However, this continuing withdrawal is causing many problems. Because of this situation, the state is now turning to a greater reliance on surface water to meet its water needs. This shift is the beginning of the "management era" where the emphasis is on effective use of existing surface water facilities. Texas has studied and implemented various techniques which increase the efficiency of the reservoir. However, buffer zone operation has been overlooked as a strategy to increase the yield of reservoirs. This report analyzes the state's water problems and presently used strategies, yet focuses on the use, benefits and effectiveness of a buffer zone operation
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Application of Indicators of Hydrologic Alteration to Ecological Hydrology in Trinity and Brazos River Basins
As the demand for water resources has been increasing all around the world, intense water appropriation has led to alterations of flow regimes over time. Changes in environmental flows have impaired beneficial functions of ecosystems. Thus, the protection of environmental instream flows to maintain healthy ecosystems has become more and more critical. The Texas Commission on Environmental Quality (TCEQ) has established environmental flow standards through a process established by the Texas Legislature in its 2007 Senate Bill 3 (SB3). The SB3 has expedited the process of developing methodologies and tools to analyze and quantify alterations in environmental flows. Furthermore, with the experts��� participation, the establishment of SB3 has helped lawmakers to improve regulations, laws, and water management practices.
This thesis applies the Indicators of Hydrologic Alteration (IHA) software and the TCEQ Water Availability Modeling (WAM) System allied with Hydrologic Engineering Center Data Storage System (HEC-DSS) to analyze and quantify flow conditions at 13 gaging stations in the Trinity River Basin and 20 gaging stations in the Brazos River Basins. The thesis focuses on three types of flows: observed flow, WAM naturalized flow, and WAM simulated regulated flow. The thesis explores long-term alterations in different types of flow characteristics in research areas, develops meaningful frequency metrics, and evaluates capabilities of different methodologies. The results reveal the differences and similarities of alterations in long-term flow characteristics in Trinity and Brazos River Basins. In addition, this thesis proves that the application of IHA is meaningful. Also, the use of the WAM System is fundamental in this thesis
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. A Year in the Works: A Record of Engineering and Management Experience at Freese and Nichols, Inc.
This manuscript presents the author's experience as a fulltime graduate engineer at Freese and Nichols, Inc. (FNI), a professional engineering an servicebased consulting firm, as a Record of Study (ROS) for the Doctor of Engineering (DE) degree at Texas A&M University. Through the course of the internship, the author was to familiarize himself with FNI organizational procedures and fulfill established internship objectives concerning technical, managerial, strategic, and societal achievement. In meeting the above requirements, the author describes the history and key aspects of the FNI business, discusses established managerial procedures at FNI, presents direct work experience on projects during the DE internship period, and presents outcomes towards the internship objectives. FNI has a storied history, and the FNI business model centers around its ability to sell its employees time on projects; it requires technical expertise and client relationships that facilitate selection for the work. FNI's organizational structure and managerial procedures are designed to emphasize the company's differentiated strategy towards high quality customer service. The author worked on several projects throughout the internship; however, the primary role was via the Highlands Bond Program, which involved the design of multiple water resources structures. Through the awareness of the FNI business concept and these projects, the key outcomes of the DE internship were noted, as numbered below. 1) The author fulfilled all internship objectives. 2) As a function of the projects, technical/engineering skills were applied and learned, and a greater appreciation for the interconnectedness of technical disciplines was developed. 3) The author concluded that the Assistant Project Manager (APM) role, of which the author served while on the internship, offers significant managerial and strategic benefits to FNI, and that the role can facilitate faster individual growth and greater project ownership. 4) Strategically, all projects are important in a business, even if they are less technically advanced. 5) Recommendations that could potentially improve the engineering programs at Texas A&M include a) providing greater emphasis on developing the soft skills of engineering, and b) potentially adding dam management/design and pipeline/pump station design to the water resources portions of the Texas A&M Curriculum. 6) The author noted that FNI is a well-managed company, and that his observations during the DE internship reinforced this statement
Integration of stream and watershed data for hydrologic modeling
This thesis presents the development of a hydrologic model in the vector environment. Establishing spatial relationship between flow elements is the key for flow routing techniques. Such a relationship is called hydrologic topology, making each flow element know which other elements are upstream and which are downstream. Based on the hydrologic topology established for the flow elements, tools were developed for flow network navigation, drainage area estimation, flow length calculation and drainage divide determination. To apply the tools, data required might be obtained from different sources, which may lead to certain problems that have to do with wrong flow direction of stream lines and, mismatches in location of stream lines with respect to the corresponding drainage area polygons. Procedures to detect such inconsistencies and to correct them have been developed and are presented here. Data inconsistencies correction and parameter computation methods form the basis for the development of a routing model, which would be referred as hydrologic model. The hydrologic model consists of an overland flow routing module, two options for channel routing and a reservoir routing module. Two case studies have been presented to show the application of the tools developed
Institutional Aspects of Assessing Surface Water Availability
Water resources of river and reservoir systems are shared by many people for diverse, sometimes complimentary but often competing purposes. Effective water management requires a thorough understanding of water availability assessed from a reliability or frequency perspective. The great variability inherent in river system hydrology and the complexities of managing constructed facilities are important considerations in assessing capabilities for meeting water needs.
