The Cooperation and Verification Mechanism. The End of the “Exceptionalism”
This chapter aims to provide an overview of the Cooperation and Verification Mechanism (CVM) which was specifically provided for Bulgaria and Romania at the moment of accession, because the two countries did not fully satisfy the Copenhagen criteria. It explains why this tool is considered “exceptional” and why it has proven to be ineffective. At the beginning of the chapter, it provides the context of the accession of Bulgaria and Romania and how the EU Institutions were forced to frame the CVM. Afterwards it analyses pitfalls and shortcomings of the CVM as well as criticisms made by academic scholars; hence, through a comparative analysis, the application of the CVM Romania and Bulgaria is addressed in turn. The conclusive remarks, taking into account the CVM repeal in 2023, argue that its functioning has become informally and then formally part of a new rule of law oversight tools; in addition, it is recommended to carefully assess the compliance with the European Union values of the new candidates States

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

La rilevanza della monografia di Martinico potrebbe essere sintetizzata nelle dizioni di elastica ma solida, densa ma non concentrata, flessibile e dinamica e soprattutto condita da uno stile espositivo che rende il lavoro scorrevole e mai problematico anche per gli studiosi che non si occupano attivamente dei temi ivi contenuti. D’altronde lo scopo dell’Autore, sicuramente, è non di poco conto: leggere, mediante lo scorrere delle parole della Corte Suprema canadese, le più importanti esperienze e sfide del costituzionalismo odierno, bilanciando il metodo diacronico e sincronico con grande abilità stilistica e soprattutto nell’organizzazione del volume..

Il local government nell’Africa Subsahariana tra costituzionalismo e Traditional law
African law remains overlooked by academic scholarships for several reasons: african/customary law is often uncodified, and it is often hard to conciliate with constitutionalism and its principles. Colonial settlers often ruled indirectly over most of African communities through the “indirect rule” which was eventually challenged by various authoritarian regimes after the independence. Only after the end of the Cold War traditional law and traditional authorities re-emerged, fostered by decentralisation, since their role is relevant at the local level. This essay aims at exploring the interconnection between decentralisation and traditional law in many African countries, stating that their role is essential for fostering development at the local level as well as that decentralisation brought them back into the light
