China’s Military Engagement in The Pacific Region: Implications For Australia’s Defence and National Security Policy
Get PDFThe Pacific region has become a major focus of international attention following indications of increasing Chinese military involvement in the past decade. This involvement has raised significant concerns, especially for countries in the region, including Australia. As one of the regional powers and traditional actors in the Pacific, Australia faces complex national defense and security policy challenges as a result of Chinese military involvement in the region. Using a qualitative approach with desk study analysis, this paper attempts to explain the implications of Chinese military involvement in the Pacific region for Australia\u27s national defense and security policy through the framework of security dilemma analysis and strategic perspectives in foreign policy making. This paper finds that China\u27s military presence in the Pacific region affects defense strategy and poses new security challenges for Australia, including increasing security pressures and changes in Australia\u27s defense strategy. In response, Australia has taken proactive steps by strengthening cooperation with regional allies, enhancing defense capabilities and strengthening security diplomacy in the Pacific region as a form of transformation of its defense policy.

Keterlibatan ini memunculkan kekhawatiran yang signifikan terutama bagi negara-negara di kawasan, termasuk Australia. Australia, sebagai salah satu kekuatan regional di Pasifik, menghadapi tantangan kebijakan pertahanan dan keamanan nasional yang kompleks akibat dari keterlibatan militer Cina di kawasan tersebut. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan tinjauan pustaka terhadap studi-studi terkait, analisis kebijakan, dan sumber-sumber primer yang relevan. Data yang diperoleh dianalisis dengan menggunakan pendekatan deduktif untuk menjawab pertanyaan riset yang diajukan. enelitian ini bertujuan untuk mengeksplorasi implikasi dari keterlibatan militer Cina di Kawasan Pasifik terhadap kebijakan pertahanan dan keamanan nasional Australia. Hipotesis penelitian ini adalah bahwa keterlibatan militer Cina dapat mempengaruhi strategi pertahanan Australia dan memunculkan tantangan keamanan baru bagi negara tersebut. Hasil penelitian menunjukkan bahwa keterlibatan militer Cina di Kawasan Pasifik memiliki implikasi yang signifikan bagi kebijakan pertahanan dan keamanan nasional Australia. Pertama, keterlibatan militer Cina meningkatkan kompleksitas keamanan regional dan meningkatkan tekanan keamanan terhadap Australia. Kedua, hal ini memicu perlombaan senjata di kawasan dan mendorong Australia untuk mengkonsolidasikan hubungan pertahanan dengan sekutu regionalnya. Ketiga, keterlibatan militer Cina mengubah dinamika kekuatan dan strategi pertahanan Australia, yang mengharuskan negara tersebut untuk menyesuaikan prioritas pertahanan nasionalnya. Keterlibatan militer Cina di Kawasan Pasifik memiliki dampak yang signifikan terhadap kebijakan pertahanan dan keamanan nasional Australia. Implikasi ini meliputi meningkatnya tekanan keamanan, perlombaan senjata, dan perubahan strategi pertahanan Australia. Untuk menghadapi tantangan ini, Australia perlu mengambil langkah langkah yang proaktif, termasuk memperkuat kerja sama dengan sekutu regional, meningkatkan kapabilitas pertahanan, dan memperkuat diplomasi keamanan di kawasan Pasifik

