Rescaling renewable energy communities in Portugal: Expert imaginaries of business-as-usual, the empowered citizen and the smart network
In the midst of the climate crisis, growing demands for an acceleration of Europe’s transition to renewable energy have led to the institutionalization and “upscaling” of disparate and local practices of community energy. This chapter examines how new laws for “Renewable Energy Communities” (RECs) have so far been constructed and construed by an array of different technical experts who are key intermediaries for the diffusion of this legal innovation in the Portuguese energy sector. We enquire into how this new object has or has not been envisioned as a desirable and realistic response to the challenges of energy transition and climate change, and how it has been shaped by different imaginaries, discourses and social representations. In particular, we examine the spatial and temporal dimensions of these imaginaries and how expert actors anchor their visions in relation to “the common good.” By focusing on the spatial, temporal and moral dimensions of different expert representations of RECs, we aim to foreground the contingency of legal innovation and the critical moments where the polysemy of RECs and the plurality of scalar possibilities are opened up or closed down.info:eu-repo/semantics/publishedVersio
HR analytics in the commercial airline sector in Portugal: A mixed method/ case study analysis
HR Analytics (HRA), a growing field within Human Resource Management, uses AI,
social sciences, and statistics to analyze company data and facilitate decision-making.
Despite its prominence, HRA faces skepticism about its effectiveness. HRA progresses
through the descriptive, predictive, prescriptive and autonomous phases. Most HR
departments remain in the descriptive phase due to several challenges, including a lack
of specialized knowledge and high IT costs. However, successful enterprise applications
of HRA enable data-driven decisions and predictions, such as employee churn. This study
employs a mixed methods case study approach to determine the effectiveness of HRA in
the commercial air transport sector in Portugal. Qualitative semi-structured interviews
identify the main challenges in people management, while quantitative analysis uses
multiple linear regression on data from a questionnaire to 369 professionals from
Portuguese airlines to explore the factors that influence turnover intentions. Key findings
include the devaluation of HR at airlines, misalignment between business and HR
strategies, and high turnover intentions among ground staff, exacerbated by the pandemic.
The study confirms that career satisfaction, leadership, work-life balance, and pay
significantly affect turnover intentions. This study contributes by validating a new scale
of job satisfaction for the Portuguese air transport sector, highlighting the value of mixed
methodologies and providing practical recommendations for HR policies.HR Analytics (HRA), um campo em crescimento dentro da Gestão de Recursos
Humanos, utiliza IA, ciências sociais e estatística para analisar dados da empresa e
facilitar a tomada de decisão. Apesar da sua proeminência, a HRA enfrenta ceticismo
quanto à sua eficácia. A HRA progride através das fases descritiva, preditiva, prescritiva
e autónoma. A maioria dos departamentos de RH permanece na fase descritiva devido a
vários desafios, incluindo falta de conhecimento especializado e altos custos de TI. No
entanto, aplicações empresariais bem-sucedidas de HRA, permitem decisões baseadas em
dados e previsões, como o employee churn. Este estudo emprega uma abordagem de
métodos mista num case study, para determinar a eficácia da HRA no setor do transporte
aéreo comercial em Portugal. Entrevistas semiestruturadas qualitativas identificam os
principais desafios na gestão de pessoas, enquanto a análise quantitativa utiliza regressão
linear múltipla em dados de um questionário a 369 profissionais de companhias aéreas
portuguesas para explorar os fatores que influenciam as intenções de saída. As principais
conclusões incluem a desvalorização dos RH nas companhias aéreas, o desalinhamento
entre estratégias de negócios e de RH, e altas intenções de saída entre pessoal de terra,
exacerbadas pela pandemia. O estudo confirma que a satisfação com a carreira, liderança,
equilíbrio entre vida pessoal e profissional e remuneração afetam significativamente as
intenções de saída. Este estudo contribui validando uma nova escala de satisfação laboral
para o setor do transporte aéreo português, destacando o valor das metodologias mistas e
fornecendo recomendações práticas para políticas de RH
Unsupervised angularly consistent 4D light field segmentation using hyperpixels and a graph neural network
