Sistema de gestión y control de documentos
El Capítulo 1 del presente trabajo aborda algunos acuerdos y programas que permitirán establecer las bases para conformar la HERRAMIENTA, así como la importancia de las Tecnologías de la Información y los conceptos básicos sobre archivos y sus características principales, y así, poder entrar al tema de la Digitalización, sus beneficios e importancia. Además, se incluyen algunos de los Modelos de Arquitectura Empresarial y de Metadatos que robustecerán a la presente. En lo que respecta al Capítulo 2, se señalan las necesidades en cuanto a la funcionalidad en general, así como los módulos principales (Control de Gestión, Gestión de Archivo). Por otra parte, aborda lo que se considera necesario para su implementación, configuración y los aspectos técnicos que la harán funcional tales como, el software y hardware mínimo a considerar. El Capítulo 3, indica los requerimientos no funcionales como la disponibilidad del servicio, el nivel de certificación del Prestador del servicio, así como acreditar su experiencia en el ramo, la documentación propia del aplicativo que genere la visión real de varios aspectos técnicos de trascendencia; por otra parte, se describen las características que debe cumplir tanto el soporte técnico, así como el soporte al usuario final. Con respecto al Capítulo 4, se exponen las condiciones y la operación para la digitalización del acervo de la DGTIC, el Modelo base con la metodología y los entregables necesarios, la inclusión de los Metadatos como parte fundamental del aplicativo y el Control de calidad a implementarse en la digitalización.Propuesta de intervenció
Desarrollo de colecciones en el siglo XXI
El presente documento tiene por objeto plantear algunas reflexiones sobre el apoyo que puede brindar la analítica computacional para el desarrollo de colecciones. Si se revisan las tendencias es abrumadora la cantidad de información que se está generando y el bibliotecario es consciente de que está en una carrera que de antemano ya perdió, porque nunca podrá adquirir todo lo que se publica. Es absurdo llegar a aseverar que en un solo espacio se puede almacenar y poner a disposición de los usuarios todas las publicaciones generadas incluso en una sola área temática. Lo máximo a que se puede aspirar es a contar con redes que comparten recursos de información
Archives as a preponderant factor in an open government ecosystem in today’s Mexico
Objective: Evidence of the importance of archives in an open government ecosystem, which supports monitoring citizens’ informational demands.
Method: A documentary analysis and an on-site visit were used to determine the state of the art and the current context, in order to find the elements that allow. A theoretical framework will be developed in a first stage that would allude to the Open Government and its respective components and the way it runs in Mexico. As a second paragraph, the prevailing factors will be predominantly in a democratic ecosystem. A third segment considers the current situation of archival in Mexico today. A fourth section will set out the situation in which the State of Quintana Roo is immersed in an open government environment and finally the significance of the archives in the Open Government will be addressed.
Results: The importance, value and transcendence of the archive was identified in an open government ecosystem that has developed in the State of Quintana Roo, which has promoted joint programs and actions between the State General Archive and the Institute for Access to the Information and Protection of Personal Data of Quintana Roo, to validate the right of access to information.
Conclusions: The archives are the basis of open government in such a way that, through these, the actions that the rulers undertake and that commonly affect or benefit the community can be evidenced. The information embedded in the documents, in addition to being the original source, serves as a basis for undertaking collective actions that provide solutions from the citizen to the citizen based on the principle of maximum publicity, transparency and economy in democratic processes
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases.