Get PDFSea turtles are one of the species essential for maintaining the balance of marine ecosystems, yet their populations have declined due to hunting, habitat destruction, and climate change. Sea turtle conservation is a crucial step in ensuring the sustainability of this species. This article discusses a community service activity involving the release of hatchlings as part of sea turtle conservation efforts at Maitara Village Tourism Beach, Tidore Islands City. The activity began with coordination among the village government, community leaders, and youth groups to plan and strategize implementation, involving all elements of the community. The release of hatchlings engaged students, tourists, and local residents, aiming to raise awareness and participation in sea turtle conservation. This activity not only provided hatchlings the opportunity to return to their natural habitat but also served as an educational platform to enhance public understanding of the importance of protecting sea turtles. Through a community-based approach, the program successfully strengthened collective commitment to coastal ecosystem conservation and opened opportunities for further development in support of natural resource conservation. The results of this activity demonstrate that collaboration among the community, academics, and government can have a significant positive impact on sea turtle conservation efforts
Women’s Rebellion against Patriarchal Society as Reflected in Ayu Utami’s Si Parasit Lajang and Pengakuan Eks Parasit Lajang
Get PDFThis study examines the influence of patriarchal culture in Indonesia and the active response of feminist literary criticism through the analysis of Ayu Utami\u27s novels "Si Parasit Lajang" and "Pengakuan Eks Parasit Lajang." Using qualitative research method, consisting of primary and secondary data such as bibliography and content analysis, the research reveals the resistance of women against the patriarchal society. The analysis indicates that the novels are an expression of gender equity and the struggles that women and other form of marginalized constituents in Indonesian society encounter. The novels endeavor not only to generate this comprehension of feminist ideas but also awake in women consciousness of their identity and a readiness to assert their identities. The results imply education reform, suggesting the integration of literary works into the approved program to test the students’ language proficiency and, in addition, to interest students in the complex situations illustrated in literature. In conclusion of this study, research can take steps forward in analytic skill improvement.

Simple Tenses in English and Ngalum (A Contrastive Study)
Get PDFThis study is a contrastive analysis between simple tenses in the English language and the Ngalum language. The research aims to make Ngalum language users understand and aware that Ngalum has a tense system like English, thus making it easier for them to learn tenses in English. The method used in this research is classical contrastive analysis, which involves description, juxtaposition, and comparison. The results of this study indicate that both languages have a tense system. In simple tenses, including past, present, and future tenses. Verbs change according to the tense. The function of these verb changes has the same meaning, indicating activities corresponding to events in the past, present, and future. One notable difference is that verbs in English can stand alone as verbs, while in Ngalum, they are bound to the subject. In the English language, subject markers in English verbs are found in simple present. Especially for the third person. Additionally, sentence structures differ between the two languages, with English following the pattern of Subject +Verb + Object while Ngalum follows Subject + Object + Verb. Even though these two languages are not closely related, they share a similar typology in terms of tense structure
Sistem Appraisal terhadap Teks Berita Editorial Penerimaan Peserta Didik Baru (PPDB) 2019
Get PDFThe zone system in the admission of new students (PPDB) is still a hotly debated issue. The objectives of this study are 1) to identify and classify words or phrases in sentences that contain appraisal on the attitude side which contains elements of affect, judgment, and appreciation; 2) to find words or phrases from the three types of attitude that have graduation; and 3) to provide a review of appraisal analysis from the point of view of editorial news writers in evaluating the zone system. This research method is descriptive qualitative with content analysis design. The findings were a number of positive and negative statements based on appraised items by appraisers.

PANCASILA DAN TOLERANSI PADA TRADISI KEAGAMAAN MASYARAKAT KOTA JAYAPURA
Get PDFKota Jayapura, ibu kota Provinsi Papua, merupakan miniatur Indonesia dengan beragam suku, budaya, dan agama. Pancasila, sebagai dasar negara, berperan penting dalam menciptakan kerukunan antarumat beragama. Tujuan penelitian yakni mengeksplorasi bagaimana nilai-nilai Pancasila diimplementasikan dalam tradisi keagamaan masyarakat Jayapura dan tantangan yang dihadapi dalam praktik toleransi. Metode yang digunakan yaitu pendekatan kualitatif, di mana pengumpulan data melalui wawancara dan observasi. Hasil penelitian menunjukkan bahwa meskipun terdapat upaya untuk mempromosikan toleransi, masih ada kesenjangan antara idealisme Pancasila dan kenyataan di lapangan. Penelitian ini sekiranya bisa memberikan kontribusi pada pengembangan pemahaman tentang kerukunan umat beragama di Indonesia.