Image segmentation is an essential initial stage in several computer vision applications. However, unsupervised image segmentation is still a challenging task in some cases such as when objects with a similar visual appearance overlap. Unlike 2D images, 4D Light Fields (LFs) convey both spatial and angular scene information facilitating depth/disparity estimation, which can be further used to guide the segmentation. Existing 4D LF segmentation methods that target object level (i.e., mid-level and high-level) segmentation are typically semi-supervised or supervised with ground truth labels and mostly support only densely sampled 4D LFs. This paper proposes a novel unsupervised mid-level 4D LF Segmentation method using Graph Neural Networks (LFSGNN), which segments all LF views consistently. To achieve that, the 4D LF is represented as a hypergraph, whose hypernodes are obtained based on hyperpixel over-segmentation. Then, a graph neural network is used to extract deep features from the LF and assign segmentation labels to all hypernodes. Afterwards, the network parameters are updated iteratively to achieve better object separation using backpropagation. The proposed segmentation method supports both densely and sparsely sampled 4D LFs. Experimental results on synthetic and real 4D LF datasets show that the proposed method outperforms benchmark methods both in terms of segmentation spatial accuracy and angular consistency.info:eu-repo/semantics/publishedVersio
A questão da transdisciplinaridade em Portugal: Análise de discursos, sentidos e implicações
A área científica de estudos urbanos tem vindo a ser crescentemente associada à transdisciplinaridade.
A aparente singularidade desta ideia encobre uma distinção crucial: duas abordagens têm orientado o seu desenvolvimento: uma teórica baseada na teoria da complexidade; e outra, metodológica, que propõe novos métodos de co-produção aptos a responder aos desafios da sociedade do conhecimento. Em Portugal, esta distinção não tem orientado a produção de conhecimento transdisciplinar. Justifica-se a necessidade de reconstituir a genealogia da transdisciplinaridade e estudar a sua tradução na prática científica em Portugal. Esta investigação tem dois objectivos centrais: posicionar os discursos sobre transdisciplinaridade nas principais abordagens reconhecidas e caracterizar as formas de transdisciplinaridade mais associadas aos estudos urbanos em Portugal. A metodologia qualitativa de análise temática e de conteúdo inquire três tipos de discurso académico – institucional, científico e individual - e revelou diferentes implicações na tradução da transdisciplinaridade enquanto prática científica. A investigação identificou uma associação significativa entre transdisciplinaridade e as ciências sociais e humanas, não apenas em Portugal, como também no discurso europeu. Os resultados indicam que a abordagem metodológica dominante nos estudos urbanos se mostra problemática na sua relação com as ciências sociais e humanas e embora se saliente a importância da inclusão destas ciências, a transdisciplinaridade resultante tende à sua secundarização e à redução do seu potencial crítico. Esta investigação aponta direcções para futuras investigações e recomenda maior monitorização da adopção de abordagens transdisciplinares, salientando a oportunidade de fomentar nos estudos urbanos uma
comunidade de resgate do potencial heurístico da transdisciplinaridade.The scientific field of urban studies has increasingly been associated with transdisciplinarity. The apparent singularity of this idea conceals a crucial distinction: two approaches have guided its development: a theoretical one based on complexity theory, and a methodological one proposing new co-production methods to address the challenges of the knowledge society. In Portugal, this distinction has not guided transdisciplinary knowledge production. There is a justified need to reconstruct the genealogy of transdisciplinarity and study its translation into scientific practice in Portugal. This research is guided by two central objectives: to position discourses on transdisciplinarity within the main
recognised approaches and to characterise the forms of transdisciplinarity most associated with urban studies in Portugal. The qualitative methodology of thematic and content analysis orients an inquiry into three types of academic discourse - institutional, scientific, and individual - and revealed different implications in translating transdisciplinarity into scientific practice. The research identified a significant association between transdisciplinarity and the social sciences and humanities, not only in Portugal but also in European discourse. The results indicate that the dominant methodological approach in urban studies proves problematic in its relationship with the social sciences and humanities. Although the importance of including these sciences is emphasised, the resulting transdisciplinarity tends to marginalise them and reduce their critical potential. This research points to directions for future investigations and recommends greater monitoring of the adoption of transdisciplinary approaches, highlighting the opportunity to foster a community within urban studies dedicated to reclaiming the heuristic potential of transdisciplinarity
The effect of government spending on the debt-to-GDP ratio in the medium term
