The Dynamic Mechanism and Constraints of Local Government's Transnational Cooperation——A Case Study of China-ASEAN under the Background of "The Belt and Road Initiative"
No full text随着经济全球化的发展,地方政府的国际往来日益活跃,地方政府间的国际合作成为新型的国际交流合作。地方政府跨国合作对于推动国家关系发展、解决跨国公共事务、提升地方竞争力和实现互惠互利等具有重要意义。在"一带一路"的发展规划中,东南亚占据至关重要的枢纽地位,这意味着中国-东盟地方政府合作也将迎来新的机遇和挑战。基于中国-东盟地方政府跨国合作的实践,地缘优势、群体规模的同质性、共同政策目标、领导者推动和良好的国际环境共同构成中国-东盟地方政府跨国合作的动力系统。同时,合作风险、交易成本、现有制度环境、资源禀赋和国家利益等要素可能促使地方政府采取短期利益的行动策略,成为地方政府跨国合作的约束条件。地方政府在激励性因素和阻碍性因素下作出跨国合作的理性选择,有助于形成地方政府跨国合作的制度性集体行动框架。
With the development of globalization, the international exchanges of local governments have become increasingly active, and international cooperation between regions has become a new type of international exchange and cooperation. Local government's transnational cooperation is of great significance for promoting the development of state relations, resolving transnational public affairs, enhancing local competitiveness and achieving mutual benefit. In the " One Belt, One Road" development plan, Southeast Asia has a vital pivotal position, which means that China-ASEAN local government cooperation will also usher in new opportunities and challenges. The practice of transnational cooperation between China and ASEAN local governments shows that geopolitical advantages, group homogeneity, common policy objectives, leadership promotion and a good international environment together constitute the dynamic system of transnational cooperation. At the same time, factors such as cooperative risk, transaction cost, existing institutional environment, resource endowment and national interest may prompt local governments to adopt action strategies for short-term interest and thus become the constraints for local governments to cooperate internationally.
