HUNTER-GATHERERS ON THE LOWLAND: SOME REMARKS ON THE HAMBURGIAN RE-COLONISATION OF NORTHERN EUROPE
The process of the recolonisation of northern Europe after deglaciation is related to groups of hunter-gatherer societies called Hamburgian culture. The process itself, the range of Hamburgian settlement, and the organisation of settlement, as well as mobility strategies, are key issues in Early Late Glacial studies. In this paper, the implications of the wide dispersion of Hamburgian settlements on a hypothetical scenario for colonisation due to territorial organisation will be presented.Key words: Hamburgian culture, re-colonisation, mobility, lithic technology.DOI: http://dx.doi.org/10.15181/ab.v25i0.182
AMBER DISCS WITH CROSS DECORATION
Amber discs with cross decoration are the research subject of this article. The article discusses their proliferation, typology and chronology. Reformacija – religinis ir visuomeninis sąjūdis – padarė didžiulį kultūrinį ir socialinį poveikį Lietuvai bei kitoms Europos šalims, skatino politinės ir visuomeninės minties plėtotę, tapo akstinu valstybių ir visuomenių modernizacijai. Reformacija iškėlė gimtosios kalbos svarbą, paspartino nacionalinių kultūrų ir mokslo raidą. Reformacija nesiribojo religiniu sąjūdžiu ir nesibaigė kartu su juo. Ji tapo drąsių, subrandintų, iš sąstingio išvaduojančių proveržių metafora. SCHOOL MANAGEMENT CHANGE IN THE CONTEXT OF EDUCATIONAL MANAGEMENT PARADIGMS SHIFT
After the collapse of the Soviet Union and restored Independence of Lithuania post-soviet countries faced with inevitable transformations in educational management. The article presents school management changes and overlooks Lithuanian school management development and its tendencies after becoming an independent state in the context of educational management paradigm shift. It also unfolds the changing roles and functions of school principals in the alternations of political ideologies. Scientific literature unfolds exclusive role of school principals in the process of educational management transformation. Kūrybos visuomenės politikos modelio įgyvendinimo diskursas
Aim of research is to make the model of implementation of creative society policy, showing the empirical process of public policy in Lithuania. The main method of research is a long-term (longitudinal) analysis of documents (performed in 2011–2015). Results are the model of implementation of creative society policy (the model shows how this policy can be formed and implemented in a separate country). Moreover, the following directions (determined during the preparation of the state development strategy) of formation of this policy in Lithuania were revealed: active society; solidary society; learning society. Furthermore, the following directions of implementation of this policy (through the state development strategy) in Lithuania were revealed: “quick wins” (commitment of the Government to take 10 important actions every year); systemic implementation of this strategy (through the system of strategic planning documents; as well, it is essential to have the proper institution, with the necessary powers to control the preparation and implementation of strategies in all levels); direct involvement of communities and non-governmental organizations.KEYWORDS: creative society, contemporary society, model, policy, public policy process
SCHOOL PRINCIPAL’S MANAGEMENT COMPETENCES FOR SUCCESSFUL SCHOOL DEVELOPMENT
The authors of this article argue that work in the 21st century is more complex instead of being routine. Solution of education management problems in the Baltic Region is greatly affected by system approach ideas that treat actions as a unified system that consists of mutually related elements with constant interaction of internal and external environment factors. The evolving nature of school environment has placed new demands on educational leaders. Where knowledge of school management, finance, legal issue and state mandates was once the primary focus for the preparation of school leaders, education reform has created an urgent need for a strong emphasis on development of instructional leadership skills to promote good teaching and high level learning. Educational leaders must recognize and assume a shared responsibility not only for students’ intellectual and educational development, but also for their personal, social, emotional and physical development. “Крутак” – локальный инструментально-танцевальный жанр в фольклорной традиции западного Полесья: материалы к изучению
Abstract. The article by Ukrainian ethnomusicologist Victoriya Yarmola (Вiкторiя Ярмола) contains the presentation and preliminary research attempts of rare ethnographic materials, mainly field recordings. She suggested proposals for further studying of one of the local instrumental dance genres from Western Polissya – “krutak”. THE PECULIARITIES AND CRITERIA OF ASSESSMENT OF CITIZEN SERVICE IN KLAIPĖDA AND VILNIUS COUNTIES’ MUNICIPALITIES
The assessment of citizen service quality is an important indicator of the efficiency of public administration institutions. The assessment provides information enabling constant improvement of mechanisms that provide public services and innovative solutions in the areas of public service delivery and organization; it is very important for individuals with specific needs and for development of society. The article presents analysis of peculiarities and criteria of the citizen services’ assessment in Klaipėda and Vilnius counties’ municipalities. The importance and peculiarities of implementation of the citizen service assessment is indicated in the documentation of the Republic of Lithuania on public management development and in the scientific literature on new public management and quality management. According to the regulating documents, all public institutions must annually accomplish an assessment of the citizens’ requests analysis and service quality analysis and later publish these assessment reports on their websites. The empirical research in Klaipėda and Vilnius counties’ municipalities revealed that eight of 15 municipalities do not implement any assessment of citizen service and do not publish their reports. Yet other municipalities most often evaluate the following indicators: admission waiting time; politeness of the officer; duration of time necessary to receive an answer to the question of application; the reason, question or request of application; applicant’s gender and age.KEYWORDS: municipality, citizen service, assessment of citizen service.JEL CODES: D73, H75, H79.DOI: http://dx.doi.org/10.15181/rfds.v26i3.181