Using the dynamic model proposed by Leão and Leão (2024), this paper argues that, in an economy situated below full employment, an increase in government spending may reduce the debt-to-GDP ratio in the medium term. The reason is the following one. Through the so-called “paradox of investment”, a fiscal stimulus triggers a multi-year process of mutually fed increases in the rate of utilization of productive capacity and in private investment. Specifically, a fiscal stimulus increases output and utilization, and this leads firms to raise investment. But this increase in investment generates less productive capacity than demand and, therefore, provokes a paradoxical and further rise in utilization. This in turn leads to even more investment, and so on—the result being a sustained path of output growth. This will in turn have an impact on public finances. After having deteriorated initially as a result of the fiscal stimulus, the budget balance and the path of public debt will start to improve, and this, coupled with the sustained output growth, may end up reducing the debt-to-GDP ratio in the medium term. Generative artificial intelligence and the reshaping of future education: Capability characteristics and application trends
This study is based on the characteristics of the current era of artificial intelligence and the status quo
of school education development. This thesis introduces the latest development of Generative
Artificial Intelligence technology, analyzing the connotation, technical content and main characteristics
of Generative Artificial Intelligence technology. This thesis analyzes the core competence and typical
educational application of Generative Artificial Intelligence represented by the large-scale language
model developed in China, and reveals the application of GenAI in the field of text generation, language
understanding and so on.
The research also emphasizes that the deep application of Generative Artificial Intelligence in
education will promote the transformation of educational relations, the intelligent upgrading of
educational environment, the innovation of educational resource allocation, the reshaping of
intelligent teaching methods, and thus promote the reshaping of human education and learning
paradigms.
The main measures and paths of education reform in the intelligent era aim to provide guidance
for the successful practice of education reform and contribute to the steady development of school
education under the trend of artificial intelligence.Este estudo é baseado nas características da era atual da inteligência artificial e no status quo do
desenvolvimento da educação escolar. Esta tese apresenta o mais recente desenvolvimento da
tecnologia de Inteligência Artificial Generativa, analisando a conotação, o conteúdo técnico e as
principais características da tecnologia de Inteligência Artificial Generativa. Esta tese analisa a
competência central e a aplicação educacional típica da Inteligência Artificial Generativa representada
pelo modelo de linguagem em larga escala desenvolvido na China e revela a aplicação da GenAI no
campo da geração de texto, compreensão da linguagem e assim por diante.
A pesquisa também enfatiza que a aplicação profunda da Inteligência Artificial Generativa na
educação promoverá a transformação das relações educacionais, a atualização inteligente do
ambiente educacional, a inovação da alocação de recursos educacionais, a reformulação de métodos
de ensino inteligentes e, assim, promoverá a reformulação dos paradigmas de educação e
aprendizagem humana.
As principais medidas e caminhos da reforma educacional na era inteligente visam fornecer
orientação para a prática bem-sucedida da reforma educacional e contribuir para o desenvolvimento
constante da educação escolar sob a tendência da inteligência artificial
The effects of socioeconomic factors on perceptions of corruption in Portugal
This dissertation examines how different socioeconomic factors contribute to either increase or
decrease the perceptions of corruption across the Portuguese society. This work studies how
Portuguese citizens conceive corruption and the interactions and differences between corruption
perceptions and corruption experience.
The analysis of general perceptions of corruption and perceptions regarding public sector
employees allows to understand that Portuguese citizens perceive a high level of corruption
across their day-to-day environments. These high perceptions are not driven by corruption
experience and can be a consequence of a general feeling of distrust, non-reflected answers,
lack of understanding of percentages and numbers, and a broader perceived definition of
corruption when compared to the legal one.
From the one thousand and twenty individual interviews done by previous projects funded
by two Portuguese foundations, the answers are collected and studied through the test of
econometric models. These econometric models test the explanation power of the
socioeconomic factors and their effects on corruption perceptions (general and public sector
only) and corruption experience (direct and indirect experience).
