Dinas Tenaga Kerja dan Transmigrasi Provinsi Sumatera Utara
Penetapan besarnya upah minimum provinsi selama ini selalu menimbulkan perdebatan. Hal; ini terjadi karena ada perbedaan kepentingan diantara buruh atau serikat pekerja dengan pengusaha. Harus diakui masalah upah minimum bukan merupakan hal yang sederhana karena tidak hanya menyangkut masalah kehidupan buruh, tapi juga menyangkut masalah kehidupan dan kelanjutan suatu perusahaan. Besarnya Upah Minimum Provinsi biasanya ditetapkan atas kesepakatan Bersama yang tergabung dalam Triparti. Metode Penelitian yang dilakukan oleh penulis adalah Penelitian Kepustakaan dengan metode ini penulis mendaput masukan dengan mencari dan menelusuri bahan-bahan seperti sejumlah buku, peraturan-peraturan yang berkaitan langsung dengan objek pembahasan skripsi ini. Dan penulis mengadakan penelitian ke kantor Dinas Tenaga Kerja dan Transmigrasi Provinsi Sumatera Utara yang dianggap dapat memberikan data atau jawaban guna menyelesaikan skripsi ini. Di samping itu juga penulis mengadakan wawancara secara langsung kepada anggota Dewan Pengupahan Provinsi Sumatera Utara dari Dinas Tenaga Kerja dan Transmigrasi Provinsi Sumatera Utara yang ikut terlibat dalam penetapan Upah minimum Provinsi Sumatera Utara. Berdasarkan penelitian yang dilakukan oleh penulis, sampai sekarang Provinsi Sumatera Utara dari 25 daerah kabupaten/kota, baru 12 daerah kabupaten/kota yang menetapkan Upah Minimum Kabupaten/Kota. Hal ini disebabkan karena dari 25 (dua puluh lima) daerah Kabupaten/Kota tersebut baru 12 (dua belas) daerah Kabupaten/Kota yang membentuk Dewan Pengupahan di tingkat Kabupaten/Kota. Gubernur Sumatera Utara mentapkan Upah Minimum Provinsi (UMP) Sumatera Utara 2007 sebesar Rp. 761.000. Ini merupakan upah terendah dan hanya berlaku bagi pekerja/buruh yang mempunyai masa kerja kurang dari saru tahun. Upah Minimum Sektoral Provinsi Sumatera Utara dan Upah Minimum Sektoral Kabupaten/Kota ditetapkan oleh Gubemur sebesar Rp. 799.050 untuk terendah dan Rp. 837.100 untuk tertinggi. Dan sampai sekarang tidak ada perusahaan di Provinsi Sumatera Utara yang meminta penangguhan Upah Minimal Provinsi. Perlu penyempurnaan tata cara perhitungan Upah Minimum dengan melihat kondisi perekonomian, kondisi pasar kerja dan kemampunn perusahaan, sehingga tidak ada pihak yang dirugikan melainkan semua pihak menjadi sejahtera. Kriteria kenaikan upah minimum sebaiknya mencerminkan berbagai tujuan yang lebih luas, seperti penciptaan lapangan pekerjaan, peningkatan produktifitas dan perlindungan pendapatan bagi kelompok pekerja berupa rendah. Hendaknya para pengusaha lebih terbuka dan selalu memperhatikan kesejahteraan para buruhnya, secara sadar mau menerapkan Upah Minimum, menghargai harkat, martabat buruh sebagai faktor produksi dan tidak memandang buruh hanya sebagai faktor produksi/alat produksi semata. The determination of the provincial minimum wage has always caused debate. Thing; This occurs because there are differences in interests between laborers or trade unions and employers. It must be admitted that the minimum wage issue is not a simple matter because it does not only concern workers' life problems, but also concerns the life and sustainability of a company. The amount of the Provincial Minimum Wage is usually determined by mutual agreement which is a member of Triparti. The research method used by the author is library research with this method the writer obtains input by searching and tracing materials such as a number of books, regulations that are directly related to the object of this thesis discussion. And the authors conducted research at the Office of Manpower and Transmigration of North Sumatra Province which is considered to be able to provide data or answers in order to complete this thesis. In addition, the authors also conducted interviews directly with members of the North Sumatra Provincial Wage Council from the Manpower and Transmigration Office of North Sumatra Province who were involved in determining the minimum wage of North Sumatra Province. Based on the research conducted by the author, until now North Sumatra Province out of 25 districts / cities, only 12 districts / cities have determined the Regency / City Minimum Wage. This is because of the 25 (twenty five) Regencies / Cities only 12 (twelve) Regencies / Cities have established Wage Councils at the Regency / City level. The Governor of North Sumatra has set the 2007 North Sumatra Provincial Minimum Wage (UMP) of Rp. 761,000. This is the lowest wage and only applies to workers / laborers who have worked for less than one year. The North Sumatra Provincial Sectoral Minimum Wage and District / City Sectoral Minimum Wage are set by the Governor of Rp. 799,050 for the lowest and Rp. 837,100 for the highest. And until now, no company in North Sumatra Province has asked for a suspension of the Provincial Minimum Wage. It is necessary to improve the procedure for calculating the Minimum Wage by looking at economic conditions, labor market conditions and company capabilities, so that no party is disadvantaged but all parties become prosperous. The criteria for increasing the minimum wage should reflect a broader range of objectives, such as job creation, increased productivity and protection of income for groups of low workers. Entrepreneurs should be more open and always pay attention to the welfare of their workers, consciously want to apply the Minimum Wage, respect the dignity of workers as a factor of production and not see workers as mere factors of production / means of production
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
