    The Process of Economic Integration in Europe : Consequences for EFTA Countries and Firms

    This paper discusses the impact of the completion of the EC internal market on the competitive position of EFTA firms (and, hence, also on economic growth in EFTA countries). The discussion falls in three parts. First, the process of European economic integration in the last decades - as reflected in the composition of EC imports - is examined. Then follows a discussion of the likely effects of the internal market, and to what extent these should be expected to deviate much from what can be observed from European economic integration in the past. Finally, the special problems and opportunities of EFTA firms - as firms from small countries with small domestic markets - are considered. The conclusion is that EFTA firms are in a good position to exploit the possibilities offered by the current deregulation efforts and opening up of markets implied by the EC internal market plans.publishedVersio

    East-West Economic Relations : A Historical View

    The recent political events in eastern Europe have set stage for a strengthening of east-west relations but, so far, progress on the economic front has not been very impressive. This lack of economic dynamism may have historical roots. For the last 40 years the east European economies have been shaped to fulfil socialist needs, particularly those in the Soviet Union. Hence, a return to the pre-war patterns of east-west trade is not for tomorrow. This note tries to outline the changes in east-west economic relations from the Treaty of Versailles to the Gorbachev era. First it looks into the economic impact of the "cold war"; then it examines the changes between 1950 and 1980; and, finally, considers the prospects open by the new political environment.publishedVersio

    - Le terrorisme comme forme de communication: Des groupes marginaux recourent de manière spectaculaire à la force, pour obtenir de la part des médias la plus grande couverture possible. Il s'agit de faire passer un message ou de mettre à l'ordre du jour politique une cause bien déterminée. Cette fonction communicative est manifeste dans la plupart des actes de terrorisme: on reconnait certains de ceux-ci à ce que, simultanément, ils font et ils disent quelgue chose. Non exprimée par le langage oral, cette communication diffuse rend très délicate toute analyse définitive. - Les problemes d'interprétation: Selon les destinataires des messages délivrés avec violence, l'interprétation varie. Actes et langage terroristes s'adressent à des niveaux différentes. Les signes des uns interfèrent avec les signes des autres. - La violence comme message politique: Si la violence est évidente, le message politique qu'elle contient ne l'est pas nécessairement. * Parfois la violence use de la métaphore, mais som message est alors moins clair * Indépendamment de l'intention qu'elle recèle, la rhétorique de la violence contient ses propres développements et leur interprétation peut éloigner de la compréhension du message premier. - Terroriste et journaliste: Tous deux veulent attirer l'attention sur un événement dramatique et ne peuvent fonctionner que dans une réciprocité "objective", cela pose toute la question des rapports entre médias et violence politique.publishedVersio

    The Changing European Environment : Political Trends and Prospects

    The paper analyses prospective changes in the European political order. It looks back from four alternative scenarios of 1999: Europe of the Balance of Power; Europe of Two Alliances; Europe of Regions; Community Europe. Following that sketch of alternavtive long-term futures the paper explores the short term perspective in terms of eight major trends. The long term futures and the short term trends are linked by a suggested typology of potential contingencies which could strain the carrying capacity of the security order in Europe.     This article examines the changing political climate in Eastern Europe as the basis for changes in the conditions of East-West trade. The authors argue that gas trade is set to rise in general, because the security of supply issue recedes into the background while gas from the USSR becomes a very goodchoice in counter-trade or joint ventures. The environmental factor will play an increasing role in favour of gas use, and the energy policy of the European Community will become more important in both Eastern and Western Europe.publishedVersio
