    By letter orders of the War Department, AGO, 25 November 1943 the undersigned was ordered to report to the Commanding General, European Theater of Operations. The purpose of the trip was threefold: 1st, to bring to the attention of authorities in the United Kingdom the results of the experiments on obstacles conducted by The Engineer Board and Engineer School at Ft., Pierce, Florida; 2d, to learn what had been done in England, especially versus underwater obstacles, so as to integrate that work with developments in the United States; 3d, to determine from the commanders in the European theater just what aspect of the realistic problem of passing obstacles in landing operations was of the gravest concern; i.e. what does the field commander need most from development agencies concerned with that subject in the United States?
