    La nuova Vercelli

    No full text

Financial Fragility and Economic Fluctuations: Numerical Simulations and Policy Implications

    No full text
This paper proposes a simple prototype model that describes the complex dynamics of a sophisticated monetary economy. The interaction between the current and intertemporal financial constraints of economic units brings about irregular fluctuations at the micro and macro levels. By means of qualitative dynamic analysis and numerical simulations, we reformulate in more operational terms, and extend in a number of new directions, the model suggested recently by one of the authors (Vercelli, 2000) to study the interaction between financial fragility, modelled in terms of structural instability, and dynamically unstable financial fluctuations.Complex dynamics, Structural instability; Financial fragility; Economic fluctuations; Numerical simulations

Environment, human health, ambiguity and the precautionary principle

This article analyzes the Precautionary Principle (PP) from an institutional point of view. It shows that the implementation of the PP involves deep agency problems mainly because the benefits of precaution are very evenly distribuited under ambiguity

    Globalisation, Inequality and Health

As we suggested in a previous work (Borghesi and Vercelli, Sustainable globalisation, Ecological Economics, vol.44, n.1, 2003), the process of globalisation affects the sustainability of development mainly through three channels: economic growth, inequality and environmental degradation. This conceptual framework may help us to understand also the causal influence of globalisation on health that represents a fundamental dimension of the quality of life enjoyed by the people and of sustainability. For this purpose, the present paper aims to investigate both the direct and the indirect effects of post-war globalisation, with particular attention to the role played by inequality in the globalisation-health relationship. A few policy implications emerging from the analysis are also discussed, suggesting a policy strategy that can at the same time improve health and make the current globalisation process more compatible with sustainable development.globalisation, inequality, health, sustainable development

The diameter of cortical axons depends both on the area of origin and target

In primates, different cortical areas send axons of different diameters into comparable tracts, notably the corpus callosum (Tomasi S, Caminiti R, Innocenti GM. 2012. Areal differences in diameter and length of corticofugal projections. Cereb Cortex. 22:1463-1472). We now explored if an area also sends axons of different diameters to different targets. We find that the parietal area PEc sends thicker axons to area 4 and 6, and thinner ones to the cingulate region (area 24). Areas 4 and 9, each sends axons of different diameters to the nucleus caudatus, to different levels of the internal capsule, and to the thalamus. The internal capsule receives the thickest axon, followed by thalamus and nucleus caudatus. The 2 areas (4 and 9) differ in the diameter and length of axons to corresponding targets. We calculated how diameter determines conduction velocity of the axons and together with pathway length determines transmission delays between different brain sites. We propose that projections from and within the cerebral cortex consist of a complex system of lines of communication with different geometrical and time computing properties. © The Author 2013

Impatto a breve termine dell’inquinamento dell’aria nelle città coperte dalla sorveglianza epidemiologica EpiAir2. [Short-term impact of air pollution among Italian cities covered by the EpiAir2 project].

Abstract OBJECTIVES: to estimate the short-term impact of air pollutants on adult population of 23 Italian cities on the calendar period 2006- 2009 as part of the EpiAir2 project. DESIGN, MATERIALS AND METHODS: for each city, the short-term impact of air pollution on mortality was estimated. In particular, it was calculated the number of deaths attributable to particulate matter levels (PM10 and PM2.5) exceeding different thresholds deriving from the European Union legislation and the World Health Organization guidelines (PM10: 20 and 40 μg/m(3), reduction of 20% up to 20 μg/m(3) and more than 35 days per year with daily average above 50 μg/m(3); PM2.5: 10, 18 and 25 μg/m(3), reduction of 20% up to 18 μg/m(3)). The impact evaluation was done combining the effect estimates of air pollutant, the observed mortality level and the air pollution concentration measured by the ambient monitors. Regarding effects, the posterior city-specific distributions arising from a Bayesian metanalysis was employed. Uncertainty around the impact estimates was obtained by Monte Carlo methods. RESULTS: overall, in the 23 cities considered in the present study attributable deaths to short-term effects of PM10 concentrations above 20 μg/m(3) as annual average and of PM2.5 concentrations above 10 μg/m(3) on the period 2006-2009 was respectively 0.9% (assuming independence among cities the 80% credibility interval is 0.4-1.4) and 0.8% (80%CrI 0.2-1.3) of natural mortality. The impact was larger for the cities of the river Po valley, the Florence area and the large conurbations of Rome, Naples and Palermo: considering PM10 1.0% (80%CrI 0.4-1.5) vs. 0.4% (80%CrI 0.2-0.7) of natural deaths among the other cities in the study. Pollution reduction actions as prescribed by the European Union legislation, i.e. a 20% reduction up to 20 μg/m(3) for PM10 and up to 18 μg/m(3) for PM2.5, would have saved, over all the cities covered by this study, 42% and 51% of all attributable deaths, respectively. CONCLUSIONS: during the study period, air pollution exposure was responsible for a relevant impact on mortality in the enrolled cities. Policies based on percent reduction of PM10 and PM2.5 as prescribed by the European Union could substantially reduce the short term impact on population mortality
