    NUOSTOLIŲ BAIMĖS EFEKTO TEORINĖS INTERPRETACIJOS NEUROEKONOMIKOJE

    Straipsnyje analizuojamos neuroekonomikos teorinės koncepcijos, pagrindiniai aspektai ir nustatytos esminės sąsajos su neurorinkodara. Kita vertus, pagrindinis dėmesys straipsnyje skiriamas nuostolių baimės efekto analizei neuroekonomikos aspektu. Nors mokslininkai diskutuoja apie nuostolių baimės efektą, jo svarbą neuromokslams, tačiau pastebimas tokio pobūdžio tyrimų trūkumas Lietuvoje. Taigi šis straipsnis skiriamas išsamesnėms nuostolių baimės efekto teorinio pobūdžio interpretacijoms neuroekonomikoje. Siekiama, išanalizavus teorinius aspektus, atlikti nuostolių baimės efekto analizę neuroekonomikos aspektu, taikant mokslinės literatūros sisteminimo, lyginamosios analizės ir atvejo (nuostolio baimės efekto) metodus, bei pateikti pagrindines teorines interpretacijas. Atlikus analizę sistemiškai pateikiamos teorinės nuostolių baimės efekto interpretacijos neuroekonomikoje, identifikuotos smegenų sritys, susijusios su iracionalių ekonominių sprendimų priėmimu ir išsiaiškinta, kad neuroekonomika gali paaiškinti nuostolių baimės efekto pasireiškimą.PAGRINDINIAI ŽODŽIAI: neuromokslai, neuroekonomika, neurorinkodara, nuostolių baimės efektas, vartotojų elgsena.JEL KLASIFIKACIJA: D01; D87; D9.DOI: http://dx.doi.org/10.15181/rfds.v25i2.174

    The article deals with the peculiarities of the concept of motivation in word formative, nominative, linguacognitive aspects, as well as a general understanding of motivation in connection with the doctrine of the process of semiosis and the internal form of the word. In particular, the motivation in the derivational aspect is understood as the process of formation of the semantic and formal connection of the derived word with the formative one within the sign code of the language system, in the nominative – the formal and semantic connection between words as signs (expression and content plans), realized in the formation of words; in linguacognitive – the establishment of a semantic and formal dependence between the motivator and the derivative by a nominative unit (a motivated sign) based on the connections of different components of the knowledge structure about what is meant in the ethnic consciousness.KEY WORDS: motivation, motivational meaning, word forming, nominative, linguacognitive aspects, internal form of a word, semioisis.doi:http://dx.doi.org/10.15181/rh.v22i0.162

    The article analyzes the links between the hymnals of Prussian Lithuanians (M. Mažvydas, B. Vilentas, A. F. Šimelpenigis and others) and local German publications until 1750. It is assumed that the Prussian Lithuanians prepared their official hymns by using books relied on indigenous Germans.     THE INTERNET PRESS IN THE POLISH LAW

    The aim of the paper is to define the legal basis of registration of the on-line press with the use of the analytical method. The press in the Polish law is defined as a periodical publication transmitted by print, audio or audio and video, or published on the Internet, or have both printed / audio / video and on-line issues. The registration is mandatory only for daily newspapers and magazines, whether they are traditional or on-line publications. Lack of registration can happen due to the court or due to the publisher, the latter being a petty offence. Registration requirements for the on-line press are constant conflict issues in contemporary Poland as it is the subject of wide interpretation.     ONLINE COMMUNICATION WITH CITIZENS. SHOULD LATVIAN PUBLIC INSTITUTIONS LEARN FROM FOREIGN EXPERIENCE?

    Civic engagement is a core value of democracy that approves legitimacy of democracy itself and decisions made by public institutions. In Latvia, civic engagement rates are decreasing, thus for public institutions it is important to find new ways how to engage citizens in the decision-making process. In the twenty-first century, it means that public institutions should also be present in social media. The objectives of the article are to identify foreign experience how public institutions are using social media for civic engagement and evaluate the reasons for Latvian public institutions to learn from this foreign experience. Accordingly, methods of the research are analysis of scientific publications covering examples about digital democracy, civic engagement and use of social media by public institutions, as well as analysis of data about the Internet and social media usage in Latvia. The study findings suggest that Latvian public institutions are already using social media for one-way communication. Moreover, in Latvia, availability of the Internet and participation rates in social media are above the EU average, thus there is potential to use social media also for two-way communication and foster civic engagement.KEYWORDS: civic engagement, digital democracy, public institutions, social media.JEL CODES: I28, L86, M15, O31.DOI: http://dx.doi.org/10.15181/rfds.v23i1.168