The purpose of this study was conducted to: Obtain empirical evidence of the influence of Human Resource Quality and Leadership Commitment in the Preparation of Regional Financial Statements within the Local Government of Waropen Regency. This research was conducted within the scope of Waropen Regency government. The sampling technique in this study was purposive sampling. The type of data used is quantitative data and the source data is obtained directly from a sample of informants using the help of research questionnaires. Data analysis and hypothesis testing using multiple linear regression analysis using SPSS software for windows.
The results showed that: (1) Partially, the Quality of Human Resources (X1) and Leadership Commitment (X2) had a significant effect on the preparation of Regional Financial Statements (Y) within the Waropen Regency government. (2) Simultaneously, the Quality of Human Resources (X1) and Leadership Commitment (X2) have a significant effect on the preparation of Regional Financial Statements (Y) within the Waropen Regency government.

Get PDFThe purpose of this study was to analyze: (1) analyze the effect of the Regional Financial Accounting System Implementation on the Quality of Financial Statements of the local government of Waropen Regency; (2) Analyze the effect of the Internal Control System on the Quality of Financial Statements of the local government of Waropen Regency; (3) Analyze the effect of the implementation of the Regional Financial Accounting System on the Quality of Financial Statements of the local government of Waropen Regency with Human Resource Competence as a moderation variable; (4) Analyze the effect of the Internal Control System on the Quality of Financial Statements of the local government of Waropen Regency with Human Resource Competence as a moderation variable. This research was conducted within the scope of Waropen Regency government. The sampling technique is carried out using pusposive sampling techniques. The type of research data used in this study is a type of quantitative data. The data analysis used in this study was Moderated Regression Analysis (MRA) which was carried out using SPSS software.
The results showed that: (1) the significance value of the variable Application of the Regional Financial Accounting System was 0.048 > 0.05 so that it could be concluded that the Regional Financial Accounting System did not affect the Quality of Local Government Financial Statements; (2) the significance value of the Internal Control System variable is 0.043 > 0.05 so that it can be concluded that the Internal Control System does not affect the Quality of Local Government Financial Statements; (3) the significance value of the interaction variable between the Application of the Regional Financial Accounting System and the Competence of Human Resources of 0.299 > 0.05 so that it can be concluded that the Competence of Human Resources is unable to moderate the effect of the Application of the Regional Financial Accounting System on the Quality of Local Government Financial Statements; (4) the significance value of the interaction variable between the Internal Control System and Human Resource Competence is 0.063 > 0.05 so that it can be concluded that Human Resource Competence is unable to moderate the influence of the Internal Control System on the Quality of Local Government Financial Statements

Get PDFGrant aid expenditure is one of the expenditure accounts in the Regional Revenue and Expenditure Budget (APBD) which attracts public attention and often becomes the headline in the mass media. This is because there are many parties who need this grant assistance and there are many interests that can be accommodated, both for the welfare of society and certain political interests. Based on the principle of decentralization, regional governments regulate and manage government affairs which fall under regional authority in the system of the Unitary State of the Republic of Indonesia. Regional governments, to be able to carry out government affairs which fall under their authority, are given financial powers in the context of funding government affairs which fall under regional authority (Law No. 32 of 2004). Presidential Decree No. 74 of 2001 concerning Procedures for Supervising the Implementation of Regional Government, Article (16) states that regional government supervision is an activity process aimed at ensuring that regional government runs in accordance with plans and provisions of applicable laws and regulations. Get PDFThe aim of this research is to analyze the factors that influence the accountability of government agency performance at the Regional Financial and Asset Management Agency (BPKAD) of Papua Province.
This research is a type of quantitative research with the population used being employees at the Regional Financial and Asset Management Agency (BPKAD) of Papua Province, totaling 187 employees. Based on the calculation of the sampling technique using the Slovin formula, the number of samples determined was 65 employees. The method used in this research is multiple regression analysis. Where this analysis method is a statistical method used to test the relationship between several independent variables and one dependent variable.
The results of the analysis show that, the information system, internal control system and clarity of budget targets simultaneously influence the accountability of the performance of regional government agencies in the Regional Financial and Asset Management Agency (BPKAD) of Papua Province. The information system, internal control system and clarity of budget targets partially influence the accountability of the performance of regional government agencies at the Regional Financial and Asset Management Agency (BPKAD) of Papua Province. Clarity of budget targets has a dominant influence on the accountability of the performance of regional government agencies at the Regional Financial and Asset Management Agency (BPKAD) of Papua Province
