Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
STUDIES ON THE IMPLEMENTATION OF THE STRATEGY FOR LOCAL DEVELOPMENT IN THE LOCAL ACTION GROUP SOUTH- OLT
As a result of the investments made with financial support in the pre-accession commercial farms have failed than to a small extent to adapt to current market needs. It is therefore necessary, improving competitiveness of farms, especially those of semi-subsistence that investment in fixed capital and introducing new technologies and performance will lead to the transformation of a large number of such farms in farms viable. Since Romania joined the European Union, Romanian farmers can access grants for modernization of agricultural holdings under the National Program of Rural Development Programme (RDP) financed under the European Rural Development (EAFRD). Axis IV LEADER essentially starts from the idea that the development of local communities can not be achieved without active citizens in involvement process and decision making. Otherwise there is a need to create local level, the structures that bring together representatives of public sectors private and civil society in an established territory, identify weaknesses and strengths and to prioritize territory, implement appropriate actions and then share their experiences and good practice with other partner structures similar
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Finally, we show by means of an example that our findings have a high practical relevance.information science;Pearson correlation;cosine;similarity measure;author cocitation analysis
STUDIES ON THE ALLOCATION OF FUNDS FROM THE NATIONAL RURAL DEVELOPMENT PROGRAMME, THROUGH THE MEASURE 112 "YOUNG FARMER" IN OLTENIA REGION
The National Rural Development Programme is a complex programme prepared by the representatives of the Ministry of Agriculture and Rural Development following the consultations with the representatives of the bodies, organizations and social partners who activate in this sector and approved, after more rounds of negotiation by the European Commission. One of the most important elements of PNDR (NRDP- the National Rural Develpment Programme) is related to the implementation of the measures stipulated within the European Agricultural Fund for Rural Development (FEADR- EAFRD the European Agricultural Fund for Rural Development). This Fund continues to support the rural development by means of the european funds started through the SAPARD programme, having a similar structure and implementation method. The measure 112 "The Young Farmers Installation" frames within Axis I – "Increasing competitiveness of agricultural and forestry sectors" and has as general objective increasing competitiveness of the agricultural sector through a better use of the human resources and of the production factors as well as metting the national and community standards.During 2012, Region 4 Oltenia got above 40% within the selection process in the session organized during 2012
STUDIES REGARDING THE ABSORPTION OF THE FUNDS GRANTED WITHIN THE NATIONAL RURAL DEVELOPMENT PROGRAMME "SUPPORTING SEMI-SUBSISTENCE FARMS" IN THE OLT COUNTY
The PNDR (the National Rural Development Programme) is a complex programme designed by the representatives of the Ministry of Agriculture and Rural Development after consultations with representatives of various organisms, organizations and social partners in this field, and which has been approved by the European Commission after several rounds of negotiations. The PNDR is a set of measures intended to support agricultural development in Romania, aiming at sustaining a developed, more efficient agriculture, and especially at supporting the passage from a fragmented, unprofitable agriculture, to a modern one.Measure 141" Supporting semi-subsistence farms" is part of Axis I –"Improving the competitiveness of the agricultural and forestry sector", the main objective of which is to increase the competitiveness of agricultural exploitations undergoing reconstruction in view of facilitating transition-related issues, given the competitive pressure to which the agricultural sector and the rural economy are exposed because of the single EU market. The maximum irredeemable amount which can be granted as project finance within Measure 141 is €1.500 /year/semi-subsistence farm. In the Olt County, in the 4 years of submission sessions, 1.313 projects were selected for payment
STUDIES ON THE STAGE OF IMPLEMENTATION OF THE LOCAL DEVELOPMENT STRATEGY AT THE , LOCAL ACTION GROUP "ŢINUTUL CLOŞANI", THROUGH THE NATIONAL RURAL DEVELOPMENT PROGRAM 2014-2020
Local Action Groups (LAG`s) that operate in a rural territory, with a population between 10,000 - 100,000 inhabitants and the density of maximum 150 inhabitants per km2 are the beneficiaries of the LEADER Program. The financing plan of the Local Development Strategy (LDS) of the LAG "ŢINUTUL CLOŞANI", is: 2,613,306.31 euros, of which: 1,933.756 euros - the amount related to Component A; 679,550.31 euros - the sum related to Component B, representing the bonus allocated by the Managing Authority of the National Rural Development Program. Within the activity of the LAG "ŢINUTUL CLOŞANI", in the reference period studied, respectively 11.11.2016 - 01.10.2018, a single selection call was launched for the measure M1 / 6B, during the period 31.10.2017 - 30.11.2017, call from selection which was subsequently extended until 14.12.2017. During this selection call, a budget of 1,175,762 euros was allocated, out of which funds with a public value of 917,043 euros were contracted at the LAG level and 907,052 euros in the last evaluation phase (ARIF). According to the selection calls submitted until 01.10.2018, it follows that in the future selection calls will be allocated the remaining unused amounts, respectively: 258,719 euros - M1 / 6B; € 405,412 - M2 / 1A; 456,731 euros - M3 / 2A; 54,075 euros –M4 / 1B
STUDIES REGARDING THE IMPACT OF THE IMPLEMENTATION OF SUB-MEASURE 6.4 - "SUPPORT FOR INVESTMENTS IN THE CREATION AND DEVELOPMENT OF NON-AGRICULTURAL ACTIVITIES" OF THE NATIONAL RURAL DEVELOPMENT PROGRAM, IN THE DEVELOPMENT SECTOR OF RURAL TOURISM IN OLTEN
Sub-measure 6.4 "Support for investments in the creation and development of non-agricultural activities" falls within measure 06 "Development of farms and enterprises" and contributes to the areas of intervention: 5C - Facilitating the supply and use of renewable energy sources, by-products , waste and residues and other non-food raw materials, for the purpose of bio-economy; and 6A - Facilitating the diversification, establishment and development of small businesses, as well as job creation. In this paper, it was proposed to follow the dynamics of investments in the development sector of rural tourism by measure 6.4, in the South-West Region Oltenia, where 47 projects were financed, with an eligible value of 3,290,000 euros, where the highest eligible value was for Gorj county with 2,100,000 euros, followed by Mehedinti county with eligible value of 700,000 euros, followed by Dolj county with an eligible value of 210,000 euros, and in the last place was Olt counties (eligible value 140,000 euros) and Valcea (eligible value 140,000 euros), in the period 2015-2017
Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
