    LIETUVOS VALSTYBĖS TARNYBOS REFORMA 2004–2018 M. – EUROPEIZACIJOS ASPEKTAS

    Lietuvos narystė ES implikavo pokyčius įvairiose valstybės valdymo srityse, taip pat ir valstybės tarnyboje. Straipsnyje aptariami narystės laikotarpiu vykę arba inicijuoti pokyčiai Lietuvos valstybės tarnybos sistemoje vertinant jų atitiktį bendriems Europos administravimo principams. Daugiausia dėmesio skirta XVII LR Vyriausybės iniciatyvai reformuoti valstybės tarnybos sistemą, kurią per visą narystės laikotarpį galima pavadinti vienu ryžtingiausių žingsnių vykdant reformą. Vis dėlto ne visi Vyriausybės pasiūlymai valstybės tarnybos žmogiškųjų išteklių administravimo klausimu artimi proeuropietiškų administracinių principų ir vertybių institucionalizavimui. XVII LR Vyriausybės iniciatyvomis valstybės tarnybos optimizavimo, darbo užmokesčio ir priėmimo į valstybės tarnybą klausimais siekta depolitizuoti valstybės tarnybą, akcentuojant profesionalizmą, taip atliepiant bendrus Europos viešojo administravimo principus. Tačiau vykdomosios valdžios politinis elitas, nors ir įžvelgė valstybės tarnautojų mokymo efektyvumo trūkumą, nebandė ieškoti galimybių, kaip gerinti mokymo kokybę, o į įstatymo projektą įtraukė pataisas, mažinančias mokymų valstybės tarnyboje prieinamumą ir būtinumą, be to, nepateikė jokių reikšmingų pasiūlymų, kaip tobulinti aukštesniosios valstybės tarnybą.PAGRINDINIAI ŽODŽIAI: europeizacija, Lietuva, reforma, valstybės tarnyba, viešasis administravimas.JEL KLASIFIKACIJA: D730, D850, H830, 0310DOI: http://dx.doi.org/10.15181/rfds.v27i1.186

    ADALBERTAS BEZZENBERGERIS – KURŠININKŲ KALBOS TYRĖJAS IR DOKUMENTUOTOJAS

    In the period of the 18th and 19th century, the interest in the ethno-cultural identity of various ethnic groups had begun to grow in Germany. For more than forty years a famous researcher of Baltic languages, ethnographer and archaeologist prof. Adalbert Bezzenberger focused his activities on the Curonian Spit by devoting his attention to the history and culture of the settlements and the endangered Kursenieku language. His work “Über die Sprache der preußischen Letten” (1888) became the first professional study of the Kursenieku language. Not only does the work contain a description of the Kursenieku language prepared in accordance with the tradition of comparative linguistics of that time, and is based on a large amount of factual materials accumulated by the investigator himself, but it also includes a number of texts and a glossary. Since the Kursenieku language did not have a written form, every documenter, including Bezzenberger, used one’s own system of spelling. This work is important for the reconstruction of the Kursenieku language of that time, as well as for the overall research of the history of the language in general. The article presents the assessment of Bezzenberger’s contribution to documenting the Kursenieku language in the general context of written sources of the Kursenieku language, it also aims at discerning the tendencies of language development reflected in sources of different chronological periods.KEY WORDS: Kursenieku language, written monument, endangered language, language documentation, baltistics.doi:http://dx.doi.org/10.15181/rh.v24i0.190

