    The study begins with the submission of the symptoms of problems that occurred in the environment surrounding the object of research, namely the phenomenon of implementation of the SAI in Kemhan environment and Armed Forces in general have been not yet demonstrated excellence, which ultimately became the problem, the BPK as the auditors of government financial statements give a reasonable opinion with the exception (WDP) to the results of the Kemhan and the military financial statements in 2008, 2009, and 2010. Based on these problems then take a sample of this study or the object of research on the implementation of the SAI in Yogyakarta Adisutjipto Air Force Base which is a unit of lower-level executive in Kemhan and Armed Force environments. To understand the mechanism of implementation of the SAI in the Kemhan environment and the Armed Force needs to be studied Kemhan rules (instrumental input) applies. External factors that a driver (environmental input) as the environmental situation of social issues, politics, economics, culture, and technology and encourage the surrounding background of the problems, needs to be understood by using theory and previous empirical studies. This research uses qualitative research, research design is descriptive, and research methods is a case study. Methods of data collection using observation techniques, interviews, surveys, and secondary data. The steps to process, analyze, and present conclusions include the data reduction process, categorizing data, sintesisasi data, and preparation of a working hypothesis. The results of data analysis on the five dimensions were observed covering the fields of organization, the role of leadership and supervision, personnel, facilities and infrastructure, and quality systems to the conclusion that in general the implementation of the SAI in Lanud Adisutjipto already performing well and according to the provisions, but still found some constraints on the fifth dimension the discussion. Constraints on the field of organization particularly with the job name and main duty of Kaurbuk does not match to the SAI. Constraints on the field of leadership and oversight role especially the practitioner or operator is still feeling SimakBMN leadership and oversight role has not been optimal. Constraints on the field of personnel, especially the problem of operator or administrator understanding of SimakBMN still lacking and they need a course or education about it. Development of infrastructure constraints that many SimakBMN computer stavolt damaged and online network is not functioning optimally. Problems in the field of quality systems are not yet able to apply the reconciliation process of SAK and SimakBMN report, can not record the specifications of goods which are very complex kind and more than a thousand items

    PEREMPUAN DALAM MASA REVOLUSI DALAM CERPEN S. RUKIAH: SEBUAH PEMBACAAN GINOKRITIK (Women during Revolution Time in S. Rukiah’s Short Story: A Gynocritical Reading)

    The revolutionary period is described as an important chapter in modern Indonesian history. At this time, self-awareness as an independent nation was formed within the Indonesian people. As one of the women writers during the revolutionary era, Rukiah’s thoughts made enthusiasm within the framework of liberating women. This research seeks to reveal Rukiah's position as a woman writer by using the women as a writer or ginocritic approach in the short stories "Mak Esah" and "Istri Prajurit" in Tandus (first published in 1952 and reprinted in 2017). The results of the study show that Rukiah gives a picture of reality in her works. Apart from that, he also gave a portraits of life during the revolutionary period by using a straightforward language as well as symbolic language. From the results of the ginocritical reading, it was revealed that Rukiah really upholds the spirit of change for women. However, he has not shown any effort to support women's condition to be free from male oppression. The depiction of female characters physically and mentally has not shown Rukiah's alignment with the view of freeing women from oppression.Masa-masa revolusi digambarkan sebagai satu babak penting dalam sejarah Indonesia modern. Pada masa ini, kesadaran diri sebagai bangsa yang merdeka terbentuk dalam diri rakyat Indonesia. Sebagai salah satu perempuan pengarang di era revolusi, Rukiah hadir membawa pemikiran dan semangat dalam kerangka memerdekakan perempuan. Penelitian ini berusaha mengungkap gambaran posisi Rukiah sebagai seorang perempuan pengarang dengan menggunakan pendekatan women as a writer atau ginokritik dalam cerpen “Mak Esah” dan “Istri Prajurit” yang termaktub dalam Tandus (terbit pertama pada 1952 dan dicetak ulang pada 2017). Hasil kajian menunjukkan bahwa Rukiah memberi gambaran realitas dalam karya-karyanya. Selain itu, ia juga menuangkan potret kehidupan pada masa-masa revolusi dengan menggunakan gaya bahasa lugas sekaligus juga bahasa simbol. Dari hasil pembacaan ginokritik terungkap bahwa Rukiah memang menjunjung tinggi semangat perubahan bagi kaum perempuan. Akan tetapi, ia belum menunjukkan upaya mendukung kondisi perempuan untuk terlepas dari opresi laki-laki. Penggambaran karakter tokoh perempuan secara fisik maupun batiniah belum menunjukkan keberpihakan Rukiah pada pandangan untuk membebaskan kaum perempuan dari ketertindasan

    Implementasi Kebijakan Pengawasan Pengelolaan Keuangan Desa Pada Inspektorat Kabupaten Demak

