User Impact of Literacy on Treatment Outcomes Quality Regional Financial Information System
This study aims to determine the effectiveness of the Outcomes of the Quality Regional Financial Information System. The research is an explanatory survey exploration that explains the relationship between some variables. The population of this study is formed by 7 District Municipalities in North Sumatra. The sample comprises 197 respondents; the sampling process is a purposive random one. Variables used include User Literacy, Regional Information System, Role Ambiguity, Training and Local Government Finance Report. Treatment Outcomes Quality systems have a significant effect on the accuracy of Local Government Financial Statement Presentation. Role Ambiguity has no significant effect on the accuracy of Local Government Financial Statement Presentation. Training does not significantly influence the accuracy of Government Financial Statements literacy. The findings of this study provide recommendations for improvement of the performance manager in North Sumatra, which thus supporting the implementation of a good government system.
The Role of Billionaires in the Economic Paradigm of the 21st Century
The purpose of this paper is to analyses the importance of billionaires in the economy of the 21st century. We assume that rich people and organizations existed since civilization exists, but billionaires are a different phenomenon and they appear within a very specific context. This paper analyses the cause of the existence of billionaires and also discusses some consequences of that existence. The methodology of the paper is basically a search of data and information online coupled with reasoning about the topic. We conclude that, quite crucially, billionaires are a distinctive feature of the economy of the 21st century, both by the facts which cause them and the consequences that derive from the billionaires’ existence. Moreover, all those causes and consequences thrive and are related to the knowledge economy. The study is original because even if the top 1% persons have been studied recently, no systematic analysis of causes and effects of billionaires nor the relation with the knowledge economy has been done. The conclusions of the paper matter for politicians, analysts, the billionaires themselves, and all those that live in the knowledge economy. The paper is a limited effort but it defines decisive questions for the world’s future.
Openness and Continuous Collaboration as the Foundation for Entrepreneurial Discovery Process in Finnish Regions
Entrepreneurial discovery process (EDP) is a bottom-up process engaging regional actors from academic, business, government and civil society together to identify new market opportunities and overcome the potential barriers to innovation. While EDP forms the key principle behind the smart specialization policy of European Commission, its operationalization has remained a challenge. We adopted a grounded theory approach to explore the dynamics of EDP through a case study in Finnish regions. Our aim is to identify the key underlying factors of EDP. Based on the semi-structured interviews with 10 Finnish regions during September 2016, we identified openness, engaging, focused networking and continuous collaboration as the key factors underlying EDP. Our findings contribute to the theoretical debate on what constitutes EDP in the context of smart specialization. We also provide examples for policymakers how to implement these factors based on our case study
Knowledge Economy: Characteristics and Dimensions
Over the past several decades, the theme of knowledge economy (KE) has become increasingly important, being seen as a source of economic growth and competitiveness in all economic sectors. As a consequence of this development, the author provides evidence that scholars and commentators have pleaded in favor of using modern resources which enrich knowledge-based-economies, such as investments in IT&C, high-technology industries, and highly skilled workers. These factors are perceived as fundamental factors of KE, as the present research will state. The drivers of KE are indeed technologies with the help of knowledge and the production of information, all these conditioned by dissemination. The hereby article opens with a compare and contrast analysis of the traditional economy versus the knowledge economy. Also, the article defines the KE, focusing on the debate existing on the subject of its key characteristics and components (dimensions) according to international forums, scholars, and practitioners. At the same time, the author provides information on the drivers of KE, by thoroughly reviewing the academic literature in this field. In the end of the research, the focus moves to the four pillars of KE and their means of assessment. The positive economic trends that the KE brings forth are also analyzed, as well as the core elements of KE, also known under the name of the four pillars of KE: economic and institutional development stimuli; educated and skilled workers that can facilitate the creation and dissemination of knowledge; an adequate innovation system able to embrace the globalized knowledge stock, grasp it and adjust it to particular regional/local conditions; up-to-date information infrastructure enabling communication, information delivery and handling of information and knowledge.