    This paper discusses recent quantitative research on defence spending in interwar Lithuania, and providesa comparison between the burden of defence spending in Lithuania, Latvia, Estonia, Finland andPoland in 1924, 1938 and 1939, which are the only years with available data on the total expenditure inLithuania. Although contemporary mainstream economic science does not consider the military sectoras unproductive (it ‘produces’ security services), it still sees it as a burden to the economy, becausedefence spending decreases private consumption, along with private and public civil investment. Twoindicators of this burden are discussed: the share of defence spending in total state spending, and theratio of defence spending to gross national income (GNI) or gross domestic product (GDP). In recentresearch on defence spending in interwar Lithuania, only the size and changes in nominal expenditurehave so far been measured, without taking into consideration changes in the purchasing power of thelitas. The main findings of the application of the second indicator include the fact that among the Balticcountries (including Finland), the Latvian economy was most heavily burdened by defence spending in1924–1925.     He was a tutor for the Radvilas (Radziwiłłs) at Biržai, a student at Oxford, headmaster of agymnasium in Leszno, and court preacher in Königsberg and later Berlin. Of all the stages inthe life of Daniel Ernst Jablonski (1660–1741), his contribution, together with Gottfried WilhelmLeibniz, to the establishment in 1700 of the Kurfürstlich Brandenburgische Societät der Wissenschaften,the predecessor of the Prussian Academy of Sciences, is emphasised the most.However, his efforts to achieve ecumenical communication between evangelical churches ofvarious hues were no less significant. The article deals with the development of Jablonski’sviews leading to these efforts as a result of his family history: the experiences of his childhoodand youth. Manifestations of efforts in East Central Europe, especially in the Commonwealthof the Two Nations, are presented through Jablonski’s activities in pursuing ecclesiastical unity,defending the rights of religious minorities, engaging in Hebrew studies, and in the ecclesiasticalcontroversy in Russia.KEY WORDS: Reformation, Bohemian Brethren, Commonwealth of the Two Nations, Brandenburg-Prussia, idea of Protestant unity

    ONLINE TRANSPORTATION PRICE WAR: INDONESIAN STYLE

    Thanks to the brilliant innovation of the expanding online transportation companies, the Indonesian people are able to obtain an affordable means of transportation. This three major ride-sharing companies (Go-Jek, Grab, and Uber) provide services which not only limited to transportation service but also providing services for food delivery, courier service, and even shopping assistance by utilizing gigantic armada of motorbikes and cars which owned by their ‘driver partners’. These companies are competing to gain market share by implementing the same strategy which is offering the lowest price. This paper would discuss the Indonesian online transportation price war by using price comparison analysis between three companies.     TRUMPOSIOS ŠAKNIES INTARPINIŲ IR STA KAMIENO VEIKSMAŽODŽIŲ MORFOLOGINĖ STRUKTŪRA SENUOSIUOSE ŽEMAIČIŲ RAŠTUOSE

    The article focuses on short-rooted infixed and sta stem verbs attested in the works written by Samogitian authors dating back to the 16–19th century. In this article the aforementioned verbs are classified and analysed according to the type of the consonant closing the verbal root which supposedly underpins different models of their constructional alternation. The morphological structure of verbs attested in the old Samogitian scripts exhibit similar alternation models to those found in current Samogitian sub-dialects, however, there are some notable differences as well. The verbs found in old Samogitian scripts are compared to those found in Samogitian sub-dialects in order to determine the localization of alternating forms, their chronological and areal distribution as well as the tendencies and motives for their structural change. Also, an attempt is made to determine the earliest stage and localization of the use of na stem forms attested in the Samogitian written texts in question. KEY WORDS: the dialect of Samogitia, constructional variation, infixed and sta stem verbs, final consonant of the verb root, na stem, morphological structure

    QUANTITATIVE EVALUATION OF AN EMPOWERMENT PROGRAMME FOR COMMUNITY CAREGIVERS TO FACILITATE HIV AND AIDS PATIENTS’ ADHERENCE TO ANTIRETROVIRAL TREATMENT

    This study is based on Intervention Research, where initially a literature study and a needs assessment of community caregivers regarding the content of an empowerment programme for caregivers to facilitate HIV and AIDS patients’ adherence to antiretroviral treatment, were undertaken. From these results an empowerment programme for caregivers was developed. In this article the evaluation of the programme will be reported on by means of quantitative measurement. An experimental design was utilised with both groups comprising of 12 caregivers with a pre-test, post-test and post-post-test.     ARCHAEOLOGICAL DATA AS EVIDENCE OF CULTURAL INTERACTION BETWEEN THE TEUTONIC ORDER AND LOCAL COMMUNITIES: PROBLEMS AND PERSPECTIVES

    The political and economic situation in the southeast Baltic region changed dramatically when two main powers, the Grand Duchy of Lithuania and the Teutonic Order, emerged in the 13th century. These political structures tried to involve local communities in the social organisation of their newly established states. Archaeological material (pottery) is analysed in this article. It could help us understand the processes happening in what is now western Lithuania during the Medieval period. Local and Western pottery is assessed as evidence of contacts between the Crusaders and the local people.