Through the models’ analysis is possible to conclude that women, people who are in worse
economic situations, people who use traditional media (like newspapers) more often and people
who look more frequently for political news on social media platforms, tend to have higher
perceptions of corruption. Highly educated individuals and people who voted for bigger
political parties (either PS or PSD) tend to perceive less corruption across society. These
conclusions are specific to the time period of the questionnaires.Esta dissertação examina como diferentes fatores socioeconómicos contribuem para aumentar
ou diminuir as perceções de corrupção na sociedade portuguesa. Este trabalho estuda como os
portugueses concebem corrupção e as interações e diferenças entre perceção de corrupção e
experiência de corrupção.
A análise das perceções de corrupção gerais e das perceções referentes a funcionários
públicos permitem entender que os cidadãos portugueses percecionam altos níveis de corrupção
nos ambientes que os rodeiam no dia-a-dia. Estas elevadas perceções não são fruto de
experiência de corrupção e podem ser uma consequência de um sentimento de desconfiança
geral, respostas não refletidas, falta de compreensão de percentagens e números e uma definição
de corrupção percecionada mais abrangente que a definição legal.
Das mil e vinte entrevistas individuais previamente realizadas por projetos financiados por
duas fundações portuguesas, as respostas foram recolhidas e estudadas através do teste de
modelos econométricos. Estes modelos econométricos testam o poder explicativo dos fatores
socioeconómicos e dos seus efeitos nas perceções de corrupção (gerais e só setor público) e
experiência de corrupção ( experiência direta e indireta).
Através da análise dos modelos é possível concluir que mulheres, pessoas em situações
económicas piores, pessoas que usam meios de comunicação social tradicionais ( jornal) mais
frequentemente e pessoas que procuram com maior frequência notícias políticas nas redes
sociais, tendem a percecionar maiores níveis de corrupção. Indivíduos com mais escolaridade
e pessoas que votaram nos maiores partidos políticos (PS e PSD) percecionam níveis mais
baixos de corrupção na sociedade. Estas conclusões correspondem ao período temporal em que
decorreram os questionários
Obstetric violence against women in the Portuguese context: A qualitative in-depth approach
Evidence suggests that women worldwide experience mistreatment during institutional childbirth. This qualitative study aimed to explore obstetric violence in Portugal, specifically, its related factors and perceived impact. The inductive thematic analysis of 19 semi-structured interviews with women living in Portugal (22–41 years old), who identified themselves as victims, revealed six central themes: (1) obstetric violence, (2) the impact of obstetric violence, (3) victims’ awareness, (4) coping strategies, and (5) explanatory factors. This study adds relevant evidence on what (experiences), why (explanatory factors), and how (processes and coping strategies) obstetric violence might occur, as well as its psychological, interpersonal, and physical impacts.info:eu-repo/semantics/acceptedVersio
O sistema prisional português à luz das regras de Nelson Mandela
As Regras de Nelson Mandela estabelecem normas mínimas para um tratamento digno e humanizado
dos reclusos, mas a sua aplicação no sistema prisional português permanece incerta. Embora Portugal
seja signatário de diversas convenções internacionais de direitos humanos, a sua implementação
prática nas prisões revela-se insuficiente ou muito aquém do necessário.
Esta investigação pretende analisar até que ponto estas normas são cumpridas e se os
estabelecimentos prisionais portugueses garantem dignidade, reintegração social e respeito pelos
direitos humanos dos reclusos. Partindo da hipótese de que a aplicação das Regras de Mandela é
parcial ou deficitária, este estudo procurará identificar os desafios estruturais, políticos e institucionais
que dificultam a sua concretização.
Atualmente, segundo a Direção-Geral de Reinserção e Serviços Prisionais (DGRSP), existem
cerca de 12.200 pessoas privadas de liberdade em Portugal, enfrentando forte estigma social, o que
compromete a sua reintegração. Cabe ao Estado preparar os reclusos para o regresso à liberdade,
garantindo-lhes suporte e condições adequadas para a reinserção social.
Desde o século XVIII, a pena de prisão evoluiu para um modelo mais humanizado, procurando
dotar os reclusos de competências para facilitar a sua reinserção na sociedade. Criadas em 1955 e
reformuladas em 2015, as Regras de Nelson Mandela são diretrizes da ONU, ligadas à Convenção
Europeia dos Direitos do Homem (CEDH), cuja aplicação pode ser fiscalizada pelo Tribunal Europeu dos
Direitos do Homem (TEDH), mediante pressão internacional ou vontade política.The Nelson Mandela Rules establish minimum standards for the humane and dignified treatment of
prisoners, yet their implementation in the Portuguese prison system remains uncertain. Although
Portugal is a signatory to various international human rights conventions, their practical enforcement
in prisons is insufficient or falls far short of what is necessary.
