Implementasi Kebijakan Beasiswa Afirmasi dalam Meningkatkan Akses Pendidikan Tinggi bagi Orang Asli Papua
This study examines the implementation of the affirmative scholarship policy in Papua Province and its contribution to the development of human resources among Indigenous Papuans (Orang Asli Papua/OAP). The policy was introduced as part of the government’s effort to reduce educational inequality and expand access to higher education for communities that have historically experienced structural disadvantages. Despite its strategic objectives, the implementation of the scholarship program has encountered several governance and administrative challenges. This research employs a qualitative descriptive approach to explore the dynamics of policy implementation. Data were collected through in-depth interviews, focus group discussions, and document analysis involving government officials, scholarship administrators, higher education institutions, and scholarship recipients. Informants were selected using purposive and snowball sampling techniques. Data were analyzed using an interactive qualitative model consisting of data reduction, data display, and conclusion drawing, complemented by a SWOT analysis to identify strengths, weaknesses, opportunities, and threats in policy implementation. The findings show that the affirmative scholarship policy has expanded access to higher education for Indigenous Papuans and contributed to strengthening regional human resource capacity. However, its effectiveness is influenced by institutional capacity, administrative governance, coordination among implementing agencies, and the availability of reliable data systems. Challenges such as delays in scholarship fund disbursement and weak monitoring mechanisms remain significant issues. Strengthening governance structures, improving institutional coordination, and developing integrated information systems are therefore essential to enhance the sustainability and effectiveness of the affirmative scholarship policy in supporting equitable human resource development in Papua
ANALISIS KINERJA KEUANGAN PADA BADAN PENGELOLAAN KEUANGAN DAN PENDAPATAN DAERH KABUPATEN WAJO
Penelitian ini bertujuan: untuk menganalisis bagaimana kinerja keuangan pemerintah daerah pada Badan Pengelolaan dan Pendapatan Daerah Kabupaten Wajo pada Tahun 2021-2023. Variabel penelitian ini adalah: kinerja keuangan. Fokus penelitian adalah: mengevaluasi kinerja keuangan untuk menentukan apakah kinerja tersebut telah memenuhi target anggaran dengan teknik analisis kuantitatif. Pengumpulan data dilakukan dengan menggunakan dokumentasi dan wawancara, analisis data menggunakan rasio ekonomis, efisiensi dan efektivitas. Hasil menunjukkan bahwa tingkat ekonomis dan efisiensi selama periode penelitian tergolong baik karena rasio berada di bawah 100%. Namun, efektivitas pada tahun 2021–2022 masih belum tercapai (rasio <100%), sedangkan pada 2023 telah menunjukkan kinerja yang efektif (rasio >100%).
 
PROBLEMATIC ANALYSIS OF SCIENCE LEARNING PROCESS
This study aims to thoroughly analyze the problems encountered in the Natural Science (IPA) learning process at SMP Negeri 1 Suwawa Timur, considering the 21st-century curriculum demands that require the development of students\u27 scientific attitudes and skills through direct experience. This research employs a descriptive qualitative approach, where data was collected through a closed questionnaire administered to 32 students of class IX A and in-depth interviews with the IPA subject teacher. The analysis results identified two major interconnected issues: (1) lack of teacher competence and strategies, and (2) sub-optimal utilization of school facilities and infrastructure. The low student learning motivation was confirmed by the teacher as a crucial obstacle, which ironically occurs despite the school having complete laboratory facilities. The root problem was found in the lack of teacher knowledge and professional competence in operating and utilizing laboratory equipment for practical activities. It is concluded that the minimal implementation of practical work due to limitations in teacher competence is the main factor contributing to low student motivation and learning achievement. Therefore, this study recommends the necessity of continuously enhancing teacher competence related to laboratory facility utilization to optimize the quality of the IPA learning process in the school

This study aimed to identify the relationship between perception with the prevention and treatment behavior of malaria tertiana in Arso Barat Health Center. This study was a correlational quantitative study with a cross-sectional design to identify the relationship between perception of the disease and prevention and treatment behavior of malaria tertiana in Keerom District.
