KRONIKA. Etnoinstrumentologinės temos Europos etnomuzikologų ir Felixui Hoerburgeriui skirtose konferencijos
2016-ųjų rudens tarptautinėse etnomuzikologų konferencijose svarbios buvo etnoinstrumentologinės temos. Rugsėjo 20–25 d. Sardinijoje vyko Kaljario universiteto Istorijos, kultūros ir teritorinio paveldo katedros ir Santu Lussurgiu miestelio bendruomenės surengta XXXII Europos etnomuzikologų seminaro (ESEM) konferencija „Muzikos, muzikų, muzikologų migracijos“ (angl. ‚Musics/ Music makers/ Musicologistsʼ transhumance‘). Jos pavadinime visų pasaulio šalių muzikinių migracijų, įvairių kelionių ir persikėlimų formoms ir temoms aprėpti simboliškai taikytas terminas transhumansas. Jis reiškia sezoninį kalnų regionų piemenų migravimą kartu su ganomomis gyvulių bandomis: išgynimą pavasarį į kalnų ganyklas ir sugrįžimą rudenį į slėnius. Kaip žinoma, visose šalyse piemenys ganydami mėgdavo dainuoti ar groti, turėdavo sau būdingus, dažniausiai pučiamuosius, muzikos instrumentus. Todėl šios konferencijos moksliniuose pranešimuose, neretai iliustruojamuose vaizdo siužetais, ir pačių autorių komentuojamuose etnografiniuose filmuose daug dėmesio skirta ne tik vokaliniam, bet ir instrumentiniam tradiciniam muzikavimui
Variations on agent-oriented programming
Occurrence of the agent paradigm and its further applications have stimulated the emergence of new concepts and methodologies in computer science. Today terms like multi-agent system, agent-oriented methodology, and agent-oriented programming (AOP) are widely used. The aim of this paper is to clarify the validity of usage of the terms AOP and AOP language. This is disclosed in two phases of an analysis process. Determining to which concepts, terms like agent, programming, object-oriented analysis and design, object-oriented programming, and agent-oriented analysis and design correspond is accomplished in the first phase. Analysis of several known agent system engineering methodologies in terms of key concepts used, final resulting artifacts, and their relationship with known programming paradigms and modern tools for agent system development is performed in the second phase. The research shows that in most cases in the final phase of agent system design and in the coding stage, the main artifact is an object, defined according to the rules of the object-oriented paradigm. Hence, we say that the computing society still does not have AOP owing to the lack of an AOP language. Thus, the term AOP is very often incorrectly assigned to agent system development frameworks that in most cases, transform agents into objects.DOI: 10.15181/csat.v5i1.136
Rekurentinis paslėptųjų markovo modelių parametrų vertinimo algoritmas
Šiame darbe sudarytas rekurentinis paslėptųjų Markovo modelių parametrų vertinimo algoritmas. Paslėptieji Markovo modeliai modeliuojami Gauso skirstiniu, kurio parametrai pasiskirstę pagal daugiamatį normalųjį dėsnį su nežinomais vidurkių vektoriumi ir kovariacijų matrica. Nežinomų parametrų įverčiai gaunami didžiausio tikėtinumo metodu. Rekurentinis algoritmas sudarytas remiantis didžiausio tikėtinumo metodu išvestomis formulėmis ir klasikiniu EM algoritmu. Kadangi rekurentinio algoritmo vykdymo laikas yra proporcingas apdorojamų stebėjimų skaičiui, tai jis gali būti naudojamas modelio parametrų vertinimui realiu laiku. Realizuoto rekurentinio EM algoritmo savybės buvo ištirtos kompiuteriniu eksperimentu klasterizuojant duomenis. Jis taip pat gali būti taikomas duomenų klasifikavimo ir atpažinimo realiu laiku uždaviniams spręsti.DOI: 10.15181/csat.v5i1.156
Effective algorithm for calculation of protons and neutrons distributions in atomic nucleus shells
This paper presents the protons and neutrons distributions in atomic nucleus shells calculation algorithm which may be used for ab initio no-core nuclear shell model computations. The problem of enumeration of many-particle states is formulated on energetic basis instead of application of the traditional scheme for states classification. The algorithm provides calculations of protons and neutrons occupation restrictions for nuclear shells for an arbitrary number of oscillator quanta. The reported results show that the presented algorithm significantly outperforms the traditional approach and may fit the needs of state-of-the-art no-core shell model calculations of atomic nuclei.DOI: 10.15181/csat.v5i1.157

Youth unemployment among university graduates in a dEPRESSED aREA IN Portugal
Unemployment stands out as a major concern of policy makers, particularly in the case of youth unemployment. We intend to depict the reality of youth unemployment among university graduates in the Guar Municipality, as well as ascertain the possible causes and consequences of the phenomenon. We also aim to give some recommendations for decisions makers, so that these young people would take up residence in this region, which suffers from aging and depopulation issues. The main respondents of a questionnaire reported that it is not easy to get a job in a depressed area, i.e., the Guar Municipality, because labour supply has been reduced due to the closure of industries and companies in traditional sectors and to the lack of incentives for people and companies to take up residence in the area.Keywords: youth unemployment, unemployment, depressed areas.Jel Codes: J640, J620, R580DOI: http://dx.doi.org/10.15181/rfds.v21i1.140
Public television as a factor shaping electoral activity of Poles in national and regional elections
