ANALISA FASILITAS INFRASTRUKTUR TERMINAL AIVIDJAN DI KABUPATEN KEEROM
Aividjan Terminal is Keerom Regency\u27s largest terminal. This terminal is located in Arso District, which is the center of regional activities (PKW) in Keerom Regency and serves as a Type B terminal classification. Aividjan Terminal has been in operation since 2015, but until now, it has not been functioning properly. The Aividjan Terminal, which was supposed to be a transit point or transfer hub for public transportation coming from the villages of each district and continuing on to Jayapura City, is not functioning properly. In fact, the Aividjan terminal is situated along the main road between Jayapura City and Keerom Regency. The Aividjan terminal integrates with the self-managed goods distribution market in Keerom Regency, a crucial hub for the community, particularly for trade and agricultural product distribution from the villages. The terminal is not working as expected, according to ground facts. The purpose of this research is to analyze the completeness of the infrastructure facilities at the Aividjan terminal to determine whether they meet the classification of type B terminals according to the Directorate General of Land Transportation. We conducted the research through field observation analysis, assessing the completeness of the infrastructure facilities at the Aividjan terminal against the standards set by the Directorate General of Land Transportation of the Republic of Indonesia. The analysis results reveal that the Aividjan terminal has only fulfilled 14 out of 40 requirements, or just 35%, of the terminal facility requirements stated by the Directorate General of Land Transportation.Aividjan Terminal is Keerom Regency\u27s largest terminal. Assessing the Paradiplomacy of Regional Governments in Indonesia: The Case of Banten Province
The development of international cooperation has undergone dynamic evolution, with active involvement from local governments that extends beyond the central government\u27s authority. For this purpose, paradiplomacy has been widely applied by local governments in Indonesia. However, several, including the Province of Banten, have not fully optimized its implementation. Despite having significant potential for participating in international cooperation, the execution of paradiplomacy in Banten has not yet reached the expected level. This research aims to explain the implementation of paradiplomacy in the Province of Banten and to identify the factors influencing its ineffectiveness. The research applies a qualitative descriptive approach and uses case studies and document analysis to gain an in-depth understanding of paradiplomacy implementation. Data collection involves library research and field observations. The research finds that two factors contribute to the ineffectiveness of paradiplomacy in Banten, including legal ambiguities in the regulations governing paradiplomacy and the absence of a multi-level paradiplomacy system in Banten. Revitalizing these factors can enhance the effectiveness of Banten’s paradiplomacy.

Analisis Pemanfaatan Aset Gedung dan Bangunan dalam Meningkatkan Pendapatan Asli Daerah Kabupaten Keerom
Abstract
The asset value of Keerom district government buildings at the end of 2022 reached IDR 863,134,884,833.13 but only contributed an average of IDR 21,746,228,439.39 to the 2018-2022 APBD. The contribution of building asset wealth only contributes an average of IDR 168,756,200.00 (0.78%) to the original local government revenue (PAD) or only 0.02% to the local government budget (APBD) of Keerom district. This research, aimed at analyzing the use of building assets in increasing PAD, has the potential to significantly impact the local revenue of Keerom district in 2018-2022. The research, meticulously designed using quantitative descriptive methods, tabulation, and graphic techniques and equipped with correlation tests, is important. Research data was obtained from the BPKAD Keerom district and BPK RI Jayapura Representative, and the results provide valuable insights into the current state of building asset utilization in the Keerom district. The research results show that the form of utilization of building assets in the Keerom district is rental, namely renting the Arso branch of the Bank Papua office and renting the Pramuka Building for sports, arts, socialization, seminars, traditional events, weddings, etc. Meanwhile, the Aividjan market lacks visitors because the location is not strategic. Most building assets are used as community service facilities such as hospitals, health centers, schools, etc. The contribution of building asset utilization to PAD is still meager. The largest contribution from using building assets to PAD occurred in 2022, IDR 204,750,000.00 (0.99%), while the lowest contribution occurred in 2021, IDR 112,100,000.00 (0.50%). The correlation test produces a coefficient of -0.234, indicating a weak relationship between the value of building assets and PAD, and a negative sign means that if the value of building assets increases, PAD will decrease or vice versa.

