Kielibarometri 2024
Vuoden 2024 Kielibarometri on jatkoa vuodesta 2004 lähtien neljän vuoden välein tehdyille kyselytutkimuksille, joiden tarkoituksena on valaista kielellisten oikeuksien ja palveluiden toteutumista Suomen kaksikielisissä kunnissa. Kartoituksen tekee Åbo Akademin Institutet för samhällsforskning oikeusministeriön toimeksiannosta, ja sitä voidaan käyttää tukena tietoon perustuvissa päätöksissä, jotka koskevat kielellisiä oikeuksia sekä kansallisella että paikallisella tasolla. Noin 1,85 miljoonaa suomalaista asuu kaksikielisissä kunnissa. Paikalliseen kielelliseen monimuotoisuuteen keskittyvä Kielibarometri tarjoaa tietoa siitä, miten suomen- ja ruotsinkieliset vähemmistöt kokevat palveluiden saatavuuden ja kieli-ilmapiirin.
Vuoden 2024 raportissa tarkastellaan erityisesti kielen käyttämisen, omankielisten palveluiden ja kieli-ilmapiirin kehitystä ajan mittaan. Raportti osoittaa, että kaksikielisten kuntien välillä on selviä eroja sen mukaan, onko kunnan enemmistökieli ruotsi vai suomi. Lisäksi raportista käy ilmi, että sekä ruotsin- että suomenkieliset vähemmistöt kohtaavat kaksikielisissä kunnissa haasteita, joskin erityyppisiä. Kolmeen mittausajankohtaan (2024, 2020 ja 2016) perustuva seuranta osoittaa myös, että kielteinen kehitys saattaa hyvinkin hidastua, ja myös myönteisiä trendejä on havaittavissa. Tulokset osoittavat, että kielellisiä oikeuksia on tarpeen vahvistaa myös jatkossa, erityisesti digitaalisissa ja julkisissa palveluissa, ja että kielellisten oikeuksien tuntemusta ja osallistavaa kieli-ilmapiiriä on tärkeä edistää
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Hands-off or Hands-on Governance for Public Innovation? : A Comparative Case Study in the EU Cohesion Policy Implementation in Finland
Public innovation is increasingly strived for by involving non-state agents in policy implementation. Public governance theory has assumed the public administration better govern the activity hands-off by providing incentives and pressure. The theory-driven research agenda has, however, not sufficiently put the assumption to test. This paper compares two similar public innovation projects in employment management of which one was governed hands-off and the other hands-on. The cases reveal several problems with hands-off governance eventually risking innovation while hands-on governance consistently support innovation. Contrary to previous assumptions hands-off governance through competition in a complex environment confound the objective of the project. Hands-on governance, meanwhile, provide information and support that help the project to experiment and learn. The public governance theory should recognize the innovation potential of hands-on governance in the often complex public sector and be wary of mixing hands-off and hands-on governing techniques.Peer reviewe
The Effects of Project Organization on Public Governance : Four Case Studies in the EU Cohesion Policy in Finland
Public policy is increasingly implemented with projects. The projects serve as policy instruments in governance systems, which aim for efficient and democratic governing of the contemporary liberal democratic societies with divergent mechanisms. The temporary project has been assumed to enhance policy implementation within a governance system by rendering timely cooperation and interventions possible and provide autonomy to experiment and learn. However, the temporality of projects can increase uncertainty and the project logic of action may clash with other logics of action and result in misunderstanding or disagreement. Despite the importance of new organizational forms for public governance, the effects of project organization on governance mechanisms has so far been insufficiently studied. To what extent do the temporality and action logic of projects actually contribute to or counteract the divergent governance mechanisms for effective and democratic public governance?
