    Debating terrorism in a political transition: Journalism and democracy in Tunisia

    In March 2015, in the midst of a political transition, Tunisia was rocked by a terrorist attack at the Bardo Museum in downtown Tunis in which 21 people were killed. How did Tunisian journalists manage the tension between a heightened sense of insecurity and the country’s uncertain democratic development? This article analyses journalistic commentary on the causes and implications of terrorism four years into the transition sparked by the Arab uprisings. It provides an empirically nuanced perspective on the role of journalism in political transitions, focusing on journalists as arbitrators in public debate. We argue that influential Tunisian journalists fell back on interpretive schema from the Ben Ali era when they tried to make sense of the Bardo attack, thus facilitating the authoritarian drift of the Tunisian government at the time. They actively contributed to the non-linearity of a political transition, despite enjoying real freedom of speech.acceptedVersionacceptedVersio

    Explaining Violence in Tillabéri: Insurgent Appropriation of Local Grievances?

    The Tillabéri region in Niger has quickly lapsed into a state of violence and come under the control of ‘violent trepreneurs’ – that is, non-state armed actors possessing ome kind of political agenda, which is implemented in tandem with different types of income-generating activities. Violent entrepreneurs rule by force and violence, but they also distribute resources, provide some level of order and offer protection to (at least parts of) the population in the areas they control, or attempt to control. In many local communities in peripheral areas of the Sahel, these violent entrepreneurs have a stronger presence than international community actors and their national allies. This situation is partly the result of spill-over effects from the war in Mali and local herder-farmer conflicts, but the key factors are the ability of jihadi insurgents to appropriate local grievances and the failure of the state to resist this.publishedVersio

    In this policy note, we explore the nature, strength and tensions of the contemporary US-Central Eastern Europe relationship. We describe the expanding US-CEE ‘brotherhood in arms’: growing trade relations, intensified military cooperation, and rekindled diplomatic ties. Further, we unpack the striking and largely ignored dimensions of the US-CEE ‘brotherhood in faith’: the many ways in which the United States and Central and Eastern Europe are tied together by overlapping ideologies of national conservatism and a particular version of Christian ‘family values’. This involves addressing the complexities of an increasingly influential and ambitious Visegrád Group, whose key players – Poland and Hungary – may be brothers, but are by no means twins.     WIN-WIN! with ODA-man: legitimizing development assistance policy in Japan

    Official development assistance (ODA) constitutes one of Japan’s most important foreign policy instruments as it builds Japan’s global network and supports allies in the Southeast Asian region and beyond. In the context of a rising China and an increasingly severe fiscal and demographic situation at home, the Ministry of Foreign Affairs (MOFA) promulgated a domestic-oriented legitimation campaign featuring a popular anime character rebranded as ‘ODA-man’ to increase public understanding of and support for Japan’s ODA. Drawing on interpretivist analysis of performances at a development cooperation promotion festival, anime videos on the MOFA YouTube channel and interviews and examining the use of rhetorical strategies, this article provides an in-depth study of the promotion of one of the central instruments in Japan’s foreign policy repertoire. Though he comes off as goofy and benign, ODA-man’s messages are serious ones that reproduce dominant economic and security narratives about Japan and the world. Analysis points to both innovation and path dependency in Japan’s foreign policy repertoire; while ODA-man may be new the story he is telling, and the way that he is performing it, is very much familiar. The article further illuminates important trends in the public legitimation of foreign policy in Japan.publishedVersio

    Lao PDR: How to Attract More Investment in Small-Scale Renewable Energy?

    Lao PDR adopted the Renewable Energy Development Strategy in 2011 and set a target of 30% small-scale renewables in the energy mix by 2025. The country relies heavily on large hydropower in electricity production and is an attractive investment destination for hydropower. At the same time, Lao PDR has also significant small-scale hydro and solar power potential. We propose five actions that can improve the investment climate in Lao PDR for small-scale hydropower, solar and wind energy: establish an autonomous government agency for renewables; join IRENA and build capacity for renewable energy governance; adopt a feed-in tariff and build a robust regulatory framework; develop a roadmap for small-scale renewable energy; facilitate market entry for investors.This policy brief is a product of the ASEAN Climate Change and Energy Project (ACCEPT) ACCEPT is funded by the Norwegian Government under the Norwegian-ASEAN Regional Integration Programme (NARIP) and is jointly implemented by the ASEAN Centre for Energy (ACE) and the Norwegian Institute of International Affairs (NUPI).publishedVersio

    This publication is funded under the EU-repo/grantAgreement/EC/H2020/693337/EU/Good intentions, mixed results – A conflict sensitive unpacking of the EU comprehensive approach to conflict and crisis mechanisms/EUNPACK/Since the entry into force of the Lisbon Treaty in 2009, the European Union (EU) has spent considerable time and energy on defining and refining its comprehensive approach to external conflicts. The knock-on effects of new and protracted crises, from the war in Ukraine to the multi-faceted armed conflicts in the Sahel and the wider Middle East, have made the improvement of external crisis-response capacities a top priority. But has the EU has managed to plug the capability–expectations gap, and develop an effective, comprehensive and conflict sensitive crisis-response capability?