PERFORMANCE ANALYSIS OF DISEN BASED ON STUDENT PERCEPTIONS
This study aims to analyze lecturers’ performance based on students’ perceptions in the English Education Study Program at Universitas HKBP Nommensen Pematangsiantar by adapting five service quality dimensions (SERVQUAL), namely reliability, assurance, responsiveness, empathy, and tangibles. A quantitative approach with a survey design was employed, involving 42 students selected from those who had attended courses taught by the lecturers under evaluation; data were collected using a closed-ended questionnaire with a five-point Likert scale consisting of lecturer performance items mapped onto the five SERVQUAL dimensions. The data were analyzed descriptively by calculating the mean and percentage for each dimension, which were then converted into the Respondent Achievement Level (RAL) and the Customer/Student Satisfaction Index (CSI) to describe students’ performance achievement and satisfaction levels for each dimension.
DEVELOPMENT OF ANIMATED VIDEOS ON SUBSTANCE MATERIALS AND THEIR CHANGES USING PROBLEM BASED LEARNING TO INCREASE LEARNING MOTIVATION
The purpose of the research is to find out (1) How to make an animated video; (2) Feasibility analysis of animated videos; (3) Animation video development; (4) Evaluation of increased learning motivation; and (5) Evaluation of improving learning outcomes. The research method is Research and Development (R&D) with the ADDIE procedural model. The research was conducted at SMP Negeri 1 Depapre with a total of 25 students. The results of the study showed that: The feasibility analysis of animated videos was obtained based on validator validation (93.69% of the category strongly agreed), peer feasibility test (94.15% of the category strongly agreed), and student trials (97.62% strongly agreed) so that the animated video was suitable for use; The development of animated videos is carried out by making visualizations of abstract concepts on substance materials and their changes so as to help students understand, using examples of solving everyday problems; The evaluation of increased learning motivation was obtained and there was an increase in motivation
DINAMIKA INOVASI LINGKUNGAN MENUJU PEMBANGUNAN BERKELANJUTAN: PENDEKATAN BIBLIOMETRIK
Penelitian ini menggunakan pendekatan bibliometrik untuk mengeksplorasi lanskap intelektual pada pertemuan antara inovasi lingkungan (Environmental Innovation), pembangunan berkelanjutan (Sustainable Development), dan akuntansi lingkungan. Melalui analisis komprehensif menggunakan VosViewer, studi ini bertujuan untuk mengidentifikasi pola kolaborasi, tren penelitian, dan struktur intelektual yang menghubungkan ketiga domain tersebut. Data diekstraksi dari basis data ilmiah terkemuka seperti Google Scholar, penelitian ini mengidentifikasi tren, pola sitasi, dan hubungan tematik antar publikasi dari tahun 2004 hingga 2024. Hasil analisis bibliometrik mengungkapkan beberapa temuan kunci. Pertama, terdapat peningkatan signifikan dalam publikasi terkait inovasi lingkungan dan pembangunan berkelanjutan dalam dekade terakhir. Pemetaan jaringan menggunakan VosViewer mengidentifikasi klaster utama penelitian, menunjukkan konektivitas yang kompleks antara akuntansi lingkungan, Inovasi Lingkungan, dan strategi keberlanjutan. Visualisasi jaringan pengetahuan mengungkap lima klaster utama penelitian: (1) Perusahaan yang berkaitan dengan Corporate Sosial Responsibility, (2) Perkotaan yang berkaitan dengan Environmental Sustainability, (3) Corporate Sustainability, dan (4) Environmental Accounting dan (5) Triple Bottom Line. Analisis menunjukkan bahwa interdisiplinaritas penelitian semakin meningkat, dengan kolaborasi antarpeneliti dari bidang ekonomi, manajemen, teknik informasi, dan ilmu lingkungan. Temuan ini memberikan wawasan mengenai keterkaitan antara inovasi lingkungan dan pembangunan berkelanjutan, serta menyoroti pentingnya kebijakan yang mendukung riset dan pengembangan dalam bidang ini untuk mencapai tujuan pembangunan yang inklusif dan ramah lingkungan
ANALISIS RASIO KEUANGAN KABUPATE BERAU TAHUN 2020-2024
Abstract
