    Mokslo ir tikėjimo santykis, arba dialogas, ne visais amžiais buvo sklandus. Būta ir susipriešinimo, tam tikros kaktomušos, netgi didelių nesusipratimų ar nusivylimų. Bet tai jau praeitis. Šių dienų pasaulyje, kada taip pabrėžiama individo teisė į viską, – privatų gyvenimą, asmeninį pasirinkimą, darbą, gyvenimo būdą, religiją – tikėjimo išpažinimas tampa lyg savaime suprantama tolerancijos išraiška. Manytume, kad ateities pasaulis gali turėti viltį dėl ateities tik puoselėdamas tikėjimo vertybes, bent jau jų neignoruodamas, megzdamas dialogą su tuo, kas amžina, nepavaldu laiko tėkmei, materialumo trapumui. Kitaip žmogus savotiškai „apiplėštų“ pats save, gal net ir susinaikintų ar tiesiog tyliai išnyktų. Šviesios atminties šventasis popiežius Jonas Paulius II ypač pabrėžė tikėjimo ir mokslo svarbą. 1998 m. enciklikoje „Fides et Ratio“ teigė: „Šiandien tai dar aiškiau matyti, ypač susimąsčius apie tai, kad viena iš krikščionybės atneštų naujovių buvo visuotinės teisės pažinti tiesą pripažinimas. Griaudama rasines, socialines ir lyties sienas, krikščionybė nuo pat pradžių skelbė visų žmonių lygybę prieš Dievą. Iš to plaukianti pirmoji išvada susijusi su tiesos klausimu. Tiesos paieška ne be elitinio pobūdžio, kas buvo būdinga senovės žmonėms: kadangi kelias į tiesą atveria kelią į Dievą, jo niekam nevalia užginti. Yra daugybė kelių, vedančių į tiesą, kadangi krikščionybės tiesa turi išganomąją galią, galima rinktis bet kurį iš jų, jei tik jis veda į galutinį tikslą, tai yra į Jėzaus Kristaus Apreiškimą“ (Fides et Ratio, nr. 38)

    THE ENGAGEMENT OF THE VISEGRAD 4 IN INTERNATIONAL TRANSFER OF CAPITAL IN THE FORM OF FOREIGN DIRECT INVESTMENT IN THE POST-CRISIS PERIOD

    The paper concentrates on the international transfer of capital in the form of foreign direct investment (FDI). A relatively high level of investment attractiveness of an economy is required for the attraction of capital in the form of FDI. Inflow of capital in the form of FDI is perceived as a factor stimulating economic development of the so-called catching up economies, and the Visegrad 4 countries can be viewed as such economies. The crucial objective of the paper is to present investment attractiveness of the Visegrad 4 countries in the light of the International Bank for Reconstruction and Development / the World Bank reports and EY’s surveys. A parallel objective is to analyse the engagement of the Visegrad 4 countries in international capital transfer in the form of FDI in post-crisis period in order to identify inward and outward FDI flows and stock. The research tools used in the article included literature studies, descriptive analysis and comparative analysis. The undertaken research leads to a conclusion that foreign capital played an important role in the transformation of the V4 economies and their strong integration with the world economy. It contributed to supplementing capital shortages and increasing efficiency. The V4 countries remain net importers of capital in the form of FDI, though the positions of the V4 as investors in the world market have risen slightly over the last decade. It is of vital importance to introduce dynamic and effective actions aiming at promoting the V4 as a location of FDI and to undertake parallel activities directed at stimulating the V4 investment abroad.KEY WORDS: international transfer of capital, foreign direct investment, the Visegrad 4 countries.JEL CODES: F21, F23, F02, O57.DOI: http://dx.doi.org/10.15181/rfds.v26i3.181

