    Harmonisation of product notification to Poisons Centres in EU Member States.

    Item does not contain fulltextINTRODUCTION: In the European Union (EU), notification of product information by industry to poisons centres and/or competent authorities is a legal obligation for mixtures classified as hazardous. However, EU legislation does not specify the precise information needed for this product notification. As a consequence, varying requirements have been developed in different EU Member States. The European Commission (EC) carried out an assessment of whether harmonisation of product notification can be achieved. This manuscript provides an overview of the most important (discussion) points to reach harmonisation. COMPOSITION AND CONCENTRATION OF INGREDIENTS: Discussions have focused mainly on whether non-classified ingredients should be notified only above a concentration threshold and on the use of defined, narrow concentration ranges instead of exact concentrations for hazardous ingredients. ELECTRONIC DATA EXCHANGE FORMAT: All stakeholders agree to the development of an electronic data exchange format for product notification and identify the eXtensible Markup Language (XML) as the most appropriate format. EUROPEAN PRODUCT DATABASE: Instead of multiple notifications to national databases, the EC will analyse the benefits, feasibility and costs of a European product database to provide a centralised portal for companies to upload their product information. Poisons centres and competent authorities need to have access to this information. UNIQUE PRODUCT IDENTIFIER: A Unique Product Identifier (UPI) on the product label can unambiguously identify the product and its formula and links it to the corresponding notified product information. A procedure for the creation of a UPI by companies has already been proposed. PRODUCT CATEGORY SYSTEM: There is broad support for the development of a hierarchical product category system to facilitate statistical analyses and comparability of poisoning incidents in EU Member States. OUTLOOK: Following a 3-year assessment period, the EC concluded that harmonisation of product notification is an achievable goal. In order to draft an Annex to the CLP Regulation concerning this topic, a new working group with representatives of EU Member States, European Association of Poisons Centres and Clinical Toxicologists (EAPCCT) and other stakeholders will attempt to find consensus on harmonisation of product notification.01 februari 201

    Dissertação (mestrado) - Universidade Federal de Santa Catarina, Centro de Comunicação e Expressão, Programa de Pós-Graduação em Literatura, Florianópolis, 2015.É a partir do abandono dos deuses em Cartas a Posêidon (2012), do escritor Cees Nooteboom, que a presente dissertação busca refletir sobre a criação de uma imagem poética do estatuto do homem nos dias atuais, cujo enfoque reside nas inúmeras descontinuidades e rupturas presentes no texto de escritor neerlandês. Através da Carta sobre o humanismo, de Martin Heidegger, e Regras para o parque humano, de Peter Sloterdijk, o trabalho propõe uma breve discussão sobre a epístola enquanto ferramenta humanista e, no caso de Nooteboom, a sua inabilidade em fazer amigos, resultado da disrupção do dialogismo pelo insistente silêncio divino. Utilizando-se do conceito de Stimmung e os estudos de Leo Spitzer e Hans Gumbrecht sobre o tema, a dissertação procura observar a criação de determinadas atmosferas ao longo do texto, cuja essência nega o significado original do termo Stimmung enquanto harmonia. Por intermédio do pensamento de Jean-Luc Nancy acerca do mito e a sua base atual como negação de sua fundação original, o trabalho busca pensar a inoperância da carta como espaço de proliferação da narrativa. Valendo-se de A Comunidade Inconfessável, de Maurice Blanchot, a formação da comunidade tem como base a sua própria ausência em um movimento contínuo aqui proposto como (des)solução. Por fim, através da contribuição de Susan Sontag em ?Estética do silêncio?, a dissertação propõe uma comparação dos fragmentos de Nooteboom com a pintura neerlandesa do século XVII, o Stilleven, e a sua natureza silente e imóvel que em Nooteboom culminam em tremor, ruído.Abstract : It is from the abandonment of the gods in Letters to Poseidon (2012), of the writer Cees Nooteboom, that this study tries to reflect on the creation of a poetic image of the status of man nowadays whose focus lies in the many discontinuities and breaks in the text the Dutch author. By Letter on Humanism, from Martin Heidegger, and Rules for the human zoo, by Peter Sloterdijk, the work proposes a brief discussion of the epistle as humanistic tool and, in the case of Nooteboom, its inability to make friends as a result of disruption of dialogism by the insistent divine silence. Using the concept of Stimmung and studies of Leo Spitzer and Hans Gumbrecht on the subject, the dissertation tries to observe the creation of specific atmospheres throughout the text, whose essence denies the original meaning of the term Stimmung as harmony. Through the thought of Jean-Luc Nancy about the myth and its current base as denial of its original foundation, the work aims to rethink the ineffectiveness of communication as the narrative space proliferation and the formation of a community, drawing on The Unavowable Community, from Maurice Blanchot, whose base lies in its very absence, in continuous motion proposed here as (dis)solution. Finally, through the contribution of Susan Sontag in "Aesthetics of Silence", the study proposes a comparison of Nooteboom fragments with the Dutch painting of the seventeenth century, Stilleven, and its silent and motionless nature that in Nooteboom culminates into tremor, noise

