Betydningen av organisatoriske og regulatoriske faktorer for håndtering av målkonflikter. Et casestudie av et oppdrettsfirma.
I oppdrettsnæringen er skaderisikoen for ansatte så høy at den tilsvarer det andre bransjer omtaler som høyrisiko. Næringen er ung, og dette beskrives som en av årsakene til at prestasjonene for sikkerhet ikke er på nivå med andre høyrisikobransjer. Andre årsaker som trekkes frem er media og samfunnets forventninger til dyrevelferd og null rømming.
Selv om det stilles forventninger til næringen som helhet, er det ansatte i skarp ende som er den endelige beslutningstakeren. De arbeider under røffe og dynamiske forhold som er sårbare for vær og vind. Når de må ta beslutninger, må disse tas på vegne av seg selv, fisken, virksomheten og hele næringen i sin helhet. Dette fører til at ansatte i skarp ende blir utsatt for målkonflikter, der de ofte må gjøre prioriteringer.
Funn fra intervjuer gjort i caseselskap viser at ansattes arbeidsbetingelser og forståelse av sikkerhet er særlig innflytelsesrikt på beslutningstaking i skarp ende. Dette fordi de blir påvirket av mange organisatoriske faktorer. Herunder kan bemanning, teknologisk utstyr, implementering av styringssystem og kommunikasjon nevnes. I tillegg ble det avdekket at caseselskapets styringsfilosofi har stor påvirkning på beslutningstakingen. Dette fordi styringsfilosofien påvirker flere organisatoriske faktorer. Her kan implementeringen av styringssystem, insentivstrukturer, arbeidsbetingelser, væremåte og kompetanse nevnes. Dette viser til at caseselskapet, gjennom sine organisatoriske faktorer, kan påvirke håndteringen av målkonflikter i skarp ende.
Styringsrammene myndighetene har lagt for oppdrettsnæringen, er at de selv skal regulere sin egen risiko for personell. Dette er i kontrast til regulering av fisk og materiell som blir overvåket på mer detaljnivå. Funn fra tidligere forskning og intervjuer med ansatte fra caseselskap, viser at konsekvensen er ujevn vekting av reguleringer, der reguleringer med hensyn på produksjon får mest fokus. I tillegg kom det frem at Mattilsynet og Fiskeridirektoratet er de mest synlige tilsynene i næringen, mens Arbeidstilsynet er mindre involvert. Dette viser at produksjon er et gjennomgående fokus i hele næringen, fra myndighetsnivå til endelig beslutningstaker i skarp ende.
Tidligere forskning og intervjuer viser at ansatte i skarp ende ofte har ansvaret for å vurdere sikkerheten og ta beslutninger. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Aquaculture is a young industry, which is one of the reasons why safety performance is not at the same level as other high-risk industries. Other causes that are highlighted, are media and society´s expectations of good animal welfare and fish escape avoidance.
Expectations are set for the whole industry, but the final decision-maker is the sharp end employee. They work under rough and dynamic conditions that are vulnerable to weather changes. When they make decisions, this is done on behalf of themselves, the fish, the business and the industry. This leads to employees facing conflicting goals, where they often need to prioritize.
Findings from interviews within the case company indicate that employees’ working conditions and their understanding of safety particularly affect decision-making at the sharp end. This is because these factors are influenced by many other organizational factors. This includes staffing, technological equipment, implementation of management system and communication. In addition, interviews revealed that the management philosophy has a great influence on decision-making in the sharp end. The management philosophy influences several organizational factors, including the implementation of management system, incentive structures, working conditions, behaviour and competence of the staff. This indicates that the case company, through its organizational factors, can influence the handling of goal conflicts.
The regulatory framework set by the authorities for the aquaculture industry, regarding personnel safety, is based on internal control. This means that the industry itself must regulate the risk for the employees. The regulation of fish and material differs from this, where the industry is monitored on a more detailed level. Findings from previous research and interviews indicate that this could lead to an uneven weight of regulations. The regulations regarding production receive most focus. In addition, interviews revelaed that the Norwegian Food Safety Authority and the Directorate of Fisheries are the most visible inspection authorities, while the Norwegian Labour Inspection Authority is less involved. This also indicates that production is a continuous focus throughout the industry, from authority level to the final decision maker at the sharp end.
Results show that employees in the sharp end often are responsible for considering the safety and make decisions. If neither the company’s organizational factors nor the regulations of the authorities facilitate the safety of sharp end personnel, this could make it difficult for them to prioritize safety in goal conflicts
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
