contesting the Central Asian Political Background and the Emergence of Islamic Mongol Dynasties
The sack of Baghdad is a dramatic event which was immediately followed by several key historical events, including the rise of Islamic Mongol. Founded by Chengiz Khan, the Mongol are the destroyer machine who previously ended the glory of Islam in 13th century Middle East. A lot has been said concerning that dramatic siege, but little has been discussed regarding the continuation between the siege and the “reverse flow” of the Mongols as the unique events in the aftermath of the Baghdad’s fall. The object of this paper is to examine the siege of Baghdad in the light of Central Asian frame and to explore the important events in the aftermath of the siege which are related to the rise of the Islamic Mongol Dynasties. [ Jatuhnya Baghdad merupakan peristiwa tragis yang diikuti oleh sejumlah peristiwa lain, termasuk munculnya kerajaan Mongol Islam. Dibawah kepemimpinan Chengisz Khan, Mongol berhasil menggantikan kejayaan Islam di Timur Tengah abad ketigabelas. Banyak studi yang telah mengkaji peralihan tersebut, namun sedikit yang membahas kelanjutan proses tersebut dan arus balik Mongol pasca jatuhnya Baghdad. Palatable Sharia: 'Killing Two Birds with One Stone'
Based on observation in the District of Cianjur, West Java, Indonesia shariatization was a form of local re-packaging sharia where the term ‘sharia’ has been replaced with ‘Akhlaq al-Karimah’ (noble character). It then had the effect of not only silencing critical groups but also moderating sharia to become more open and inclusive. More importantly, the local-branded sharia became a common ground for the various Islamist groups to coalesce and, indeed, suppress vigilante action to renounce violent threat, at the very least, and served to lessen the divides between them. In this regard, the so-called sharia was like ‘killing two birds with one stone’ that on one side was a form of moderation to the critical groups but, on the other, was designed to be a common ground for various Islamist groups to coalesce. [Berdasarkan penelitian di Kabupaten Cianjur, Jawa Barat, shariatisasi di Indonesia telah mengambil bentuk lokal dengan mengganti istilah ‘shariah’ dengan ‘akhlaq al-karimah’. Hal ini tidak hanya membungkam kelompok kritis, tetapi juga memoderasi syariah menjadi lebih terbuka dan inklusif. Terpenting adalah lokalisasi syariah menjadi landasan bersama bagi berbagai kelompok Islam untuk berkoalisi, dan alih – alih menekan aksi massa yang bisa menimbulkan kekerasan, dan yang menimbulkan perpecahan diantara mereka. Dalam hal ini, perumpamaannya seperti ‘sekali lempar, dua burung terjatuh’, yang mana satu sisi merupakan bentuk moderasi kelompok kritis, satu sisi yang lain menjadi pondasi bersama koalisi berbagai kelompok Islam.
Defending Traditions, Countering Intolerant Ideologies: Re-energizing the Role of Modin in Modern Java
This paper discusses a neglected traditional Islamic figure called modin, who actually has potential and greater opportunity in countering the growing numbers of relatively new Islamic groups that perpetuate intolerant ideology. This paper is based on a fieldwork in the Village of Sidoluhur, Godean, Sleman, DIY. The primary data used for this research is derived from in-depth interviews with 17 people such as modin, village officers, mosques’ board members, and active jamaah (members) of the mosques. I argue that modin has a significant contribution in softening tensions among Muslims at a hamlet level. He will be functioning effectively in preserving local Islamic practices and, at the same time, filtering intolerant ideology in society. In so doing, contestations among modin, who might come from various Islamic groups, have to be carefully considered to maximize his roles in society, especially in countering intolerant views proposed by some transnational Islamic groups. [Artikel ini membahas peminggiran figur Islam tradisional di Jawa yang dikenal dengan sebutan modin. Figur ini sebenarnya mempunyai potensi dan peluang besar untuk menandingi perkembangan kelompok Islam yang menyebarkan ideologi intoleran. Artikel ini ditulis berdasarkan riset lapangan di Desa Sidoluhur, Godean, Yogyakarta, dengan melakukan wawancara mendalam terhadap tujuh belas informan meliputi modin, perangkat desa, pengurus masjid, dan jamaah masjid. Penelitian ini menunjukkan bahwa modin mempunyai kontribusi penting dalam meredam ketegangan umat di tingkat dusun. Ia berperan dalam melestarikan praktik Islam lokal sekaligus menyaring ideologi intoleran dalam masyarakat. Adanya kontestasi di antara modin yang berasal dari kelompok yang berbeda perlu menjadi pertimbangan untuk memaksimalkan peran modin di masyarakat dalam menandingi ideologi intoleran yang diusung oleh kelompok Islam transnasional.]