This study aims to critically examine the extent to which these standards are upheld and
whether Portuguese prisons ensure dignity, social reintegration, and respect for prisoners' human
rights. Based on the hypothesis that the implementation of the Nelson Mandela Rules is partial or
deficient, this research seeks to identify the structural, political, and institutional challenges that
hinder their effective enforcement.
Currently, according to the General Directorate for Reintegration and Prison Services (DGRSP),
there are approximately 12,500 individuals deprived of liberty in Portugal, facing strong social stigma,
which hampers their reintegration. It is the State’s responsibility to prepare prisoners for their return
to freedom, ensuring they have the necessary support and conditions for reintegration.
Since the 18th century, prison sentences have evolved into a more humanized model, aiming
to equip inmates with skills that facilitate their reintegration into society. Created in 1955 and revised
in 2015, the Nelson Mandela Rules are UN guidelines, linked to the European Convention on Human
Rights (ECHR), whose enforcement may be monitored by the European Court of Human Rights (ECHR),

Transição digital e educação inclusiva: Políticas de educação no período pós-pandemia
Esta dissertação aborda a interseção entre a transição digital e inclusão, no setor educativo,
focando-se em como estas duas vertentes se têm conciliado num período pós-pandemia. O
estudo é motivado pela crescente e contínua aceleração da digitalização, em resposta à crise
global causada pela pandemia COVID-19 e pela necessidade emergente de garantir que o
processo seja inclusivo e acessível a todos os indivíduos. A análise encontra-se dividida em
dois planos principais, sendo que o primeiro providencia uma contextualização histórica e o
segundo foca-se nas principais políticas e iniciativas adotadas para assegurar uma educação
digital inclusiva, sendo que, no decorrer do estudo, são apresentados dados empíricos e
exemplos concretos que ilustram os avanços e os desafios enfrentados nesta agenda. Os
resultados indicam que embora a pandemia COVID-19 tenha servido como catalisador para
a implementação de novas tecnologias em larga escala, os mesmos indicam algumas
desigualdades digitais. No entanto, tanto a nível nacional, como europeu, têm sido
implementados diversos programas de apoio e iniciativas que procuram mitigar esses efeitos,
promovendo a inclusão digital e a colaboração como componentes essenciais desta transição.
Em suma, as conclusões deste estudo sublinham que, para se atingir o ecossistema
tecnológico e para efetuar uma transição digital verdadeiramente inclusiva, deve-se
reconhecer a importância de um compromisso contínuo com a criação e melhoria de políticas
públicas que abordem as necessidades emergentes, em termos individuais e coletivos,
incluindo o acesso a infraestrutura tecnológica, o desenvolvimento das competências digitais
e a promoção de uma cultura digital inclusiva.This dissertation addresses the intersection between the digital transition and inclusion in the
education sector, focusing on how these two strands have been reconciled in a post-pandemic
period. The study is motivated by the growing and continuous acceleration of digitalization in
response to the global crisis caused by the COVID-19 pandemic and the emerging need to
ensure that the process is inclusive and accessible to all individuals. The analysis is divided
into two main planes, the first of which provides a historical contextualization and the second
focuses on the main policies and initiatives adopted to ensure inclusive digital education, with
empirical data and concrete examples presented throughout the study that illustrate the
advances and challenges faced in this agenda. The results show that although the COVID-19
pandemic has served as a catalyst for the large-scale implementation of new technologies,
they indicate some digital inequalities. However, at both national and European level, various
support programs and initiatives have been implemented that seek to mitigate these effects,
promoting digital inclusion and collaboration as essential components of this transition. In
short, the conclusions of this study underline that in order to achieve the technological
ecosystem and to make a truly inclusive digital transition, the importance of an ongoing
commitment to creating and improving public policies that address emerging needs, in
individual and collective terms, including access to technological infrastructure, the
development of digital skills and the promotion of an inclusive digital culture, must be
recognized