    Lahirnya UU Nomor 6 Tahun 2014 tentang Desa ibarat pisau bermata dua. Disatu sisi, melahirkan eksistensi Desa dalam bentuk otonomi yang lebih luas, disisi lain perluasan kewenangan tidak diimbangi dengan peningkatan kapasitas aparat desa. Salah satu dampaknya adalah muncul persoalan-persoalan dibidang pengelolaan keuangan desa, baik bersifat administrative maupun dugaan tindak pidana korupsi. Inspektorat menjadi salah satu organisasi perangkat daerah yang berperan dalam pengawasan pengelolaan keuangan desa. Studi ini dimaksudkan untuk meneliti peran Inspektorat dalam (1) pengawasan penyelenggaraan pemerintah desa, (2) pemantauan tindaklanjut hasil konsultasi, (3) pemeriksaan berdasarkan laporan masyarakat, dan (4) pemantauan tindaklanjut hasil pembinaan dan pengawasan. Hasilnya antara lain menunjukan (1) Inspektorat telah menjalankan fungsi pengawasan dan pemeriksaan atas dugaan pengaduan yang terencana dan didukung ketersediaan personil yang berpengalaman, (2) memberikan kewenangan kepada tim pemeriksa untuk secara mandiri menyusun tujuan dan strategi pemeriksaan, dan (3) menyederhanakan prosedur pengawasan melalui aplikasi Desawaskita. Namun demikian, Inspektorat masih mengalami kendala, antara lain terkait (1) pelaksanaan pemantauan tindaklanjut hasil konsultasi, pembinaan dan pengawasan yang tidak terdokumentasi, sehingga tidak dapat dipantau, (2) keterbatasan jumlah personil auditor dibanding banyaknya entitas yang diperiksa, dan (3) kelemahan aplikasi yang belum menampilkan informasi yang dibutuhkan. Permasalahan tersebut didentifikasi menggunakan faktor pendukung dan penghambat, meliputi (1) komunikasi, (2) kecenderungan, (3) sumber-sumber, dan (4) struktur birokrasi. Disimpulkan antara lain bahwa implementasi kebijakan pengawasan oleh Inspektorat (1) berjalan pada fungsi pengawasan dan pemeriksaan atas aduan masyarakat, namun (2) belum optimal berfungsi pada pemantauan tindaklanjut hasil konsultasi, pembinaan dan pengawasan. Terhadap permasalahan tersebut, direkomendasikan antara lain agar (1) dilakukan sinkronisasi regulasi yang mengatur tentang tupoksi personil Inspektorat untuk mendukung tugas Inspektorat dalam Perbup Nomor 34 Tahun 2018, (2) dikembangkan konsultasi, pembinaan dan pengawasan yang terdokumentasi untuk kemudian dipantau tindaklanjutnya, (3) pemilihan desa yang diperiksa berdasarkan basis risiko dan mekanisme diseminasi hasil pemeriksaan sebagai sarana pembelajaran pada entitas desa yang tidak diperiksa, (4) pengembangan aplikasi Desawaskita untuk dapat menghasilkan informasi yang lebih komprehensif

    Structure and Space Pattern in Gunungpati Sub-District: Space Utilization Evaluation Analysis

    This article focuses on the evaluation of regional spatial planning policies, namely the Regional Regulation of the City of Semarang Number 14 of 2011 concerning the 2011-2031 Regional Spatial Plan, particularly regarding the spatial structure and spatial patterns in the Gunungpati District. Because the issue of spatial planning has caused various environmental problems in urban areas. This article refers to the Regulation of the Minister of Agrarian and Spatial Planning Number 9 of 2017 concerning Guidelines for Monitoring and Evaluation of Spatial Use, using a literature study methodology approach. The results show that the spatial structure determination in Gunungpati District needs to be changed because of the emergence of settlements that are on quite /very sloping slopes. As a result, Gunungpati District as a conservation area, water catchment, and green catchment as well as protecting the area below has changed. Meanwhile, the network of facilities and infrastructure as well as green open space in Gunungpati District has met the requirements of the RTRW for Semarang City. Based on the above considerations, a concrete policy is needed in maintaining the function of the Gunungpati District, so that it can protect the ecosystem in its area. Besides the importance of providing education to the public regarding sustainable urban development, to create complex environmental preservation, this article contributes to the field of public management and a collaborative governance policy model that is directly implemented in the city of Semarang

    Urban population growth accompanied by the phenomenon of urbanization is a global issue. This raises challenges and problems in various aspects, including the decline in environmental quality due to reduced agricultural land/green spaces that are changing functions and the need for adequate food availability. As has been implemented in various cities in the world, urban farming activities were then developed as a promising solution to supply sustainable quality agricultural products. Following up on this, this study aims to develop urban agriculture (urban farming) in the city of Semarang to increase community productivity and co-benefits. The analysis carried out includes a qualitative descriptive analysis supported by secondary and primary data. There are 2 (two) indicators of the results and discussion of this research, namely (a) the development of urban agriculture (urban farming) in the city of Semarang, and (b) the benefits of urban agriculture (urban farming) in the city of Semarang. The potential for urban agriculture in the city of Semarang is very diverse, including various types of vegetables, cassava, sugar cane, durian, and mushrooms. In addition, various other benefits of urban agriculture, namely environmental, economic, social, health, education and tourism benefits are added values ​​that are very important to encourage the development of this activity in a more massive and structured manner.     Analysis of the Implementation of Policy on Equalizing Administrative Positions to Functional Positions in Central Government Agencies

    Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions

    The Role of Multistakeholders in Handling Stunting in Brebes District

    Addressing stunting is agenda key priority in Brebes Regency. However, current efforts are largely dominated by government initiatives, with limited empowerment and involvement of other stakeholders. This study aims to analyze the roles of various actors and the obstacles they face in tackling stunting in Brebes Regency. Ratner’s Collaborative Governance Theory is used to identify challenges and opportunities for enhancing multi-actor collaboration. A descriptive qualitative approach was used, with data collected through observation and in-depth interviews. The findings reveal that effective stunting intervention in Brebes Regency requires broader actor participation, particularly from organizations that can serve as facilitators. Non-governmental organizations (NGOs), in particular, have the potential to contribute significantly due to their diverse human resources and extensive networks. This research recommends greater NGO involvement as part of a community-based social movement, enabling them to act as a bridge between the community and the government in addressing stunting in Brebes Regency
