El uso del software HistCite para identificar artículos significativos en búsquedas por materias en la Web of Science
HistCiteTM is a large-scale computer tool for mapping science. Its power of visualization combines
the production of historiographs on the basis of the analysis of co-citations of documents, with the
use of bibliometrics specific indicators. The objective of this article is, to present the advantages of
the new bibliometrics configuration of HistCiteTM (2004) when identifying articles to analyze the
histograms that produces HistCiteTM, in terms of cumulative advantage and aging of the citations
to do a comparative study of the results of HistCiteTM, in its indicators of amplitude and recognition.

Capturing public knowledge and awareness from data models and policies to build research links between EU and US ocean research
Capturing the complexities of the common research challenges both the EU and US face is a goal of public policies when using as a framework the global risks posed by marine litter, particularly plastics. To turn the theory of industry 5.0 into practice, the full participation of all actors concerned with the use of ocean space could be useful to design research links between the initiatives launched by the European Commission and the American Federal Government. The chapter indicates that while a common data model is defined by the US Federal Agency specialized in dealing with the marine environment, the European focus is on interoperability between State Members. The research raises awareness on the marine plastic problem by recognizing that ocean literacy is critical to educate the public. Moreover, an examination concerning the discovery of these data (where this kind of marine litter data can be found), their access (confidentiality, intellectual propriety rights), and use (by the public sector, fisheries sector) are also offered in this study.Peer reviewe
Evolution of the Legal Status of Oceanographic Data Management in Europe
This chapter provides an overview of ocean data legislation in the context of EU maritime policy. Its analyses give an insight into the implementation of the regulations, directives, decisions, and recommendations that address the European Union's approach to the management of its ocean resources. Methods adopted by European legislators to foster collaboration and innovation and harness ocean data to inform policymakers and other stakeholders are discussed. It provides an overview of how the EU has adapted its legal framework to the changing landscape of data management in ocean research and resource management. This insight is given within the specific geographical context of the European Atlantic and Mediterranean regions, allowing readers to understand how these legal responses to the data revolution impact their seas. This chapter could be a valuable resource for those interested in the particular interplay between regulations, data, and the changing landscape of fisheries management in the European Union.Peer reviewe
Clinical Diagnosis and Cancer Probe: A History of Unity and Mass Migration
Paper presented at the 8th International Conference ESHS (European Society for the History of Science) 2018 scheduled for 14–17 September in London.In 1964 the mobility of Spanish biochemists from Europe to the United States resulted in a simple method to estimate the molecular weight of proteins (SDS-Page). Five years before, the idea that modifications of DNA-histones binding stopped RNA synthesis came at the hand of Vincent G. Allfrey in 1959. The discovery showed crucial and its interaction with the notable Spanish research program in US provided a new direction for the design of cancer diagnostic probes. In 1985, Manuel Perucho unified this view with the relevance of the polymerase that synthesizes DNA and RNA, in a method to detect single point mutations in oncogenic genes. It is ex-pected to expose here the history of this useful approach who sought to use histone modifications in cancer clinical practice.Peer reviewe
A Profile of Professor Akira Tsugita (1928‒2007)
This study searches to explore the contribution of Japanese scientist Akira Tsugita to the research in molecular biology and his determination to develop a career in Europe. In the mid twentieth century, together with Fraenkel-Conrat, and in line with Sangerʼs experiment on insulin, Tsugita determined the number of nucleotides per amino acid in the tobacco mosaic virus DNA, noting three amino acid differences. A triplet code was assumed. As a consequence, in 1961 Tsugita began his unusual Japanese‒European liaison with his attendance to the Fifth International Congress of Biochemistry in Moscow. By 1966, he defined the mechanism of frameshift mutations and the structure of the T4 phage genome working at Streisingerʼs laboratory in Cold Spring Harbor. This provided him with the opportunity of leaving for Cambridge, England, where he discussed the structure of T4 phage acridine dye mutants with Sydney Brenner. Tsugita moved to Europe, as a visiting Lecturer on leave of absence from the Osaka University at the University of Basel (1972‒78) at first, and then as part of the staff of the European Molecular Biology Laboratory in Heidelberg (1978‒1985), to establish and promote standards in DNA sequencing.N
The Sources of Quality in the Pharmaceutical Industry