Abstrak
Nilai aset gedung dan bangunan pemerintah kabupaten Keerom di akhir tahun 2022 mencapai Rp 863.134.884.833,13, tetapi hanya menyumbang rata-rata Rp 21.746.228.439,39 terhadap APBD 2018-2022. Kontribusi kekayaan aset gedung dan bangunan hanya menyumbang rata-rata Rp 168.756.200,00 (0,78%) terhadap PAD atau hanya 0,02% terhadap APBD kabupaten Keerom. Berdasarkan fenomena tersebut, maka dilakukan penelitian ini dengan tujuan untuk menganalisis pemanfaatan aset gedung dan bangunan dalam meningkatkan PAD serta kontribusi pemanfaatan aset gedung dan bangunan tehadap PAD di kabupaten Keerom tahun 2018-2022. Penelitian dirancang menggunakan metode deskriptif kuantitatif dengan teknik tabulasi dan grafik, dan dilengkapi uji korelasi. Data penelitian diperoleh dari BPKAD kabupaten Keerom dan BPK RI Perwakilan Jayapura. Hasil penelitian menunjukkan bentuk pemanfaatan aset gedung dan bangunan di kabupaten Keerom adalah sewa, yaitu sewa kantor Bank Papua cabang Arso dan sewa Gedung Pramuka untuk kegiatan olahraga, seni, sosialisasi, seminar, acara adat, pernikahan, dan lain-lain. Sementara untuk pasar Aividjan kurang pengunjung karena lokasi yang tidak strategis. Sebagian besar aset gedung dan bangunan dimanfaatkan sebagai fasilitas layanan masyarakat seperti rumah sakit, puskesmas, sekolah dan lain sebagainya. Kontribusi pemanfaatan aset gedung dan bangunan terhadap pendapatan asli daerah (PAD) masih sangat rendah. Kontribusi terbesar pemanfaatan aset gedung dan bangunan terhadap PAD terjadi pada tahun 2022 yaitu Rp 204.750.000,00, (0,99%) sedangkan kontribusi terendah terjadi pada tahun 2021 yaitu Rp 112.100.000,00 (0,50%). Uji korelasi menghasilkan koefisien -0,234, menunjukkan tingkat hubungan yang lemah antara nilai aset gedung dan bangunan dengan PAD, dan tanda negatif berarti jika nilai aset gedung dan bangunan meningkat maka PAD akan menurun atau sebaliknya.

Training Penjernihan Air Sumur Gali Masyarakat di Kampung Warbo Arso 7, Distrik Arso Barat, Keerom
Water is the main composition in the body, the amount of water content contained in the body is about 50-80%, depending on age, most of the human body consists of fluids, so the body really needs adequate fluid intake. This fluid intake is obtained from drinking water and food. Based on a survey conducted, the physical appearance of community dug well water in Warbo village Arso 7, West Arso district, is generally cloudy, smelly in colour and quite high in lime. This service aims to provide training to the Warbo village community so that they can use a dug well water purification tool and can use clean water. The method used in this service is the direct partner participation method, which explains the sequence of how the filter is connected to the daft machine or pump. The results of the service activities carried out on May 2024 were attended by 12 people. After a week of installing the filter, the people who became the sample or who were selected to receive filter assistance felt happy because the well water they used was no longer coloured, smelled, and cloudy
Penataan Bahan Laboratorium Kimia Untuk Meningkatkan Kualitas Praktikum Di Sekolah
Salah satu upaya untuk meningkatkan pengetahuan dan keterampilan dalam pembelajaran kimia peserta didik adalah dengan menyediakan laboratorium. Hasil observasi dan wawancara dengan Guru Kimia dan pihak sekolah tentang keadaan laboratorium serta pemanfaatannya di SMA YPK Diaspora Kotaraja, bahwa dalam pembelajaran kimia telah dilakukan dengan mengunakan metode eksperimen. Pengunaan metode tersebut harus didukung dengan penataan dan penyimpanan bahan yang tertata dengan baik. Kegiatan PKM ini bertujuan untuk melakukan penataan bahan praktikum di laboratorium kimia. Diharapkan dari kegiatan ini ruangan laboratorium kimia sekolah tertata dengan baik sehingga memudahkan guru dalam proses pemeliharaan, memudahkan pengambilan bahan untuk keperluan kerja laboratorium, memudahkan pengontrolan kuantitas maupun kualitas bahan, serta meminimalisir bahaya dan resiko tinggi yang dapat disebabkan oleh sifat dari bahan kimia di laboratorium, sehingga dapat meningkatkan kualitas praktikum di sekolah

Napak Tilas Peninggalan Kolonial di Kota Jayapura: Strategi Memperkuat Kesadaran Sejarah Pada Generasi Muda