This dissertation argues that the lack of governance analysis of project organization stretches to a more fundamental shortage of theorizing project-based implementation from a governance perspective. As such, projects have been mostly perceived as administrative questions rather than as challenges for putting public policy into practice within a governance system. Governance systems are known to elude the conventional conception of the policy process as a cycle of sequential stages from planning to decision-making and implementation. This thesis applies the Multiple Governance Framework (MGF) to the analysis of project-based policy implementation. In distinction to other theoretical frameworks of the policy process, it is developed for theorizing the policy process from a governance perspective with focus on implementation.
The dissertation has a twofold analytical agenda. Firstly, the dissertation theorizes the potential effects of project organization on governance mechanisms. The organizational characteristics distinguishing projects from other organizations are identified based on project organization theory and research. The governance mechanisms with collaboration, quasi-markets and trust as their core are then distinguished based on the collaborative governance, metagovernance and interactive governance theories. By discussing the project organization in relation to the governance mechanisms, the hypothetical effects are outlined. Secondly, the dissertation analyzes empirically the effects of project organization on the governance mechanism. The findings are discussed in relation to the governing of implementation outlined by the MGF to analyze how the agents with divergent mechanisms are assigned different types of action in public governance.
The object of study is the European Union’s regional policy, the Cohesion policy, and its 2007-2013 program in Finland. As an early adopter of project-based implementation and one of the world’s largest policies with an intrinsic transformative agenda, the Cohesion policy offers an exemplary case for the study of public governance with a projectified policy. Applying a mixed methods approach, combining research articles with cross-sectional analysis of register and survey data and research articles with qualitative case studies, this article-based compilation dissertation provides extensive empirical evidence of governance challenges arising from project organization.
The dissertation identifies the key governance agents and activities of public project organization, such as public managers with discretion over project funding and project managers managing the various phases of the project. The dissertation also theorizes the potential effects of project organization on the governance mechanisms put forth by collaborative governance, metagovernance and interactive governance theories. As a result of empirically testing the assumptions, the study shows that there is both a transformative and a redistributive rationale in the Cohesion policy, indicating project-based policies may be driven by several rationales that potentially generate divergent goals for projects. The putatively flexible project organization entails bureaucracy by requiring funding applications and reports. However, the extent to which bureaucracy is perceived as red tape is found to be affected by individual professional experience. The project organization requires public managers to collaborate but presents a potential problem with its logic of action that is at odds with the logic of the public administration. Public managers are found to increase the gains from the involvement of different agents on the condition that the project manager is receptive to the logic of the public administration. Finally, the temporary organization is found to increase the uncertainty of the metagovernance mechanism without capitalizing on the autonomy. The project provides, however, a responsive outset for interpersonal trust to be formed through dynamic interaction between the public official and project manager. The trust enables the project to preserve its autonomy while providing the public administration scrutiny over the project.
The dissertation shows that the theories of collaborative governance, metagovernance and interactive governance should take into account the uncertainty generated by the temporality of project organization and the potential disjunction of logics between involved agents. With the right governance mechanisms, the project organization can provide an added value to an effective and democratic public governance. The MGF is, contrary to its promises, uninformative regarding the structuring of governance mechanisms and assignment of roles to agents in public governance. However, by theorizing the project-based implementation from a governance perspective, the MGF assists in analyzing how non-state agents unintendedly can act with tasks that overreach their formal mandate in a fluid and complex governance system.Politiikkaa toimeenpannaan yhä useammin projekteissa. Projektien oletetaan tarjoavan mahdollisuus sovellettuihin toimenpiteisiin ja kokeiluihin, joiden on viime kädessä ajateltu edistävän tehokasta ja demokraattista yhteiskunnan hallintaa. Saman aikaisesti projektit ovat myös hallintamekanismien kohteita, joilla pyritään tasapainoilemaan autonomian ja kontrollin välillä politiikan toimeenpanossa. Projektien ominaisuudet, väliaikaisuus ja toimintalogiikka, jotka oletettavasti hyödyttävät toimeenpanoa voivat kuitenkin myös hankaloittaa hallintaa esimerkiksi lisäämällä epävarmuutta ja tiedon kulkua. Projektien yleisyydestä huolimatta tunnemme riittämättömästi niiden vaikutuksia hallintamekanismeihin.