    Behavioural Economics: Classical and Modern

    In this paper, the origins and development of behavioural economics, beginning with the pioneering works of Herbert Simon (1953) and Ward Edwards (1954), is traced, described and (critically) discussed, in some detail. Two kinds of behavioural economics – classical and modern – are attributed, respectively, to the two pioneers. The mathematical foundations of classical behavioural economics is identified, largely, to be in the theory of computation and computational complexity; the corresponding mathematical basis for modern behavioural economics is, on the other hand, claimed to be a notion of subjective probability (at least at its origins in the works of Ward Edwards). The economic theories of behavior, challenging various aspects of 'orthodox' theory, were decisively influenced by these two mathematical underpinnings of the two theoriesClassical Behavioural Economics, Modern Behavioural Economics, Subjective Probability, Model of Computation, Computational Complexity.     Asian Eden : large herbivore ecology in India

    The study of large mammalian herbivore ecology has a strong allometric tradition. The majority of studies that have helped better understand how body mass affects large herbivore ecology in the tropics, from a biological, functional, and ecological perspective, are from Africa. India’s large herbivore assemblage—the richest outside of Africa and with a body mass range similar to Africa’s—is a poorly understood assemblage that has never been studied from the perspective of body mass theory. The goal of this study was to bridge this gap. I tested hypotheses of large herbivore biology and ecology in India based on body mass theory across different spatial, temporal and organizational scales. Data collection and analyses included: a 20 month field study the provided data of forage availability, the seasonal variation in diet, habitat preference and overlap, the timing of parturition, and the life history traits of different body mass large herbivore species in South India; a year long treatment based exclosure field experiment that provided a better understanding of the seasonal variation in graminoid biomass and quality in South India; a country level analysis of the distribution of the large herbivore assemblage with respect to environmental covariates; and a modelling approach to determine the impact of body mass on reproductive biology. Results showed that body mass based principles offered explanations for some, but not all, of what I observed and predicted. This study for the first time proposes that the impact of body mass might explain why some smaller herbivore species show seasonality in annual parturition while some large herbivores species do not. Also, as predicted and similar to Africa, large herbivore species richness in India is highest in areas with high soil nutrients and intermediate moisture levels. Beyond this study, important questions that still remain are “Which environmental and ecological conditions shaped species richness in Africa to be four times higher than what is found in India?” As India remains the last stronghold—Asia’s Eden—for most of Asia’s large herbivores, there is a need for further studies of the biology and ecology of large herbivore species in India. <br/

    The Roles of recognition processes and look-ahead search in time-constrained expert problem solving: Evidence from grandmaster level chess.

    Chess has long served as an important standard task environment for research on human memory and problem-solving abilities and processes. In this paper, we report evidence on the relative importance of recognition processes and planning (look-ahead) processes in very high level expert performance in chess. The data show that the rated skill of a top-level grandmaster is only slightly lower when he is playing simultaneously against a half dozen grandmaster opponents than under tournament conditions that allow much more time for each move. As simultaneous play allows little time for look-ahead processes, the data indicate that recognition, based on superior chess knowledge, plays a much larger part in high-level skill in this task than does planning by looking ahead