    Nepaisant gausių mokslinių tyrimų apie bendruomenes, jų organizacijas, egzistuoja poreikis ir toliau jas analizuoti, siekiant atsakyti į klausimą, kokią įtaką bendruomenių organizacijos, centrai (toliau – BC), jų veikla daro vietos bendruomenių gyvenimui, nes vien BC buvimas dar nerodo jo sukuriamos pridėtinės vertės. Straipsnyje siekiama ištirti, kokią veiklą vykdo bendruomenių centrai ir kokią įtaką jie daro Lietuvos vietos bendruomenėms. Atliktas kiekybinis tyrimas, apklausiant BC vadovus. Gauti rezultatai atskleidė Lietuvos BC veiklos ir jos pobūdžio sąsajas su vietos bendruomenės kultūriniais, socialiniais poreikiais, vietos tradicijomis, disponuojamais žmogiškaisiais, finansiniais, infrastruktūriniais ir kt. ištekliais.     ANALYSIS OF THE WELFARE SPHERE BRANCHES IN BELARUS: THE LESSONS ARE TO BE LEARNED

    ABSTRACTThe topic of welfare sector development in Belarus nowadays is of huge interest since by means of the welfare development level it is possible to judge the level of the country’s economic system and the quality of public sector services as well. In recent years, especially in times of recession, the welfare sector positions in Belarus have been considerably weakened. This is partly explained by the aspiration to keep the old Soviet designs in the welfare system construction. At the same time, when national and subnational budgets are planned, governments try to hold with great difficulty the budgetary indicators of the welfare sphere at the level of last years. Such attempts, however, lead to the saving of budgetary funds only and they influence the deterioration of the welfare quality. The present paper pursues the aim to show: (i) what tendencies of social budgetary policy can be observed in the time of economic recession, (ii) how consistent was the welfare orientation of the central and local budgets in practice, and (iii) prospect ways for the welfare sector financing and what new financial tools and mechanisms are to be introduced. In the paper, methodology is linked with the suggested approach to evaluate the authority’s fiscal efforts in welfare branches development using the elasticity coefficient in which exists the correlation between expenditure on welfare sphere branches and total budget revenues. By inserting the authority’s financial reports data into the elasticity coefficient there is an opportunity to assess the authority’s fiscal efforts in welfare policy. The main methodology background is based on financial reports of the Ministry of Finance of the Republic of Belarus and on-line databases present in the public finance area. The author considers the Belarusian welfare branches in national and subnational budgets, their structure, dynamics and other important indicators. A comparative analysis of the welfare sector branches with other European countries is submitted. The paper highlights the inconsistent policy of the Belarusian authorities in the sphere of the welfare branches’ funding.     Idiosyncratic Variations within the Metadiscursive Matrix of Modern Public Verbal Interaction

    In order to be distinguished from the conventional verbal interactional context deliberate violations of the metadiscursive matrix are employed: 1) the informal register instead of the formal; 2) gradable adjectives and superlatives violate the expectation of objectivity and accuracy; 3) the self-conscious pragmatic-rhetoric strategies; 4) ample use of vulgarisms and offensive addresses; 5) a diversity of rhetoric means. These idiosyncratic variations function as the strategy of identification with the audience, and the effects achieved are as follows: 1) gaining attention; 2) distinguishing oneself from the context of similar speakers; 3) gaining and demonstrating power; 4) suspense; 5) convincing and persuasion for taking action.KEY WORDS: intertextuality, metadiscursive matrix, emotive-appellative discourse function, violation of metadiscursive expectation, idiosyncratic deviations.doi:http://dx.doi.org/10.15181/rh.v22i0.162

    FACEBOOK GRUPĖS IR TAPATYBĖS RIBŲ BRAIŽYMAS

    The object of this publication is the social network Facebook groups identity. After research, it has been observed that the symbolic groups identity fragmentation represents political and ideological aspects. Socialism and its restoration became the ideological political basis uniting analysed groups members. The group’s members estimate the current Lithuanian political governance system considering the Soviet period ideology, but in the other hand identifying themselves as Lithuanians. It seems that analysed Facebook groups members has experienced identity stagnation and has not changed orientation together with new accepted country’s political ideology. The analysis showed that two “others” categories has emerged: Lithuanian governance, the political elite and compatriots that is not resists Lithuanian policy. In order to highlight the “others” the ruling elite of Lithuania is equated with Jews to split them from the entire nation and anti-resist Lithuanians is equated with lower mental level people. The current liberal democracy and the struggle against it become a grouping factor of analysed group members. A strong group identity maintained in virtual space is not supported in real space. The lack of physical contact between groups members makes it possible to assume that virtual community identity is maintained only in the virtual space.KEY WORDS: identity, virtual space, Facebook groups, group identity.doi:http://dx.doi.org/10.15181/rh.v23i0.179
