Dispelling the Myths Behind First-author Citation Counts
No full textWe conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more

Obama Presidential Museum in Garfield, Chicago
No full textThe main project -Obama Presidential Center- is located between the existing park and redevelopment area. It already officially announced that the center will be built in somewhere in Chicago. Garfield Park is an alternative for the location of the center and it can represent the new birth of the area that has been isolated for several decades. Furthermore, it will become a hub in western Chicago. The center is divided into two buildings and functions. One is the museum and the other is a library. Both projects give residences and visitors chance to meet cultural experiences. Obama Presidential Center and new urban development will increase economic value in Garfield. RoMEO Studies 4: An analysis of Journal publishers' Copyright Agreements
No full textThis article is the fourth in a series of six emanating from the UK JISC-funded RoMEO Project (Rights Metadata for Open archiving). It describes an analysis of 80 scholarly journal publishers’ copyright agreements with a particular view to their effect on author self-archiving. 90% of agreements asked for copyright transfer and 69% asked for it prior to refereeing the paper. 75% asked authors to warrant that their work had not been previously published although only two explicitly stated that they viewed self-archiving as prior publication. 28.5% of agreements provided authors with no usage rights over their own paper. Although 42.5% allowed self-archiving in some format, there was no consensus on the conditions under which self-archiving could take place. Showing the essential science structure of a scientific domain and its evolution
No full textCategory cocitation and its representation through social networks is proving to be a very adequate technique for the visualization and
analysis of great scientific domains. Its combination with pathfinder networks using pruning values r=∞and q=n−1 makes manifest the essence of research in the domain represented, or what we might call the `most salient structure'. The possible loss of structural information, caused by aggressive pruning in peripheral areas of the networks, is overcome by creating heliocentric maps for each category. The depictions obtained with this procedure become tools of great usefulness in view of their capacity to reveal the evolution of a given scientific domain over time, to show differences and similarities between different domains, and to suggest possible new lines for development. This article presents the scientogram of the United States for the year 2002, identifying its essential structure. We also show the scientograms of China for the years 1990 and 2002, in order to study its particular national evolution.
Finally, we try to detect patterns and tendencies in the three scientograms that would allow one to predict or flag the evolution of a scientific domain

Collaboration in Iranian Scientific Publications
No full textThis study looks at international collaboration in Iranian scientific publications through the ISI Science Citation Index® (SCI) for the years 1995-1999, inclusive. These results are compared to and contrasted with the earlier findings for the periods covering 1985-1994 (Osareh & Wilson 2000). The results of Iran's increasing productivity over a 15-year period are presented. Iran doubled its output in the first two five-year periods and increased 2.8-fold from the second to the third five-year period. The rise in Iran's scientific publication output is due mainly to factors such as the ending of the war, better economic conditions, recent changes in the Iranian government's policy, basic changes in the political environment brought about by the Reformers, expansion of the Iranian presses for national publications, and the recent return of a large number of students trained overseas through government scholarships. External changes also account for the increased productivity, e.g., the acceptance of three Iranian source journals by the SCI, increased access to international databases through the Internet and better electronic communication facilities for international collaboration. One of the most important and significant factors that caused this dramatic rise seems to be the government's research policies in the last few years. Since 1999, the Iran Science, Research and Technology Ministry, has encouraged researchers to publish their non-Farsi language articles in highly ranked international scientific journals, for example, by giving prizes to researchers who publish their articles in ISI-ranked journals