This study aims to analyze the financial performance of the Berau Regency Government based on APBD data from 2020 to 2024 by employing five financial ratios: regional independence ratio, regional financial efficiency ratio, degree of decentralization ratio, regional dependency ratio, and regional tax effectiveness ratio. The research method used is descriptive quantitative with secondary data obtained from the APBD Realization Report. The findings reveal that the average regional independence ratio is only 13%, classified as low, while the financial efficiency ratio is consistently above 100%, indicating inefficiency. The degree of decentralization ratio averages 9%, categorized as very low, whereas the regional dependency ratio averages 75.5%, showing a very high reliance on central government transfers. On the other hand, the tax effectiveness ratio varies, with an average of 92%, categorized as effective, although it declined significantly in the final year. Overall, the financial performance of Berau Regency has not been fully optimal, highlighting the need for strategies to increase local revenue and improve expenditure efficiency in order to reduce dependency on central government transfers.

DEVELOPMENT OF IPAS PROJECT E-MODULES THROUGH A PROJECT-BASED LEARNING (PJBL) APPROACH TO IMPROVE SCIENTIFIC LITERACY, ON SUBSTANCE MATERIALS AND THEIR CHANGES
Development of the IPAS Project e-module through the Project Based Learning (PjBL) approach to improve scientific literacy in substance materials and their changes. The objectives of the research are (1) designing e-modules through the PjBL approach, (2) Feasibility analysis of e-modules, (3) Evaluation of improving scientific literacy. The research method used is Research and Development (R&D) with a 4D (Define, Design, Develop, Disseminate) development model. The research was conducted at the Papua Special Tourism State School with a total of 30 students. The results of the study show that: (1) E-modules through the PjBL approach are made through the first stage is definition, the second is data collection, the third is making a module design, the fourth is validating the model design, the fifth is revising the module design, the sixth is a small-scale trial, then a large-scale trial to obtain scientific literacy data in learning, as well as the response of IPAS Project teachers to the module. (2) The feasibility analysis of the e-module was obtained through validation of validators (92.36% of the category strongly agreed), peer feasibility test (94.65% of the category strongly agreed) so that it was declared very feasible to use (3) The evaluation of scientific literacy improvement was obtained that the increase in scientific literacy increased in RPP 1 by 15.53%, in RPP 2 by 45.13%, in RPP 3 by 52.24% with an average value increase in the three meetings of 35.86% after using the module The IPAS project in learning so that significantly the application of e-modules through PjBL is effectively used as a contextual learning medium at the vocational school level
Hubungan Waktu Tanggap Operasi Sectio Caesarea Emergensi dengan Kejadian Asfiksia Neonatorum
"The Community Health Center Management Information System (SIMPUS) is designed to assist healthcare workers in recording, processing, and reporting service data. Evaluating user satisfaction is essential to ensure the system\u27s effective implementation. This study aims to evaluate the implementation of SIMPUS based on user satisfaction levels at Twano Community Health Center, Jayapura City, Papua Province. This descriptive quantitative study employed a total sampling technique, involving 34 respondents from January to June 2024. The research instrument was a questionnaire based on the End User Computing Satisfaction (EUCS) model, which includes five dimensions: content, accuracy, format, ease of use, and timeliness. The findings showed that 67.6% of respondents were satisfied with SIMPUS, while 5.9% expressed dissatisfaction, particularly in the timeliness dimension. Overall, SIMPUS was well accepted by users; however, improvements are needed, especially regarding timeliness. Continuous evaluation and system development are essential to enhance user satisfaction and productivity in healthcare service delivery