This paper analyzes the sources of quality of a pharmaceutical product. After identifying eight quality dimensions, a framework of hypothetical sources that contribute the most to shape those dimensions is established. The framework, based on Garvin’s pioneering work, is applied to case studies of laboratories operating in Argentina. Framework relevance is considered using correlation analysis. Laboratories are ranked through expert opinion by the quality of its products using the eight dimensions mentioned above; it is observed that there is no perfect parallelism in ranking along all dimensions, possibly revealing different managerial priorities and uses of resources among laboratories, as well as different sources of quality and different business strategies. Correlation analysis also suggests that the study of a pharmaceutical product is a complex task when a modern concept of quality is considered. Once the existence of different quality dimensions is accepted, the following two questions are investigated: (1) Are there specific sources of quality that support some dimensions (and not others) and that are based on identifiable organizational aspects or specific technologies? (2) What are the generic sources of quality (affecting all dimensions) and in what way do they contribute to improve performance or highlight quality dimensions? It is assumed as a starting point that among the sources of quality there are generic sources, affecting all dimensions, and specific sources, which affect only some dimensions. In concrete cases, specific quality sources are identified, although the search for specific quality sources for each dimension is not conclusive. The study of generic quality sources, however, suggests that corporate systems, corporate culture, and management policies contribute to incorporate quality in a product. Thus quality results from the interaction between generic and specific sources. Antigüedad y modernidad en el Ariel de José Enrique Rodó
The following paper seeks to reflect around the tension between what included and what’s excluded from de idea of the Latin American in Ariel of José Enrique Rodó, taking as the main axis the references to the antiquity and it’s relation with the present of the author: the modernity, or it’s seek. There are, mainly, two ways in which this takes materiality, first there’s an highly valuable antiquity for his present, it’s humanistic and its legacy and importance are, to his present, still fundamental and inspiring; and there´s another antiquity that’s shown as feeble, almost dead; away from the harmony and the ideal; and that many times is presented as the example of the negative conducts and practices, this are the “oriental” cultures. In this way, the following writing looks to reflect on why this standings, as well as trying to figure out the relevance that de ancient has to the modern.El siguiente trabajo busca reflexionar en torno a la tensión entre lo que se incluye y se excluye de lo latinoamericano en el Ariel de José Enrique Rodó, tomando como eje central las referencias a la antigüedad y su relación con el presente del uruguayo: la modernidad, o su búsqueda. En ese ámbito existen, principalmente, dos variantes, una antigüedad altamente valorable para el presente, que es humanista y cuyo legado e importancia son hasta su actualidad fundamentales e inspiradores, y que es usualmente la grecolatina; y otra antigüedad que es caduca, alejada del ideal y de la armonía, que muchas veces es presentada como ejemplo de las conductas y prácticas negativas, como serían las culturas “orientales”. Aproximación a los principios éticos de liberación del sujeto latinoamericano en el pensamiento de Enrique Dussel
With this dissertation we intend to reflect on the ethical principles that underlie the practice of liberation of Latin American subject in the context of philosophical thought of Enrique Dussel. To this end, they consider, first, biographical aspects of the author in question and the importance of his work, as well as the origins and development of ethicalthought in the philosophical tradition that serves as a generational context. Then, relations between the foundations and principles of ethics of liberation with the tradition of ethical materials, and their challenges to other traditions of ethical thought are determined also that it is specified in the criteria provided by the dusseliana liberation ethics, suchas: the complex philosophical categorical system, the ana lectical method of thinking and a mapping of the problems of contemporary ethical reality. Finally, some considerations about the Latin American subject in the context of the global situation paradoxical globalization/exclusion of the vast majority of humanity arise.Con esta disertación nos proponemos reflexionar en torno a los principios éticos que fundamentan la praxis de liberación del sujeto latinoamericano en el marco del pensamiento filosófico de Enrique Dussel. Para ello se consideran, en primer lugar, aspectos biográficos del autor en cuestión y la importancia de su obra, así como los orígenes y desarrollos de su pensamiento ético en la tradición filosófica que le sirve de contexto generacional. Seguidamente, se determinan las relaciones entre los fundamentos y principios de la ética de la liberación con la tradición de las éticas materiales, y sus desafíos ante otras tradiciones de pensamiento ético, además que se puntualiza en los criterios que aporta la ética dusseliana de la liberación, como lo son: el complejo sistema categorial filosófico, el método analéctico de pensamiento y una cartografía de los problemas de la realidad ética contemporánea. Finalmente, se plantean algunas consideraciones en torno al sujeto latinoamericano en el marco de la situación mundial paradójica de globalización/exclusión de las grandes mayorías de la humanidad
Pollution control in a decentralized economy : which level of government should subsidize what in Brazil
Subsidies in Brazil essentially serve three purposes: (i) if assigned to the right level of government, they could reinforce the effectiveness of pollution taxes in reducing pollution; (ii) they offer an opportunity foradditional combinations of instruments and hence more flexibility in dealing with specific institutional characteristics of every state; and (iii) they can serve a purely"public relations"affect by showing that the federal government does not always rely on"sticks"but can also provide"carrots."The authors have four main messages of relevance to the Brazilian economy. First, carrots will not work without a stick. Subsidies of any type will not work without a coexisting pollution tax. Second, some carrots are better than others at achieving the government's objectives. In general, a state abatement subsidy is the more effective instrument to combine with a pollution tax. But when federal or state inspection capabilities are limited, monitoring subsidies may be an effective substitute. Third, increasing abatement subsidy rates can be counterproductive - tending to increase firm investment more than necessary and hence reduce the pollution tax base, while increasing subsidy costs. This can worsen the monitoring and inspection efforts and fiscal revenue.
