Box 8143, Fresno, California 93747 Home (209) 229-8486; work 487-5334 Fellow OPEDA Members in Region 2: The 1981 meeting of the OPEDA National Council has just ended and I want to report to you some highlights of the meeting. Change in regions. In an attempt to better serve OPEDA members, the regions have been made smaller. The region I will represent (new Region 4) will encompass only California from a line that bisects the state at about the northern boundary of Merced and Monterey Counties. Thus, this will be my last report to you in northern California, Arizona and Nevada. Those of you in these areas will be represented by newly elected council members. Details will be in a forthcoming OPEDA News. 2i^l4_J£2.E^®.* OPEDA is happy that wholesale downgrading of many D.C. area employees in the Soil Conservation Service has been halted. Instead, each job in question is being audited. Those audited so far resulted in grade retention. RIFs. The personal assistant to Secretary of Agriculture Block believes that requirements for reductions in 1982-83 can be met by attrition- Don\u27t complain. Representative Wolf (VA), in an interview with OPEDA legislative VP Eugene Boyles, said that if federal employees do not write their members of Congress they can\u27t complain if they lose in Congress, again and again. Life memberships for retirees. The council approved them for 10 X the current annual rate for retirees, which is 100 now will give you a nice tax deduction, will help keep OPEDA an effective organization, and you will never have to write another check to OPEDA for membership dues. COLA. OPEDA will continue to oppose any proposals that would result in lowering the adjustments to anything below 100% of the CPI. Emphasis on professional development of the individual, and thus improved service to the public, is one distinction between OPEDA and unions. This dedication to professionalism is reflected by the following resolutions (abbreviated) endorsed by the Council. 1. OPEDA will make a major effort to urge introduction of legislation that will give federal employees the right to earn educational leave (just like sick or annual leave) to enhance their job performance and thus service to the public. OPEDA will point out the unfairness of having a secretary\u27s grade level partly tied to the grade level of the supervisor and will recommend to the Administration that, like other support personnel, secretaries be advanced only o n the basis of the complexity and responsibilities inherent in the job they perform. 3. To encourage maximum job satisfaction and opportunity for advancement, Council members obligate themselves to counsel USDA employees whenever feasible in matters that would help them advance their professional capabilities. Legislation to force a merger of S.S. and our retirement system is dormant just now. OPEDA through FAIR (Fund to Assure an Independent Retirement) will oppose it whenever this proposal wakes up again. Merit pay and performance standards were discussed by two individuals from the USDA Personnel Office. It seems that only those who developed the system are satisfied with it. (OPEDA is not-.) If it "works" for GS 13-15 supervisors, it eventually will be dumped on all employees. Cash awards for special performance do not affect base pay, and, therefore, can be presented to those at the statutory pay ceiling ($50,112 now, government-wide) . Rewarding job available. My term as council member will expire in 1982. It Is not too early for you to think about being a candidate for election. The job takes some time, some dedication and an inclination to work with and for others. If you are at all interested, please let me know, and I will give you more details to help you decide. Any OPEDA member in the new Region 4 is eligible to run. I particularly urge relatively young OPEDA members to become candidates. We need bright new ideas for the 80s. Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