Judges’ Legal Reasoning on Child Protection: Analysis of Religious Courts’ Decisions on the Case of Child Parentage
This paper examines four religious courts’ decisions on child legal status, especially child parentage, after Constitutional Court’s decision on the legal status of child born out of wedlock. The Constitutional Court’s decision has triggered controversy on the rights of child born out of wedlock due to lack of explanation concerning term ‘civil legal relationship with the biological father’. To study the decisions, the author uses legal philosophy approach, both in legal science and Islamic law, focused on legal reasoning used by judges in decisions on child parentage. As the result, the author finds two types of legal reasoning employed by judges of religious courts in dealing with cases of child parentage, doctrinal-deductive legal reasoning and maṣlaḥa based legal reasoning. It argues that the employment of doctrinal-deductive legal reasoning by the judges has not benefitted children and therefore the protection of child’s rights has not been optimally made nd that the employment of maṣlaḥa based legal reasoning by the judges has led to the better protection of child’s rights.[Tulisan ini membahas empat putusan pengadilan agama terkait status hukum anak, khususnya waris anak, setelah dikeluarkannya putusan Mahkamah Konstitusi (MK) tentang status hukum anak di luar nikah. Putusan MK telah memicu kontroversi karena kesenjangan penjelasan tentang adanya hak perdata seorang anak yang lahir di luar nikah dengan ayah biologisnya. Dalam mengkaji persoalan ini, penulis menggunakan pendekatan filsafat hukum, baik secara ilmiah atau hukum Islam, yang fokus pada argumentasi hukum para hakim dalam kasus hak waris anak. Penulis setidaknya menemukan dua tipe argumentasi yang digunakan para hakim dalam kasus tersebut, yaitu: alasan hukum legal deduktif-doktrinal dan alasan hukum berbasis maṣlaḥah. Tipe yang pertama cenderung melemahkan perlindungan hak anak, sedangkan tipe kedua justru akan menguatkan hak anak.
The Relation between Arabic Linguistics and Islamic Legal Reasoning: Islamic Legal Theory Perspective
In this article, the writer studies the relation between Arabic linguistics and the process of Islamic legal reasoning from an Islamic legal theory perspective. The question raised regards how Muslim jurists and legal theoreticians perceive the importance of Arabic linguistics as a part of the methodological tool in extracting Islamic legal norms from their sources, the connection of the two disciplines in theoretical level, and their mutual influences. The study shows that Muslim jurists and legal theoreticians agree unanimously that Arabic language mastering is an indispensable condition for a mujtahid to be valid. Further, Muslim jurists and legal theoreticians rely heavily in many cases on the grammatical rules set by the Arab grammarians and integrate these rules into the construction of their legal theory. Nevertheless, they do not merely transfer these rules as such into uṣūl al-fiqh but develop them to the extent to which the grammarians themselves do not attain.[Dalam artikel ini, penulis menelaah hubungan antara ilmu bahasa Arab dengan proses penetapan hukum Islam dari perspektif ilmu uṣūl al-fiqh. Pertanyaan yang dibahas berkisar pada bagaimana para fukaha dan teoretikus hukum memahami pentingnya bahasa Arab sebagai bagian dari metodologi dalam menetapkan norma-norma hukum Islam dari sumbernya, hubungan antara ilmu bahasa Arab dan ilmu uṣūl al-fiqh dalam tataran teoretis, serta pengaruh timbal balik antara dua disiplin ilmu tersebut. Studi ini menunjukkan bahwa para fukaha dan teoretikus hukum sepakat bahwa penguasaan bahasa Arab merupakan syarat mutlak bagi seorang mujtahid agar ijtihadnya sahih. Lebih jauh, dalam banyak kasus, para fukaha dan teoretikus hukum sangat bergantung pada aturan-aturan gramatika yang ditetapkan oleh para ahli tata bahasa Arab dan mengintegrasikan aturan-aturan ini ke dalam konstruksi teori hukum mereka. Namun demikian, mereka tidak hanya mengalihkan aturan-aturan ini ke dalam teori uṣūlal-fiqh tetapi mengembangkannya lebih jauh sesuai yang keperluan.]
