    Mechanism and Challenges of Legislative Carry Over in Indonesia’s: Institutional Design and Normative Formation Issues

    This study explores the legislative Carry Over mechanism within the Indonesian legal framework, with particular attention to its institutional design, implementation challenges, and procedural dimensions. Employing a normative juridical method complemented by a comparative legal approach, the research analyzes how the Carry Over mechanism functions in practice and its implications for legislative continuity across parliamentary terms. The findings suggest that while the Carry Over concept offers a pathway for sustaining legislative deliberation beyond a single legislative period, its application in Indonesia remains hindered by a number of structural and technical obstacles. These include persistent legal uncertainty, shifts in political direction following changes in parliamentary composition, and questions regarding the democratic legitimacy of continuing draft laws without renewed public or legislative scrutiny. In response to these concerns, the study proposes a set of policy reforms, including the establishment of clearer regulatory frameworks, enhanced procedural accountability, and stronger inter-institutional coordination—each aimed at reinforcing the effectiveness and legitimacy of the Carry Over mechanism within Indonesia’s legislative process. Studi ini mengkaji mekanisme Carry Over dalam kerangka hukum Indonesia, dengan fokus khusus pada desain institusionalnya, tantangan implementasi, dan dimensi proseduralnya. Menggunakan metode yuridis normatif yang dilengkapi dengan pendekatan hukum komparatif, penelitian ini menganalisis bagaimana mekanisme Carry Over berfungsi dalam praktik dan implikasinya terhadap kelanjutan legislatif antar periode parlemen. Temuan menunjukkan bahwa meskipun konsep Carry Over menawarkan jalur untuk mempertahankan pembahasan legislatif melampaui satu periode legislatif, implementasinya di Indonesia masih terhambat oleh sejumlah hambatan struktural dan teknis. Hambatan tersebut meliputi ketidakpastian hukum yang persisten, pergeseran arah politik setelah perubahan komposisi parlemen, dan pertanyaan mengenai legitimasi demokratis melanjutkan rancangan undang-undang tanpa pengawasan publik atau legislatif yang diperbarui. Sebagai tanggapan atas kekhawatiran ini, studi ini mengusulkan serangkaian reformasi kebijakan, termasuk pembentukan kerangka regulasi yang lebih jelas, peningkatan akuntabilitas prosedural, dan koordinasi antar lembaga yang lebih kuat—masing-masing bertujuan untuk memperkuat efektivitas dan legitimasi mekanisme Carry Over dalam proses legislatif Indonesia.     Implementation of Marketing Management Education in Developing the Image of Madrasahs

    This study aims to describe the implementation of educational marketing management in developing the image of Madrasah Aliyah Negeri (MAN) 2 Semarang City. The research employed a qualitative descriptive approach with data collected through observation, interviews, and documentation. The findings reveal that: (1) the stages of educational marketing implementation were effective in attracting new students, including high-achieving ones; (2) the success of marketing was closely linked to public recognition of the madrasah’s quality, as reflected in the increasing number of applicants and positive student feedback; and (3) supporting factors included visionary leadership, teacher competence, and the involvement of alumni and school committees, while inhibiting factors consisted of limited digital literacy, ineffective communication, and negative stereotypes about madrasahs. The implications of this study emphasize that well-planned educational marketing management can enhance the competitiveness of public madrasahs and serve as a model for institutional development in the context of contemporary educational challenges

    Stasiun Sentral Alih-Moda Berorientasi Transit di KIPP-IKN Nusantara

    Masalah transportasi di Jakarta, khususnya kemacetan akibat kendaraan pribadi, mendorong pemindahan ibu kota negara ke Kalimantan Timur sebagai Nusantara. Tujuan pemindahan ini mencakup pengurangan beban Jakarta dan pembangunan identitas bangsa yang kuat dengan peningkatan kesejahteraan inklusif secara berkelanjutan. Fase pertama pembangunan IKN Nusantara difokuskan pada infrastruktur inti di Kawasan Inti Pusat Pemerintahan (KIPP). Stasiun alih-moda di KIPP-IKN, yang didesain berdasarkan prinsip Transit-Oriented Development (TOD), menjadi pusat integrasi transportasi hijau dengan efisiensi tinggi. Terletak di Sub-Wilayah Pembangunan (WP) 1A, stasiun ini menawarkan fasilitas inklusif seperti jalur pejalan kaki, sepeda, taman, plaza, dan area duduk nyaman untuk mendorong interaksi sosial dan aksesibilitas universal. Perancangan stasiun alih moda ini bertujuan menjadi prototipe hijau dalam transformasi transportasi dan pembangunan kota berkelanjutan di Indonesia.     Islamic Education Leadership Controversy: Contesting the Effectiveness of Traditional Approaches in Facing the Digital Era