Promoting Innovation Ecosystem from Knowledge Supplying Side
Innovation and development paradigm has dominated the world since the 19th century. In the era of industry 4.0, innovation ecosystem has been advocated globally. There are different innovation paradigms in history. Before 1960s, the competitive and monopolized paradigm was dominative, while between the 1970s and 1990s, the cluster and innovation valley paradigm had played a key role. In the 21st century, with the advent of industry 4.0, the innovation ecosystem paradigm is advocated globally. Accordingly, there exist different innovation strategies, in reality, considering different economic and social context. However, no matter if having in mind developed or developing countries, the ecosystem paradigm has high rewards for different companies and society. There is also evidence showing that research and development by top universities and research institutes have high productivity and benefits for enterprises and society nowadays, no matter the development state of the areas considered. The author analyzes by literature review and case study the necessity, feasibility, strategy and approaches of innovation ecosystem from a knowledge supplying side. The strategy and approaches include collaboration between university, industry, agriculture and government, talents education, knowledge diffusion, patent purchasing, technology tailoring, consulting, human resource training and platform construction. Science community also takes the role of standards development and maintaining, high technology forecasting and innovation monitoring. The patent office, start-ups, spin-offs and innovation labs act as the links between science, technology, and application
Cluster Initiative in Fine Chemicals as a Case of Practical Implementation of Triple Helix Collaboration for Regional Economic Growth and Innovation-Driven Development
In this article the authors apply the cluster theory and the Triple Helix model to analyze the situation and challenges of economic and innovation-driven development of Russian regions starting from 2008 using the example of Tomsk region. Referring to the works of the leading researchers, the authors place special emphasis on the theoretical relevant background for the situation of the practical decision making regarding development of the regional cluster policy. The ground for singling out in the concept of innovation and industrial clusters makes it possible to raise a question of the search of proper measures to support innovation clusters by regional government. Also, it allows noticing change of roles of universities and research institutes.Having reviewed the most prominent examples of petrochemical cluster creation in the world and analyzed a cluster initiative in fine chemical industry in Tomsk region, the authors make several suggestions regarding sustainability of cluster initiatives. An analysis of this phenomenon within the frame of Triple helix enables discovering new areas of work with cluster initiatives for researchers and experts. Besides, the authors try to show that a cluster initiative based on the SME’s leading role hastens the changes in regional economic and investment policy and research agenda of universities. On top of that, the article offers to analyze a number of phenomena within the context of the Triple helix, including appearance of keystone people. They are able to «glue together» disparate elements of the ecosystem and become a base for triple helix based initiatives.

This special issue is devoted to the topic of Corporate Social Responsibility (CSR). Due to pressing environmental, social and economic challenges facing the contemporary society, the subject of CSR has become increasingly attention-grabbing for organizations. A growing number of organizations develop their CSR strategies in response to a variety of social, environmental and economic pressures. The goal is to send a signal to different stakeholders. The fundamental problem with CSR practices is that organizations usually do not have a CSR strategy, but rather numerous disparate CSR programs and initiatives. CSR has come a long way from simple acts of charity to Strategic CSR that is now inclusive considering the awareness and concerns for greater social causes.
Dynamic Capabilities of Universities in the Knowledge Economy
The purpose of this paper is to analyze how universities can develop dynamic capabilities based on their strategic resources in order to increase their competitiveness in the knowledge economy. ”Dynamic capabilities” is a concept introduced by Teece, Pisano, and Shuen (1997) to emphasize the managerial capacity of a given organization of using efficiently its strategic resources in transforming opportunities in business success. They reflect the capacity of the organization to sense, seize, adapt to the changing environment. For a university, the most important strategic resources are information, knowledge, and ideas which constitute its intellectual capital. The present paper is analyzing critically these strategic resources of a university and the necessary conditions to develop dynamic capabilities in order to use efficiently these resources in a turbulent economic environment. Universities are in the knowledge economy the most important hubs for knowledge creation and its transfer to the students, as well as to their communities. At the same time, professors contribute to the development of the generic thinking skills of their students to help them for employability in a future with many new jobs and new business activities
Knowledge Dynamics Impact on Intellectual Capital in Organizations
The purpose of this paper is to show the influence of knowledge dynamics processes upon the intellectual capital in organizations. In the literature, the authors focus on knowledge dynamics and knowledge management or intellectual capital but very few papers discuss the influence of knowledge dynamics upon the structure and functionality of intellectual capital in organizations. We use a conceptual approach based on the theory of multifield organizational knowledge and the theory of organizational integrators to demonstrate that intellectual capital structure results from the organizational knowledge dynamics. The well-known model of intellectual capital based on human capital, structural capital and relational capital appears as a meta-model that can be decomposed into rational capital, emotional capital and spiritual capital in organizations
