    The Constrained Left and its Adverse Impact on Losers of Globalization. IHS Political Science Series No. 120, May 2010

    This paper examines the political mechanisms of welfare state policymaking in two countries with differing levels of institutional and political constraints, Germany and Ireland. The study analyzes the joint impact of political constraints and varying party governments on different dimensions of labor market policymaking. It comes to the conclusion that left-wing governments must cut spending more to accommodate the conservative opposition and gain its support when political and institutional constraints are high. To simultaneously ensure the support from pivotal extra-parliamentary actors, namely labor unions that are closely linked to the governing party, the left has to further compensate the unions' prime constituency, which is the well-integrated core workforce. The privileged treatment of labor market 'insiders' by left-wing governments in countries with high political constraints comes at the expenses of labor market 'outsiders'. Left-wing party governments in countries where political constraints are low are better able to address the needs of broader segments of society

    Alain Czouz Tornare et Evelyne Maradan, "In search of a Swiss Jacobinism." This study begins with the question: was a Swiss Jacobinism possible?, and underlines the social, political and governmental context of Switzerland at the end of the Eighteenth Century. The author establishes the objective impossibility of an expression of jacobinism which tragically could only remain a minority opinion. From the study of some notable figures including Stapler, Pestalozzi, Laharpe or Ochs, the author establishes the portrait of the so-called 'patriots', although the term is inevitably ambiguous because it designates both those who responded to the revolutionary élan and those who fought against French domination. This analysis makes it easier to understand the contemporary reserve of the Swiss as it is mirrored in the silence and severe judgments of most of Swiss historiography albiet wiht a few notable exceptions (A. Rufer). This historical legacy deepens our understanding of the confédéral authorities more than reticent attitude at the time of the bi-centennial festivities (" the Federal Council does not consider the French Revolution as an event of Swiss history ").Alain Czouz Tornare et Evelyne Maradan : A la recherche d'un jacobinisme helvétique. Cette réflexion part de l'interrogation initiale «Peut-il exister un jacobinisme suisse» évoquant le contexte institutionnel, social et politique du pays à la fin du XVIIIe siècle elle dresse le constat de l'impossibilité objective dans ces conditions de l'expression d'un jacobinisme qui resta «tragiquement minoritaire». A partir de l'évocation de quelques figures marquantes. Stapfer, Pestalozzi, Laharpe ou Ochs, on dresse le portrait de ceux que l'on peut dénommer les patriotes, d'un terme inévitablement ambigu, puisqu'il a désigné ceux qui ont répondu à l'élan révolutionnaire, comme ceux qui se sont dressés contre l'emprise de la France. A partir de cette analyse on comprend mieux les réticences helvétiques contemporaines, telles qu'elles s'inscrivent dans les silences comme dans les jugements sévères de la majeure partie de l'historiographie helvétique à de notables exceptions près (A. Rufer).     This article presents Anna Engelhardt, a woman virtually unknown in France and little studied in Russia, despite her important role in her country’s social and cultural life in the 19th century. She was a writer, translator, editor, literary critic and much more besides. Born in St Petersburg in 1838, she learned several foreign languages from an early age, including French and English. She introduced Russian readers to the works of Émile Zola, Guy de Maupassant, François Rabelais, George Elliot and Louisa May Alcott. She produced the first translations of several works by J.