Tässä väitöskirjassa analysoidaan projektiorganisoinnin vaikutuksia hallintamekanismeihin politiikan toimeenpanossa. Tutkielma kokoaa yhteen teoreettiset keskustelut projektien mahdollisista vaikutuksista mekanismeihin ja testaa ne empiirisesti kattavalla aineistolla. Tutkimuskohteena on Euroopan unionin aluekehityspolitiikka, koheesiopolitiikka, joka on yksi maailman suurimmista julkisista politiikkaohjelmista ja projektiperustaisen toimeenpanon pioneeri. Analysoimalla koheesiopolitiikan toimeenpanoa Suomessa neljässä tutkimusartikkelissa väitöskirja osoittaa mitä vaikutuksia projektiorganisoinnilla on yhteiskuntaohjaukselle toimivassa demokratiassa.
Artikkelit näyttävät, että projektiperustaisessa politiikassa voi olla useita päämääriä, joista voi seurata erilaisia ja toisinaan ristiriitaisia tavoitteita projekteille. Artikkelit problematisoivat projektien oletettua joustavuutta osoittamalla, miten projektit aiheuttavat byrokratiaa ja analysoimalla mikä selittää kokemusta siitä taakkana. Lisäksi artikkelit osoittavat, että virkamies voi tietyin edellytyksin lisätä yhteistoiminnan höytyjä projektissa. Lopuksi artikkelit näyttävät, että projektiperustainen toimeenpano hyötyy dynaamisesta vuorovaikutuksesta virkamiehen ja projektijohtajan välillä, kun taas pidättyväinen hallintastrategia voi vaarantua projektien aiheuttamasta epävarmuudesta.
Väitöskirja vetää johtopäätökset, että projektiorganisointi voi toimia sekä katalysaattorina että esteenä hallintamekanismeille. Oikeissa olosuhteissa, ottaen huomioon projektien väliaikaisuuden ja toimintalogiikan aiheuttama epävarmuus, voi projektiperustainen toimeenpano edistää tehokasta ja demokraattista yhteiskuntaohjausta.Politik implementeras allt oftare genom projekt. Projekten antas erbjuda möjligheter till anpassning av åtgärder och utrymme för experimentering, vilket är tänkt att ytterst bidra till effektiv och demokratisk styrning av samhället. Samtidigt är projekten också föremål för styrmekanismer, med vilka man försöker balansera mellan autonomi och kontroll i implementering av politik. Projektens egenskaper, tillfällighet och handlingslogik, vilka antas gynna implementering kan dock också ställa till det för styrningen genom att t.ex. öka på osäkerheten och informationsflödet. Trots utbredningen av projekt i implementering känner man otillräckligt till hur projekten påverkar styrmekanismerna.
I denna doktorsavhandling analyseras projektorganiseringens effekter på styrmekanismer i implementering av politik. Studien sammanställer de teoretiska resonemangen för projektens möjliga inverkan på mekanismerna och testar dem sedan empiriskt med ett omfattande data. Studieobjektet är Europeiska unionens sammanhållningspolitik, en regional utvecklingspolitik som är ett av världens största offentliga policy och som gått i bräschen för projektbaserad implementering. Genom en analys av sammanhållningspolitikens implementering i Finland i fyra vetenskapliga artiklar visar doktorsavhandlingen vilka implikationer projekt kan få för offentlig styrning i en fungerande demokrati.