Public television is an important source of electoral information in Poland. The scope of its duties is regulated by the Election Code and media regulations. The presented content can fundamentally influence electoral attitudes of Poles and shape their views in this respect. The analysis of the National Broadcasting Council (KRRiT) reports on the monitoring of public television and the analysis of the opinion polls’ results carried out by the Public Opinion Research Centre (CBOS) revealed that the key factor that determined a low turnout in the 2015 parliamentary elections was not the lack of information or knowledge on the voters’ side, but more a disappointment in the quality of political life in Poland. In the local government elections of 2014, the phenomenon of insufficient provision of information indeed did occur, as the main media for informational and educational content were not nationwide but rather regional broadcasts with low viewership. The author used the following research methods to address the above issues: critical literature analysis, comparative and descriptive analysis, as well as analysis of legislation, documents and surveys.KEYWORDS: public television, parliamentary elections, local government elections
К ИССЛЕДОВАНИЮ БАЛТО- СЛАВЯНСКОЙ ДЕМОНОЛОГИИ
The article discusses problems connected with Balto-Slavic mythological parallels, including typology of mythological characters, lexical similarities resulting from genetic affinity and borrowing, as well as the influence of mythological systems of neighbouring peoples. Some new Balto-Slavic parallels have been suggested, viz. Rugių boba – Baba Ruga (Roga); Pikulas – pikulík; nelabais, and nelabasis – nelapši, nelapszy, with the focus on their ethnolinguistic aspect, both as mythological characters and as elements of the mythological lexicon. Special attention has been paid to the etymology of these words. PREFACE
This issue of the journal presents interesting and colourful articles which inspire as multicoloured autumn leaves. Several presented research studies cover the field of the media. For instance, R. Vaičiulė discusses the role of social media in the process of individuals’ socialization. Meanwhile, A. Alonderienė and L. Juknevičienė analyse the effect of psychological contract factors on employees’ commitment. T. Sander, B. Sloka and J. Paužuolienė have evaluated the influence of social media on searching for employees. Also, the importance of feedback is described by I. Spiriajevienė and E. Spiriajevas. Interesting insights about Lithuanian cinema are presented by D. Kulakauskienė and A. Bylaitė-Žakaitienė. Other authors, V. Vanagienė and R. Pranckūnienė, have examined the influence of social media on the choice of travel arrangements for local tourism organisers. Yet, this theme interrelates with another topic – tourism. Here again one may find some interesting issues, such as Lithuanian tourism clusters discussed by R. Rukuižienė. Then, there are presented three articles on tourism bringing out the educational aspect. These articles investigate heritage problems as presented by R. Čepaitienė, the aspect of ethnic culture in tourism studied by D. Urbanavičienė, and cultural tourism matters highlighted by V. Ščiglienė. The readers interested in environmental protection have not been forgotten either. A. Serry discusses the prospects of natural gas utilization at sea ports, D. Trukšans raises problems related to implementation of environmental systems, whereas S. Bormane, D. Škiltere and A. Batraga examine sustainability issues in trade. Finally, the last group of scientific articles directly addresses the current problems existing in the regions. I. Pawlas debates regional development problems in Poland, I. Pikturnaitė, J. Jonuševičienė and R. Kavolius present the survey results of Klaipėda Region citizens’ attitude towards corruption. Assessment of changes in population employment is discussed in the article by L. Okunevičiūtė-Neverauskienė and A. Pocius, while M. Karpinska-Karwowska analyses entrepreneurship factors in municipalities. Thus, I wish you to delight in autumn reading
Digitization of public administration in Poland on the example of the employment and social welfare sectors
This article briefly presents the history of digitization of public administration in Poland. Statistical data of GUS and Eurostat (especially from 2012 to 2016) is used, based on which the profile of the Internet user and his/her expectations for the authorities and experience with e-government are described. The author attempts to understand why citizens–internet users (including the unemployed) do not use the Internet. The author points out three IT projects that were implemented in the citizen services sector under the supervision of the Ministry of Labour and Social Policy. However, the first attempts at computerization of the administration were not effective enough and – as it could be expected – they were not cheap either. The situation changed in April of 2016 when the family assistance program “Family 500 Plus” was introduced. It turned out that with 2 million applications submitted, almost 0.5 million were received electronically, 95% of which were sent via the Internet banking system. The author concludes that the simplest way to popularise e-government is to combine Internet banking systems with state administration systems.KEYWORDS: e-government, information systems, ICT in administration