-J. Rousseau, V. Hugo, G. Flaubert and H. Heine. She was also the author (or co-author) of an imposing German-Russian dictionary in two volumes, published in 1877. The article focuses in particular on her close links with Zola and her interpretation of Rabelais, to whom she attributed a special place. It is based on documents held by the Central State Archive of Literature and Art in St Petersburg and the Manuscript Department of the Institute of Russian Literature.Cet article présente Anna Engelhardt, une femme quasi-inconnue en France et peu étudiée en Russie, malgré le rôle important qu’elle joua dans la vie sociale et culturelle de son pays au XIXe siècle. Elle fut à la fois rédactrice en chef, traductrice, éditrice, critique littéraire et plus encore… Née en 1838 à Saint-Pétersbourg, elle apprit très tôt plusieurs langues étrangères, parmi lesquelles le français et l’anglais. C’est elle qui familiarisa le lecteur russe avec les œuvres d’Émile Zola, de Guy de Maupassant, de François Rabelais, de George Elliot et de Louisa May Alcott. Elle fit les premières traductions de quelques oeuvres de Jean-Jacques Rousseau, de Victor Hugo, de Gustave Flaubert et d’Heinrich Heine. Elle est, en outre, l’autrice (ou co-autrice principale) d’un imposant dictionnaire allemand-russe en deux volumes, paru en 1877. L’article se concentre notamment sur ses liens étroits avec Zola et son interprétation de Rabelais, auquel elle attribuait une place particulière. Il s’appuie sur des documents conservés aux Archives centrales d’État de la littérature et de l’art de Saint-Pétersbourg et au département des manuscrits de l’Institut de littérature russe.Данная статья посвящена Анне Николаевне Энгельгардт, остающейся, несмотря на важную роль, которую она играла в культурной и общественной жизни своего времени, неизвестной во Франции и мало изученной в России. Энгельгардт была издательницей, редактором, переводчицей, литературным критиком и не только… Она родилась в 1838 году в Санкт-Петербурге и рано овладела несколькими иностранными языками, среди которых французский и английский. Именно Энгельгардт познакомила российского читателя с Эмилем Золя, Ги де Мопассаном, Франсуа Рабле, Джордж Элиот и Луизой Олкотт. Ей принадлежат первые переводы отдельных произведений Жан-Жака Руссо, Виктора Гюго, Гюстава Флобера, Генриха Гейне. Кроме того, она является автором (или основным соавтором) полного двухтомного немецкого-русского словаря, появившегося в 1877 году.     Clippings, publications and other materials pertaining to the conductor Kurt Adler (1907-1977).Also included are photocopies from a file with Österreichisches Staatsarchiv pertaining to the restitution of lost property of Kurt Adler’s parents, Siegfried and Olga Adler.The music conductor, author and pianist Kurt Adler was born on 1st of March in 1907 in Jindřichův Hradec in Bohemia (now in Czech Republic). His parents Siegfried Adler and Olga Adler were murdered in the Holocaust. Kurt Adler immigrated to the United States in October 1938 and was naturalized in 1944.He started his professional career on the musical staff of the Berlin State Opera, eventually conducting operas and concerts all over Europe. In 1943 he joined the Metropolitan Opera in New York City, and he conducted various concerts and operas all over the United States and Canada.He had one daughter, Ingrid, with his partner Nina Boldin. In 1965 he married Christiane Tocco, and the couple had three children: Evelyne, Luc Pierre Philippe and a stepson, Jacques Maximilian Mueller.     Tagging French Without Lexical Probabilities - Combining Linguistic Knowledge And Statistical Learning

This paper explores morpho-syntactic ambiguities for French to develop a strategy for part-of-speech disambiguation that a) reflects the complexity of French as an inflected language, b) optimizes the estimation of probabilities, c) allows the user flexibility in choosing a tagset. The problem in extracting lexical probabilities from a limited training corpus is that the statistical model may not necessarily represent the use of a particular word in a particular context. In a highly morphologically inflected language, this argument is particularly serious since a word can be tagged with a large number of parts of speech.     The creation of career plans of young students - The test of the transition between the upper secondary school and the university The detailed study of the psycho-sociological conditions of the transition between the upper secondary school and the university underlines the potentially disturbing character of moving from one educational institution to another, and the diversity of its effects at a cognitive level and on the individual's identity. Here the author pays particular attention to the complex processes of structuring, crystallisation or destructuring and readjustment of career plans which are set in motion by this phase, thus leading the reader to question the limits of certain models of the creation of these anticipations which are strictly developmentalist.L'étude approfondie des conditions psychosociologiques de la transition Lycée-Université souligne le caractère potentiellement perturbateur du passage d'une institution éducative à une autre, et la diversité de ses effets sur le plan cognitif et identitaire.