    Nuostolių baimės efekto PRITAIKYMO GALIMYBĖS

    Pastebima, kad vis dažniau įvairūs neuromokslų elementai pritaikomi praktikoje vartotojams to nesuprantant. Šiame straipsnyje siekiama atskleisti nuostolių baimės efekto pritaikymo galimybes praktikoje. Straipsnyje, taikant mokslinės literatūros sisteminimo, lyginamosios analizės ir atvejo metodus, identifikuoti teoriniai aspektai ir nustatytos pagrindinės strategijos, siekiant atskleisti nuostolių baimės efekto pritaikymo galimybes. Išsiaiškinta, kad nuostolių baimės efektą galima pritaikyti komercinėje srityje, taikant išbandymo garantijos ir nemokamos bandomosios versijos strategijas. Šios strategijos taikomos, atsižvelgiant į nuostolių baimės efekto pagrindinį principą: asmuo siekia išvengti galimų nuostolių. Pritaikant šią savybę neurorinkodaroje gali būti manipuliuojama vartotojų priimamais sprendimais, skatinant juos įsigyti prekę / paslaugą ar pratęsti jos vartojimą.     The Blue Flag PROGRAMME as PRO-ENVIRONMENTAL BEHAVIOUR INSTRUMENT FOR COASTAL DESTINATIONS: TOWARDS MUNICIPAL coastal governance and communication

    The research focuses on evaluation of the Blue Flag programme implementation in Latvia since the year 1998, when the programme’s operations started. It includes analysis and an overview of both the national and local level impacts and the results of the programme implementation. With regard to national level, approach and experience, the overview focuses on effectiveness and the role of the Blue Flag programme as a supporting instrument for successful implementation of environmental legislation. This programme is also analysed as a communication instrument in promoting environmental policies within 500 km long of coastline areas, which in Latvia are announced the national interest territories aiming at both particular protection and also development, especially, as tourism destinations. On the municipal level, our approach and overview present analysis of the Blue Flag criteria and their implementation experience in different municipalities. Moreover, we study the overall impact of the programme on environmental performance of the municipal sector regarding coastal protection issues. The Blue Flag survey also reviews selected municipal case studies: Liepaja, Ventspils, and Saulkrasti. After reviewing the overall programme’s performance in Latvia, the study concludes with an elaborated set of multi-level suggestions on potential improvements that would strengthen the programme’s further implementation and facilitate better and wider use of its potential not only for particular designated and size limited coastal destinations as the Blue Flag beaches and marinas. The programme’s potential could also be used for voluntary and facilitated coastal governance and coastal communication within the whole municipality and eventually further afield, turning from spreading of coastal information and almost established education towards coastal participation and the whole scale pro-environmental behaviour.Keywords: Blue Flag, coastal management, environmental communication, environmental policy.JEL CODES: Q, Q5, Q56, Q58.DOI: http://dx.doi.org/10.15181/rfds.v23i1.168

    МАСКАРАД СКРЫТЫХ ЖЕЛАНИЙ. ПСИХОАНАЛИЗ «TRAUMNOVELLE» АРТУРА ШНИЦЛЕРА

    The article provides with psychoanalysis of the story titled Traumnovelle (Rhapsody: A Dream Novel, also known as Dream Story), written by Arthur Schnitzler, representative of the Viennese modernist style, that decodes intricate forms of mental life from unconscious instincts, libido. The reader is exposed to the characters’ affection, that of the therapist Fridolin and his wife Albertina, who play each other up with immodest confessions about their erotic affection. The article uncovers the action mode of the story, which is on the verge between dream and reality, consciousness and unconsciousness, peculiarities of feelings exposure through the characters’ imagination, structurally similar to a dream, is reviewed as well. The article examines the motivational structure of Albertina’s behavior, determined by “primary affection”, activity of her psychics, regulated by “satisfaction principle”, and that of Fridolin, based on “reality principle”, where functional activity is coherent with human needs and external reality conditions. The article investigates the motive of a mask as a symbol of transformation, acquisition of anonymity by losing individuality (Fridolin’s participation in a sado-masochistic orgy at villa of secret society) and as an opposition to the husband real-life adventure – Albertina’s dream, revealing frustration and pleasure from a married woman’s revenge for the imposed role of serving her husband.     This article invites for a scientific discussion while discussing the synergy between the process of change and the change management in the system of education and emphasizing that two different factors give larger impact and socioeconomic benefits if they are used together. In this article the concept of the process of change and change management in the educational institutions is analysed. It is noted that in a process of change it is very important to properly plan the changes and to identify the expected results but also it is very important to understand how all above mentioned process will be implemented. Questions to discuss: when the processes of change are implemented properly? Answer: when the changes are managed properly. How to ensure the implementation of the process of change management? Answer: the implementation of the process of change management is held in a field of change management systematically enabling all the processes of change management.