Artiklarna visar att en projektbaserad policy kan ha flera ändamål, vilket föranleder olika och ibland motstridiga målsättningar för projekten. Artiklarna problematiserar också projektens påtänkta flexibilitet och visar hur de ger upphov till nya former av byråkrati och analyserar orsaken till att detta kan upplevas belastande. Vidare finner vi att tjänstemän kan öka nyttan av samverkan i projekt under vissa förutsättningar. Slutligen påvisar artiklarna att projektdriven implementering gynnas av en dynamisk och fortgående interaktion mellan tjänsteman och projektledare, medan en återhållsam strategi riskerar att bli lidande av osäkerheten som följer av projektens tillfällighet.
Doktorsavhandlingen drar slutsatserna att projektorganisering kan agera både som katalysator men också som förhinder för styrmekanismer. I rätta omständigheter med beaktande av osäkerheten som följer av projektens tillfällighet och handlingslogik kan projektbaserad implementering gynna effektiv och demokratisk samhällsstyrning.ei saavutettav
Vad förklarar variationen i projektens effektivitet? : En granskning av organisatoriska egenskapers inverkan på effektivitet i tillfälliga organisationer
Offentliga sektorns verksamhet organiseras allt oftare i form av projekt. Inom regionalpolitiken är projekt redan det vanligaste sättet att genomföra verksamhet. Användningen av projekt motiveras med förväntningar om effektivitet. Projektens effektivitet antas utgående från projektteorin med förankring i företagsvärlden grunda sig på deras tidsbegränsning, möjlighet till att föra samman olika aktörer och flexibla organisationer. Kritiker har dock ifrågasatt inverkan av dessa egenskaper på projektens effektivitet i en komplex miljö som offentliga sektorn. Oklarhet råder dock i frågan på grund av bristfällig forskning i området. Utbredningen av projekt inom offentliga sektorn gör att kunskap om vad som påverkar projektens effektivitet är av central betydelse för organisering av verksamhet. Mätning av effektivitet i offentliga sektorn är också mer komplicerat än i företagsvärlden. Kunskap om hur projektens effektivitet i offentliga sektorn kan förstås är viktigt för organisering av verksamhet. Denna avhandling visar om projektens egenskaper, som förklarar projektens effektivitet i företagsvärlden, förklarar variationen i projektens effektivitet i offentliga sektorn. I undersökningen diskuteras och operationaliseras också olika sätt att mäta projektens effektivitet i offentliga sektorn.
Projektens egenskaper, vars betydelse för effektiviteten i offentliga sektorn utgående från projektteorin undersöks, är projektets längd, närvaro av tidspress i projektet, fortsättningen av projektet efter dess avslutning, grad av samverkan av offentliga aktörer i projektet och projektets storlek. Dessa är undersökningens oberoende variabler. Projektens effektivitet mäts med fyra mått som motsvarar de centrala dimensionerna av effektivitet i offentliga sektorn. Effektivitetsmåtten är undersökningens beroende variabler. Som metod används multivariat regressionsanalys.
Resultaten visar att projektens effektivitet i offentliga sektorn påverkas delvis av projektens längd, närvaro av tidspress, grad av samverkan och organisationsstorlek. Kortare projekt är mer effektiva än längre projekt. Närvaro av tidspress ökar också på projektens effektivitet. Graden av samverkan av offentliga aktörer i projektet ökar inte direkt på projektens effektivitet men uppvisar vissa tecken av inverkan på effektivitet. Mindre projekt är däremot inte mer effektiva än större projekt. Tvärtom visar sig större projekt vara mer effektiva än mindre projekt. Undersökningen klargör att företagsvärldens antaganden om vad som förklarar projektens effektivitet endast delvis gäller för projekt i en komplex miljö som offentliga sektorn. Genom att beakta projektens längd, närvaro av tidspress, möjlighet till samverkan och organisationsstorlek kan projekten bland annat i regionalpolitiken organiseras effektivare. Undersökningen visar också att olika mått bör användas tillsammans i mätning av projektens effektivitet i offentliga sektorn. Undersökningens resultat kan gynna organisering av projekt i offentliga sektorn, inverkan av politiken och den framtida samhällsutvecklingen
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
