PENILAIAN PERSEPSI OWNER TERHADAP KOMPETENSI KONSULTAN PENGAWAS PADA PROYEK-PROYEK PEMBANGUNAN JALAN PROVINSI SUMATERA BARAT (STUDI KASUS LINGKUNG DINAS PRASJAL TARKIM)
The development of infrastructure (road) in West Sumatera makes the
requirement of competent supervision consultants increasing. Electronic
government procurement system will increase transparency, fair competition
among supervision consultants (between local grade and national grade
consultants) in order to acquire construction works. Good competence is crucial in
winning the competition. This study aims to map the required competencies of
supervision consultant in Dinas Prasarana Jalan Tata Ruang dan Permukiman of
West Sumatra province. The research data was obtained through a questionnaire
filled by officials who have been involved in the implementation of24 packages of
road projects in 2014 in Dinas Prasarana Jalan Tata Ruang dan Permukiman of
West Sumatra province. Questionnaires contain 35 variables of competencies
which were adopted from Kompetensi Kerja Nasional Indonesia (SKKNI) 2003,
several standards and applied regulations of technical competence, also through
discussions with stakeholders who have been involved directly in the road project
implementations,which subsequently adjusted to the conditions / needs of the
superintendent / the owner of the project. The data analysis was using
Requirement-Satisfaction Analysis (RSA) method which is modified from
Importance-Performance Analysis (IPA) and Importance Satisfaction Analysis
(ISA) method through two methods, quadrant analysis method and gap analysis
method. The analysis of the data found that the owner level of satisfaction of the
supervision consultant’s competence are at an average score of 3.55 (1-5 rating
scale, score 3 = moderate). Major deficiencies are identified on supervision
consultants, which are: (1) Technically supervision consultants have not been able
to represent the project owner to supervise the project with a gap value of the total
of 1.70, (2) to provide daily, weekly and monthly report on-time, (3) Intensity of
the presence of personnel in the field,(4) to understand the rules and regulations
related to the implementation of the work / construction and (5) Understanding of
personnel on contract.Therefore, these factors should be a concern, either by
supervision consultants themselves and the government as well, in order to
perform an excellent work, to achieve the success of the project where the cost,
time and quality are met, satisfied purpose and administration, which eventually
will lead to the enhancement of the local supervision consultant’s competence.

MASTERPLAN PENATAAN KAWASAN GOR H. AGUS SALIM
Gelanggang Olah Raga (GOR) H Agus Salim merupakan GOR kebangaan
Urang Minang, juga merupakan kandang dari Klub Sepak Bola Semen Padang FC
dan PSP Padang. Stadion yang dibangun tahun 1983 ini punya sejarah panjang
bagi persepakbolaan Ranah Minang, pernah direnovasi setelah gempa besar tahun
2009. Sebagai GOR yang multifungsi sekarang kondisinya sangat memprihatinkan
seiring melorotnya prestasi Semen Padang FC dan PSP Padang, seakan tak
terawat dan tak tertata dengan baik, Banyak bangunan penunjang yang tidak layak
dan tak terawat, beralih fungsi, tata letak lapangan cabang olah raga yang terlalu
dekat, para pedagang yang mendominasi hampir semua kawasan GOR sehingga
memerlukan penataan kembali kawasan GOR H. Agus Salim agar stadion yang
banggakan tersebut bisa kembali menjadi kawasan olahraga yang representatif.
Kegiatan ini bertujuan untuk merancang Masterplan Penataan Kawasan GOR H.
Agus Salim yang menjadi acuan (guideline) dan pedoman bagi Pemerintah
Provinsi Sumatera Barat sebagai pihak pengelola melalui Dinas Bina Marga Cipta
Karya dalam pelaksanaan pembangunan kawasan GOR H, Agus Salim.
Masterplan ini menjadi solusi permasalahan sarana, prasarana, infrstruktur,
fasilitas dan utilitas kawasan GOR H. Agus Salim sehingga terwujudnya suatu
desain kawasan (masterplan) yang komprehensif baik ditinjau dari aspek teknis,
sinergisitasnya dengan kawasan sekitarnya, maupun aspek ekonomis sebagai
panduan pelaksanaan pengembangan GOR H. Agus Salim agar memenuhi standar
dan aturan teknis yang berlaku, termasuk database asset yang valid dan
pengaturan kelembagaan penyelenggaraan pengelolaan pembangunan Kawasan
GOR H. Agus Salim

Data for this study was collected in 2016 by distributing a questionnaire to three key persons who are in charge in provincial road construction projects during 2014. An Expectation-Performance Analysis was conducted in order to map the required competency of the personnel in a quadrant. The study found that from 35 items of required competency, 15 items are performed under expectation and need to be improved

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
