Get PDFLa formación de bomberos en Chile ha transitado, en las últimas décadas, desde
modelos empíricos y locales hacia un sistema nacional cada vez más estandarizado y
profesionalizado. Este proceso de transformación ha tenido como eje articulador a la
Academia Nacional de Bomberos (ANB), organismo técnico-pedagógico dependiente de la
Junta Nacional de Cuerpos de Bomberos de Chile, cuyo mandato institucional es definir los
lineamientos curriculares, las competencias mínimas de egreso y los estándares operativos
que rigen la formación bomberil en todo el país. Fundada en 1988, la ANB ha consolidado
su rol como institución formadora de referencia en materia de preparación para la
emergencia, desempeñando una labor esencial en el fortalecimiento de las capacidades
individuales y colectivas del voluntariado que compone el sistema nacional de bomberos.
Con una cobertura formativa que supera los 45.000 bomberos capacitados al año y una
red activa de más de 1.600 instructores habilitados, la ANB enfrenta actualmente el desafío
de asegurar no solo la expansión de su cobertura, sino también la calidad, pertinencia y
coherencia interna de sus procesos educativos. En este escenario, el Proyecto Educativo
Institucional (PEI) 2024 se convierte en una hoja de ruta clave para orientar el desarrollo
académico y organizacional de la institución. El PEI promueve un modelo educativo
centrado en competencias, que valora el aprendizaje situado, la progresión formativa, la
retroalimentación constante y el rol activo del participante en la construcción de sus saberes.
Este enfoque busca no solo mejorar el desempeño operativo de los bomberos, sino también
dotarlos de herramientas actitudinales, éticas y técnicas que les permitan responder con
eficacia y responsabilidad en entornos complejos y de alto riesgo.
Sin embargo, la implementación de este modelo educativo requiere de condiciones
institucionales específicas que aseguren su sostenibilidad y eficacia: liderazgo pedagógico
distribuido, participación docente en la construcción curricular, recursos técnicos adecuados,
mecanismos de evaluación y mejora continua, y un sistema de gestión del conocimiento que
permita retroalimentar el proceso formativo desde la evidencia. Evaluar si estas condiciones
se encuentran instaladas, en qué grado y con qué resultados, constituye el objetivo central de
este trabajo.
En efecto, el propósito de esta investigación es realizar un diagnóstico institucional de la
ANB que permita identificar de manera sistemática las fortalezas, debilidades y áreas
críticas del modelo educativo en curso. Este diagnóstico se organiza en torno a cuatro
dimensiones claves definidas por el instrumento MIDE UC: gestión pedagógica, liderazgo
institucional, convivencia educativa y gestión de recursos. Cada una de estas dimensiones
será abordada mediante un análisis combinado de fuentes cualitativas y cuantitativas,
incluyendo revisión documental, entrevistas semiestructuradas a actores clave,
observaciones no participantes y una encuesta aplicada a 150 instructores habilitados
—representando el 10 % del total— para validar empíricamente los hallazgos.
La estructura del documento responde a una lógica secuencial y argumentativa.
Comienza con un capítulo introductorio que contextualiza el problema y presenta los
objetivos. Luego, el marco teórico sistematiza los enfoques conceptuales que orientan la
reflexión (calidad educativa, liderazgo transformacional, competencias, evaluación
institucional). A continuación, el marco contextual expone la trayectoria de la ANB, su
organización interna y la evolución del PEI. El diagnóstico institucional, eje central del
trabajo, presenta los hallazgos dimensionados, sustentados por evidencia y visualizados5
mediante tablas explicativas. Posteriormente, el análisis de resultados interpreta críticamente
esta información, conectándola con las metas del PEI y con los desafíos del sistema
bomberil. Finalmente, se formula un plan de mejoramiento estratégico, con acciones
concretas orientadas a fortalecer el modelo formativo y garantizar su impacto a nivel
nacional.
Este diagnóstico adquiere especial relevancia en el actual contexto institucional,
caracterizado por una creciente demanda por formación de calidad, el avance en el uso de
tecnologías educativas y la necesidad de generar estructuras académicas más participativas,
descentralizadas y basadas en evidencia. En ese sentido, el presente estudio no solo busca
identificar problemas, sino también proponer caminos de solución, contribuyendo a que la
ANB consolide su rol como institución formadora de excelencia, con capacidad de
anticiparse a los desafíos del entorno y responder con pertinencia a las necesidades del
servicio.
La calidad educativa, entendida como la capacidad de generar aprendizajes
significativos, contextualizados y sostenibles, constituye el principio orientador de este
trabajo. El enfoque adoptado no se limita a la evaluación de resultados puntuales, sino que
propone una mirada integral y dinámica sobre el quehacer institucional, entendiendo que
mejorar la formación de bomberos es, al mismo tiempo, fortalecer el servicio que estos
prestan a la comunidad, consolidar el valor público de la ANB y avanzar hacia un sistema
nacional de emergencias más preparado, justo y eficient
Going Beyond Counting First Authors in Author Co-citation Analysis
Get PDFThe present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

Get PDF“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis

We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