Religious Diversity and Blasphemy Law: Understanding Growing Religious Conflict and Intolerance in Post-Suharto Indonesia
This paper will look at how the explosion of militant religious activism and violence against minorities in post-Suharto Indonesia is embedded in the state’s failure to apply a proper management of religious diversity and civic pluralism. In the bottom of this issue lies controvertial Law No. 1 of 1965 on the prevention of the abuse or insulting of a religion, known as the Blasphemy Law. Debates have abounded on the extent to which the Law has transgressed the principles of religious freedom guaranteed by the Indonesian Constitution. This paper will thus also examine petitions filed by human rights activists and civil society organizations to demand judicial reviews of the Law before the Constitutional Court[Artikel ini akan menjelaskan bagaimana militansi aktifis agama dan kekerasan terhadap minoritas pasca Soeharto yang muncul akibat kegagalan Negara dalam mengelola keragaman agama dan pluralitas masyarakat. Dasar dari persoalan ini berpangkal pada kontroversi UU No. 1 Tahun 1965 tentang Pencegahan Penyalahgunaan dan/atau Penodaan Agama atau yang dikenal dengan UU Pencemaran Agama. Perdebatan yang panjang telah mengarah pada pelanggaran prinsip hukum mengenai jaminan kebebasan agama oleh konstitusi. Under Children's Eyes: Becoming Pious in Tayeb Salih and Pramoedya Ananta Toer Short Stories
This research seeks to discuss how child characters navigate their interactions with the adults in two short stories set in the predominantly Islamic society of Sudan and Indonesia. It examines Tayeb Salih’s “A Handful of Dates” (1964) and Pramoedya Ananta Toer’s “Circumcision” (1950) by locating both texts in World Literature which is largely Western or Eurocentric. Both short stories belong to the genre of initiation fiction often included in world literature anthologies. This paper argues that both authors help contribute to not only the rethinking of World Literature concept and circulation thereof, but also balanced view of heterogonous, multicultural Muslim society. Using post-Genette focalization theory as conceptual framework, this study finds out that the child narrators play distinct roles as (1) the perceptual focalizer to reveal injustice and frivolity of the adults’ world; (2) the ideological focalizer to make meaning of children’s faith through their relationship with the grown-ups. [Penelitian ini bertujuan membahas bagaimana tokoh anak berinteraksi dengan orang-orang dewasa dalam dua cerita pendek dari negara berpenduduk mayoritas Islam, Sudan dan Indonesia. Karya Tayeb Shalih, "A Handful of Dates"[Segenggam Kurma] (1964) dan karya Pramoedya Ananta Toer "Sunat" (1950) dikaji dengan menempatkan kedua teks dalam Sastra Dunia yang cenderung berkiblat ke dunia Barat dan Eropa. Kedua cerita pendek bergenre fiksi inisiasi ini sering diikutkan dalam antologi sastra dunia. Makalah ini menunjukkan bahwa kedua penulis memberikan kontribusi dalam penafsiran ulang konsep dan peredaran Sastra Dunia, serta pandangan yang lebih seimbang terhadap masyarakat Muslim yang heterogen dan multikultural. Menggunakan Teori Fokalisasi Pasca-Genette sebagai kerangka konseptual, studi ini menyimpulkan bahwa tokoh anak dalam kedua cerpen memainkan peran yang berbeda sebagai (1) focalizer (penyuara) perseptif yang mengungkapkan ketidakadilan dan kedegilan dunia orang dewasa; (2) penyuara ideologis yang memaknai keimanan anak lewat relasi dengan orang-orang dewasa.
