Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Att fånga det svårmätbara – en förstudie inom Trafikverket [Elektronisk resurs]
Hur kan det interna styrsystemet i en statlig myndighet fånga det som är svårt att mäta? Det är frågan som ligger till grund för denna förstudie vars syfte är att ge förslag till vidare forskning när det gäller verksamhetsstyrning med särskilt fokus på kvalitativa aspekter. Studien handlar om Trafikverkets utmaning att fånga transportsystemets tillstånd för att bättre kunna redovisa de effekter som användningen av tilldelade resurser leder till. Det är flera aktörer som tillsammans skapar transportsystemet och påverkar dess tillstånd. Det är därför svårt att verifiera effektsambanden enbart utifrån Trafikverkets perspektiv. Resultaten visar att Trafikverket behöver utveckla styrprocesser som stödjer deras uppdrag att vara kundorienterade samhällsutvecklare tillsammans med andra aktörer.</p
Public Value co-creation for Gender Mainstreaming : Can Public Value Management enhance Gender Equality?
The strategy of gender mainstreaming has been promoted by the UN to enhance gender equality. It was implemented in the era of New Public Management when quantitative performance measures were much more valid than qualitatively assessed aspects on the effects of performances. Consequently, the status of gendered power relations was only disclosed by the counting of women and men which hampered the intended results of gender mainstreaming (Wittbom, 2015). Besides statistical records, mapping the presence of women and men in horizontal and vertical organizational dimensions, symbols and discourses that construct gender need to be analysed. Interactions between women and men enacting dominance and subordination, individual identity and personal thoughts about fitting into a certain context are also qualitative aspects which together with a quantitative pattern can give a comprehensive evaluation of gendered power relations (Acker, 1992, 1990; Connell, 2002).Public Value Management (Moore, 1995, 2013) is an alternative which can be interpreted as a concept for management control meeting the challenges that New Public Management never could handle. There is no consensus regarding the definition of Public Value. Such an ambiguity can turn out to be a strength, since there are no ready-made facts to take for granted. Hence the administration needs to listen to and discuss together with various actors before decisions are taken regarding societal changes.This paper discusses the case of gender mainstreaming in the Swedish transport sector which has been on the agenda for over two decades. The Swedish government is now scrutinizing the unintended effects of New Public Management. At the same time, the Swedish Transport Administration has ordered a shift from identification with the building of infrastructure to the broader role as a societal developer. These developments have brought about new questions concerning the policy goal of a Gender equal transport system.Evidence stems from consecutive, longitudinal qualitative research projects conducted with an interpretive approach by means of close reading of documents, interviews and observations (Alvesson & Sköldberg, 2018).</p
Gender Mainstreaming in Transportation : Impact of Management Control
In international surveys, Sweden is considered to be the locus classicus for gender mainstreaming. At a macro level, the picture is clear, as government directives include specific goals for gender equality and the expectation that public agencies will mainstream gender into their core business. At a micro level, the situation is more complex. Formal governance meets with gendered norms and cultures that are equally strong, but informal, driving forces among civil servants. The question raised here is how the management control system functions under the pressure of mainstreaming gender. With an interpretive approach, research has been conducted to disclose constructions that tend to enable or to hamper gender equality in the practice of management control at a micro level. The evidence stems from a case study of the Swedish Road Administration and the Swedish National Rail Administration. Interviews, observations of meetings, and close reading of documents furnish this paper with data covering the years 2002–2007 with regard to a policy goal of a gender-equal transport system. Applying a gender perspective together with a sociological institutional perspective makes gendered rules, norms, and culture visible. The results show how management control is involved in integration of gender by assimilation and by decoupling, obstructing transformative gender mainstreaming. The administration is busy keeping up the appearance of fulfilling the goal, legitimizing its activities by reporting relative fulfillment in accordance with the rules of the control system, regardless of the relevance connected to the norms of gender equality. The management control system perpetuates a culture in which reliability lies in measurability; therefore, the goal of gender equality results in a quantitative perspective on women and men instead of a qualitative gender perspective on the transport system

This article discusses the management control of gender mainstreaming within the policy field of infrastructure and transportation. Styrning och ledning med dialog : slutrapport av ett FoI-projekt
I detta FoI-projekt, Styrning och ledning med dialog, utvecklas ny kunskap om hur interna styrnings- och ledningssystem formar dialoger som förs över organisationsgränser i samband med tidiga planeringsskeden av infrastruktur. Utgångspunkten har varit att undersöka hur dialoger samspelar med interna styrningsoch ledningssystem i planeringsprocesser. Forskningsfrågorna har lett in på att undersöka hur styrningen och dialogen stärker eller försvagar varandra samt hur styrningen formar villkor för dialogen. Med kvalitativa metoder har vi studerat hur dialoger om infrastrukturlösningar förs mellan aktörerna Trafikverket, regioner och kommuner. Intervjuer, observationer, workshops och dokumentstudier utgör underlaget för analysen. Resultaten bidrar med mer och ny kunskap om hur intern styrning från olika aktörer formar dialoger dem emellan
