    A seguito dell’inizio della crisi sanitaria globale, che ha evidenziato l’incapacità di molte città nel rispondere alle molteplici e concomitanti emergenze, è maturata la consapevolezza di quanto fosse necessario ragionare non solo su come fronteggiare il virus, ma anche su come il sovra-utilizzo e il conseguente adattamento dell’ecosistema ai bisogni antropici stessero acuendo i rischi globali che riconoscono nell’urbanizzazione dei territori una tra le principali cause di alterazione ambientale. Al contempo, città ben pianificate spazialmente si sono dimostrate più resilienti evidenziando quanto proprio le città possano rappresentare il principale campo di applicazione di strategie per la transizione ambientale per attivare co-benefici per salute e clima. Il contributo presenta gli esiti di una ricerca su alcune ipotesi di riconfigurazione degli spazi urbani di prossimità, finalizzate alla mitigazione e all’adattamento agli effetti dei cambiamenti climatici, considerando condizioni multiple di sostenibilità individuate da tre ambiti di intervento e dalle loro interrelazioni più efficaci per la decarbonizzazione: energie rinnovabili, accessibilità e mobilità sostenibile, servizi ecosistemici

    La libertà sindacale, costituzionalmente garantita, per un’eterogenesi dei fini arriva a incentivare pratiche nocive per il mercato del lavoro determinando la proliferazione di CCNL che, nella diversificazione delle condizioni economiche e normative previste, possono condurre a situazioni di concorrenza tra imprese o alla compressione dei diritti dei lavoratori. Occorre perciò distinguere tra ciò che è connaturato all’ordinamento intersindacale e che, fisiologicamente, si pone come pluralismo contrattuale e ciò che si presenta come deriva patologica di tale pluralismo. La ricerca si propone di esaminare il fenomeno della concorrenza contrattuale nel settore Terziario effettuando una comparazione empirica tra alcuni dei Contratti Collettivi Nazionali del Lavoro più diffusi nel settore, al fine di valutare i differenziali concreti dei trattamenti economico-normativi previsti dai singoli CCNL esaminati.Trade union freedom, which is constitutionally guaranteed, paradoxically leads to encouraging practices that are harmful to the labor market, resulting in the proliferation of collective bargaining agreements (CCNLs) which, due to the diversity of economic and regulatory conditions they establish, can lead to competitive situations among companies or the suppression of workers' rights. It is therefore necessary to distinguish between what is inherent in the inter-union system and which, physiologically, is presented as contractual pluralism, and what appears as a pathological deviation of such pluralism. The research aims to examine the phenomenon of contractual competition in the tertiary sector by making an empirical comparison between some of the most widespread National Collective Labor Agreements in the sector, in order to assess the concrete differences in the economic and regulatory treatments provided for by the individual CCNLs examined

    Music Criticism Reconsidered: Bias, Expertise, and the Language of Sound

    Despite its growing prominence on social and media platforms, scholarly engagement with music criticism today remains unexpectedly limited, especially when compared to the extensive attention devoted to visual and literary criticism. This article seeks to revitalize the discourse by confronting the biases that have long undermined the credibility of music critics in the eyes of both musicians and the public. Inspired by the myth of King Midas—punished by Apollo for his “misguided” musical judgment—the discussion investigates the persistent critiques leveled at music critics, such as accusations of arbitrariness, inadequacy, and irrelevance. Central to this analysis are key questions: how can critics establish authority when their judgments are often shaped by prevailing cultural trends, what expertise distinguishes them from the average listener, and how do they articulate music’s ephemeral essence in words? To address these questions, the article examines the critic’s role through the lenses of journalism, musicology, and criticism itself, highlighting the tension between objectivity and subjectivity and identifying the distinctive skills necessary for effective critique

    Multi-scale Laplacian community detection in heterogeneous networks

    Heterogeneous and complex networks represent intertwined interactions between real-world elements or agents. Determining the multiscale mesoscopic organization of clusters and intertwined structures is still a fundamental and open problem of complex network theory. By taking advantage of the recent Laplacian renormalization group (LRG), we scrutinize information diffusion pathways throughout networks to shed further light on this issue. Based on internode communicability, our definition provides a clear-cut framework for resolving the multiscale mesh of structures in complex networks, disentangling their intrinsic arboreal architecture. As it does not consider any topological null-model assumption, the LRG naturally permits the introduction of scale-dependent optimal partitions. Moreover, we demonstrate the existence of a particular class of nodes, called metastable nodes, that switch regions to which they belong at different scales, likely playing a pivotal role in cross-regional communication and, therefore, in managing macroscopic effects of the whole network

    Accounting for the ‘causes’ of the revenues and expenditures of the State: the first budget law of the Kingdom of Italy

    This article examines the accounting logic of the first State budget law of the Kingdom of Italy, approved in November 1861 shortly after the country’s unification. The analysis reveals that the legal provisions dedicated to accounting themes, while limited in number, contain elements of great significance. Namely, these provisions indicate that the budget was nominally based on a cash logic, yet contained early traces of an accrual logic. Particularly significant are the provisions that defined revenues and expenses as the causes of financial inflows and outflows, and those that distinguished these flows based on the degree of recurrence – permanent or transitory – of their underlying cause. Drawing on Pellegrino Capaldo’s theory on the appropriate accrual principle applicable to the State budget, the analysis suggests that the 1861 budget law of the Kingdom of Italy foresaw a possible route that accrual budgeting and accounting could take in central government – one that was not taken, but which may be interesting to reconsider

    Multi-pulse Fourier codes for bit transmission at the quantum limit

    Bit-transmission can be enhanced by the use of quantum detection techniques, realizing a joint-detection receiver (JDR) that is able to decode transmitted signals via a collective operation and achieve the Holevo channel capacity. Explicit JDR designs proposed so far employ the Hadamard or Fourier transform to perform a phase-to-intensity translation of the information encoding, effectively falling in the class of on-off-keying (OOK) modulation techniques; they improve over classical decoders but fall short of the Holevo capacity, particularly at large signal mean photon number n ≳ 1 . Here we introduce new families of decoders based on multi-pulse and multi-level codes. We compute the rate of these codes exactly, and provide a comprehensive study of their performance. We show that multi-pulse codes can approach the rate of OOK closely, providing a simplified design for quantum-enhanced communication in the photon-starved regime; furthermore, multi-level codes can approach generalized-OOK strategies with multiple pulse types, thus they can be employed in the larger photon-number regime

    Multimodality at destination: A focus on domestic tourism

    Transport externalities can strongly affect the attractiveness of tourist destinations. Tourists' multimodality at destination, reducing private motorised mobility, improves sustainability and city appeal. The paper explores tourists' intention to utilise multiple modes of transport via a survey of more than 1900 potential tourists in Italy. It reports ordered probit model results, indicating that transport mode towards destination, information, and tourists' age are crucial. The beneficiaries of the results this paper produces are: 1) public decision-makers who can exploit this information when defining transport service characteristics (e.g., efficiency and comfort); 2) tour operators who can fruitfully use these results when including transport services in their products, along with accommodation and catering; 3) tourism managers who can stimulate multimodality by targeting specific initiatives to different population groups