This research departs from the low level of public knowledge, especially the younger generation, about the history of Jayapura City. The low level of historical knowledge causes a lack of historical awareness characterized by a lack of concern for the existence of colonial heritage buildings in the Abepura (Jayapura) area which tend to be neglected. Whereas Abepura is an area that has an important and strategic role in the government system during the colonial period until now. These colonial relics need to be maintained and preserved so that the identity of the region and the socio-cultural values inherent in these relics are not lost. This research aims to describe the method of walking through historical heritage in Abepura as a strategy to strengthen historical awareness among the younger generation of Papua. The research method used is the historical method, with stages: heuristics, source criticism, interpretation and historiography. The results showed that first, there are several colonial heritage buildings in Abepura, namely round houses, residential houses for government employees, Uncen transistor buildings, STT GKI I.S. Kijne buildings and STT GKI I Lecturer housing. S Kijne. These buildings were built by the Allied (American) and Dutch governments to support government activities while in power in Papua. The form of these buildings has cultural, architectural, artistic, and technological values at that time so it is very important to be maintained and preserved for future generations
Model Contextual Problem Based History Learning (C-PBHL) Untuk meningkatkan Keterampilan Berpikir Kritis
One aspect of learning outcomes that needs to be developed in learning in the society 5.0 era is critical thinking skills. Critical thinking skills are characterized by ability to think at a high level and systematically to answer various problems encountered in everyday life. This research aims to test and analyze the effectiveness of the contextual problem-based learning model on students\u27 critical thinking skills in history subjects. The method used in this research is quasi-experimental with a non-equivalent control group design model. The population in this study were all seven class X IPS students at Taruna Dharma High School, Jayapura City. The research sample was determined using a random sampling technique to determine an experimental class that used a contextual problem-based learning model and one class as a control class that used a conventional learning model. Data was collected using the test method to measure student learning outcomes in critical thinking aspect. Based on the results of this research using the t test with a significance level of 0.05, it shows a Tcount value of 9, 19 > Ttable 1.99 so that Ho is rejected and Ha is accepted, it can be concluded that the contextual problem-based history learning model is effective to improve student learning outcomes in aspect critical thinking aspect. Thus, it hoped that teachers can consider using a problem-based learning model with a contextual approach to improve students\u27 critical thinking skills in history learning in schools
Optimalisasi Pelayanan Publik di Balai Pendidikan & Pelatihan Keagamaan Papua
The Papua Religious Education and Training Center plays an important role in developing the competence of the State Civil Apparatus based on Law Number 20 of 2023 concerning the State Civil Apparatus. There are many challenges faced in various improvements in public services, including problems related to training program planning, availability of infrastructure and limited budgets. If these obstacles are not managed well, they will have a negative impact on the State Civil Apparatus performance. This research aims to analyze superior public services, supporting and inhibiting factors and recommend models for optimizing superior public services at the Papua Religious Education and Training Center. Through the literature study method, we found that: Tangibles or physical evidence still needs to be completed. Reliability of human resources, training facilities, consumption services for participants and post-training services need to be improved; Responsiveness is quite good; Assurance and certainty of employee capabilities continues to be improved; Empathy is good. Supporting factors such as competent human resources, effective management systems, collaboration with stakeholders, and advanced information and communication technology, will improve the quality of the State Civil Apparatus and their performance; Inhibiting factors such as budget limitations, lack of facilities and infrastructure, as well as cultural differences in the Papuan context, can interfere with improving service quality. The superior public service optimization model that can be implemented at the Papua Religious Education and Training Center is: Building physical facilities, increasing human resources and training facilities, increasing responsiveness, regular monitoring and evaluation, and increasing output by holding training in district/city areas