    This research aims to conduct an in-depth analysis of the controversy that has arisen regarding the effectiveness of traditional approaches in Islamic educational leadership in the digital era and to find updates or new innovations in leadership strategies that can overcome the challenges of the digital era. In this research, a qualitative case study approach is used to explore and analyze leadership controversies in Islamic education, especially related to the effectiveness of traditional approaches in facing the digital era. Data analysis was carried out using an interpretive paradigm with source and method triangulation techniques to ensure the validity of the data. Thematic analysis techniques were used to identify the main themes that emerged from the data collection results, which were then interpreted to provide a deeper understanding of the effectiveness of Islamic educational leadership in the digital era. The results of the research show that the traditional approach to leadership in Islamic education at MAN 2 Banyuwangi tends to face challenges in integrating technology and modern educational innovation, the form of which is adopting digital technology and the needs of millennial era society and the controversy surrounding the effectiveness of leadership in Islamic education is not only limited to the debate between traditional and modern, but also includes differences of opinion in interpreting Islamic values ​​in the current context, one of the forms of which is continuing to develop Islamic values ​​education in the implementation of Ma'had Al Qosimy which adopts the Islamic boarding school education system such as sorogan, wetonan and bandongan in the study of poles

    Developing Mobile Learning Media on Human Bone Skeleton Material for Grade 5 Elementary School Students

    Research on the development of application products as learning media for elementary school students as learning media to increase the spirit of learning. This study aims to test the effectiveness of validity and evaluate applications as learning media. This research uses a development method with the ADDIE model, and the results of the observations show that some students experience problems when learning about the human skeleton. This study developed an application that contains material, questions, and scores at the design stage using Kilonotes and Smart Apps Creator. The results of the application media validity test obtained a score of 95% from media experts, assessing aspects of application display design, fonts, images, and practicality. The assessment given by the material expert was 90% based on the aspects of the material, questions, and practicality of learning. Assessment from students regarding application media as learning support is very helpful because the practical application is easy to use when learning outside and at school. Statistical tests show significant results; the value obtained is, on average, high. The results of data analysis of student responses to the media using the N-Gain Test formula show a positive start with a score of 96% of 30 students. It can be concluded that the use of the application as a learning media on grade 5 human skeleton material shows that this application is valid and feasible for use by students

    Islamic Mentoring: Implementation and Impact of Mentoring Activities at Muhammadiyah 1 Junior High School Yogyakarta

    This study examines the implementation and impact of Islamic mentoring activities on Muhammadiyah 1 Junior High School (SMP) Yogyakarta students.  Mentoring activities align with the school's vision, which aims to form a generation of qualified Muslims who are superior in achievement, knowledgeable in science and technology, and environmentally cultured. This research method uses field research with a phenomenological approach and qualitative methods. The data sources came from respondents involving several school stakeholders and data collection techniques using interviews, observations, and documentation. Data credibility is strengthened through triangulation of data sources, methods, and reference materials. The data analysis follows the interactive model of Miles, Huberman, and Saldana, including data condensation, data display, and conclusion drawing.  The results of the study show that the implementation of activities is carried out through school mentoring programs, namely, Dhuha Prayer Habituation Movement & Islamic Materials, Women's Training, Weekend Boarding Activity, Al-Qur'anization, and Student Cult. The impact of mentoring activities on students includes emotional, behavioral/moral, and academic improvements.     Contestation of Islamic Law on Traditional Sharecropping in Rural West Java, Indonesia

    This study examines the contested legal status of traditional sharecropping contracts among Islamic scholars and religious leaders in rural West Java, Indonesia. The primary objective is to analyze how Islamic law governs these contracts both normatively and in practice and how relevant regulations function within the local context. Employing an empirical legal approach, the research relies on direct observation and analysis of legal behavior in society. Findings indicate that the rising value of land and labor has turned traditional sharecropping arrangements into symbols of economic inequality. Ideologically, the legitimacy of such contracts is debated among village groups with varying socio-religious orientations. This contestation reflects an ongoing process of rural Islamization and highlights emerging pragmatism. The increasing accessibility of global information via the internet enables rural communities to reinterpret Islamic legal norms and agricultural practices, illustrating their adaptive responses to socioeconomic change and technological advancement

