BinghamtonThe band system of s-tetrazine with its origin at is known (1-3) to be dominated by a progression built on the 6a10 in-plane ring breathing vibrational mode. A high resolution room temperature vapor phase intracavity absorption spectrum of the band of s-tetrazine was recorded using photoacoustic detection. The band origin is located at and the band is violet degraded. The sharp and extensive rovibronic features of this band are subjected to rotational analyses, the results of which will be presented along with a few interesting dynamic properties of the spin sublevels of this triplet state

"Money"
This paper advances three fundamental propositions regarding money: (1) As R. W. Clower (1965) famously put it, money buys goods and goods buy money, but goods do not buy goods. (2) Money is always debt; it cannot be a commodity from the first proposition because, if it were, that would mean that a particular good is buying goods. (3) Default on debt is possible. These three propositions are used to build a theory of money that is linked to common themes in the heterodox literature on money. The approach taken here is integrated with Hyman Minsky’s (1986) work (which relies heavily on the work of his dissertation adviser, Joseph Schumpeter [1934]); the endogenous money approach of Basil Moore; the French-Italian circuit approach; Paul Davidson’s (1978) interpretation of John Maynard Keynes, which relies on uncertainty; Wynne Godley’s approach, which relies on accounting identities; the “K” distribution theory of Keynes, Michal Kalecki, Nicholas Kaldor, and Kenneth Boulding; the sociological approach of Ingham; and the chartalist, or state money, approach (A. M. Innes, G. F. Knapp, and Charles Goodhart). 216. REPORT OF THE The report of the Finance Committee (Appendix E),
FINANCE COMMITTEE as presented by the Chairman, Mr. R. W. Harbison,
was approved and the following recom:iendations were
adopted:
(1) THAT the budget for 1929-30 totalling $117,495 to be raised in
America, be approved (Appendix E, Schedule E).
(2) THAT Mr. Joseph I. Parker be approved as Bursar with the authority
to sign checks as from July 1, 1929, and that Mr. Russell Galt be
similarly empowered as Vice-Bursar as from the same date.
(3) THAT the audited reports of the Bursar in Egypt and the Treasurer
in America be approved and filed.
(4) THAT the auditing firm of Barrow, Wade, Guthrie and Co., Certified
Public Accountants, be appointed to audit the accounts of the
Treasurer in Philadelphia; and that Price, WaterhouEe, Peat and Co.,
Chartered Accountants of Cairo, be appointed to audit the accounts
of the Bursar in Egypt for 1929-30.
(5) THAT the practice of having Stewardship Incorporated carry the pro-motion
expenses of the University cease with the close of the cal-endar
year 1929, inasmuch as this arrangement has led to misunder-standing
on the part of certain contributors. At the same time
the University is deeply grateful for the àplendid financial support
and the spiritual impetus given by Stewardship Incorporated for so
many years, particularly in the difficult early years of th