    Towards Legal Justice: Expanding Criteria for Obligatory Bequests in Unregistered Wives in Polygamous Marriages

    Decision Number 183/Pdt.G/2023/PA.Mbl and Number 547/Pdt.G/2023/PA.Utj has paved the way for expanding the implementation of obligatory bequest by granting the inheritance to the unregistered wife in a polygamous marriage. Stepchildren, non-Muslim heirs, and biological children born outside of a registered marriage are forms of expansion of the obligatory bequest regulated in the nomenclature of jurisprudence or the Circular of the Supreme Court (SEMA). This article is qualitative, with a normative and empirical juridical approach to finding legal justice through the path of maqāṣid al-sharī'a. The results of the study show that judges, to realize legal justice, have expanded the implementation of the obligatory bequest by granting the heir's property to the unregistered wife of a polygamous marriage. The researcher offers five criteria for granting an obligatory bequest to the unregistered wife. First, the unregistered polygamous marriage is known to the legally registered wife. Second, the rights and obligations between husband and wife have been implemented. Third, the time of obtaining the inherited property. Fourth, the maximum limit for obtaining inheritance property does not exceed the registered wife's share.  Fifth, the psychological factor between husband and wife has been well established

    The branding of Kota Santri as a da’wah strategy by the Bireuen government in shaping the religious character of the community

    This study aims to analyze the “Kota Santri (Santri City)” branding strategy initiated by the Government of Bireuen Regency as a cultural da'wah approach to shaping the religious character of society. This research employs a qualitative method with a field study approach, involving in-depth interviews with policymakers, community leaders, and direct observation of socio-religious phenomena. The findings reveal that the “Kota Santri” branding is not merely a visual symbol but is internalized through government policies, the religious-oriented culture of civil servants, and increased religious activities within the community. Behavioral transformation is evident in the growing adherence to Islamic norms, the strengthening of religious identity in public life, and the emergence of a social culture aligned with Islamic values. This study offers novelty as initial research that positions religious branding as a form of Islamic communication strategy within the framework of local governance. The findings contribute to the development of contemporary da'wah concepts that integrate symbolic, policy-based, and social movement dimensions. ***** Penelitian ini bertujuan untuk menganalisis strategi branding “Kota Santri” yang diinisiasi oleh Pemerintah Kabupaten Bireuen sebagai pendekatan dakwah kultural dalam membentuk karakter religius masyarakat. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi lapangan, melalui wawancara mendalam dengan pemangku kebijakan, tokoh masyarakat, serta observasi fenomena sosial keagamaan di lapangan. Hasil penelitian menunjukkan bahwa branding “Kota Santri” tidak hanya menjadi simbol visual, tetapi juga terinternalisasi dalam kebijakan pemerintahan, budaya ASN, hingga aktivitas keagamaan di masyarakat. Transformasi perilaku masyarakat terlihat dari meningkatnya kepatuhan terhadap norma-norma islami, penguatan identitas religius dalam kehidupan publik, serta terbentuknya kultur sosial yang selaras dengan nilai-nilai keislaman. Penelitian ini memiliki kebaruan (novelty) karena menjadi studi awal yang memposisikan branding keagamaan sebagai strategi komunikasi Islam berbasis pemerintahan lokal.     The Relationship Between Interest Rates And Per Capita Income To Third Party Deposits (TPF) In Islamic Commercial Banks And Islamic Business Units In The Period 2010 - 2023

    Purpose - This study was conducted to determine the effect of interest rates and per capita income on the amount of third party fund deposits in Islamic commercial banks and Islamic business units in the period 2010-2023. Method - There are 3 variables used to analyze the influence between variables in the short and long term using quantitative methods. Quantitative methods are used to conduct VECM analysis on variables obtained and processed from secondary statistical data found on the official website of the Financial Services Authority (OJK). Result - The results of the study indicate that the interest rate variable has a significant effect on the amount of Third Party Fund (DPK) deposits in the short term. Meanwhile, interest rates and per capita income simultaneously affect DPK deposits in BUS and UUS in the long term. Implication - This is in line with the statement of the Classical Theory regarding the interest rate level can affect the amount of deposits in banks. Originality - This paper examines the relationship between interest rates and per capita income on third party fund deposits in order to maintain liquidity and stability in BUS and UUS.
