Study of ππ0 production by pions in the nuclear Coulomb field at threshold

The cross section of the reaction {Mathematical expression} at 40 GeV on C, Al, Fe nuclei has been determined for small 4-momentum transfers t<2·10-3 (GeV/c)2 and invariant mass of π-π0S<10 mπ2. The obtained result is in agreement with Adler's PCAC anomaly and colour SU(3) theory
Fractal Folding and Medium Viscoelasticity Contribute Jointly to Chromosome Dynamics
Get PDFChromosomes are key players of cell physiology, their dynamics provides valuable information about its physical organization. In both prokaryotes and eukaryotes, the short-time motion of chromosomal loci has been described with a Rouse model in a simple or viscoelastic medium. However, little emphasis has been put on the influence of the folded organization of chromosomes on the local dynamics. Clearly, stress propagation, and thus dynamics, must be affected by such organization, but a theory allowing us to extract such information from data, e.g., on two-point correlations, is lacking. Here, we describe a theoretical framework able to answer this general polymer dynamics question. We provide a scaling analysis of the stress-propagation time between two loci at a given arclength distance along the chromosomal coordinate. The results suggest a precise way to assess folding information from the dynamical coupling of chromosome segments. Additionally, we realize this framework in a specific model of a polymer whose long-range interactions are designed to make it fold in a fractal way and immersed in a medium characterized by subdiffusive fractional Langevin motion with a tunable scaling exponent. This allows us to derive explicit analytical expressions for the correlation functions
Determination of the branching ratio ofρ 0→+μ− in the coherent dissociation π−→μ+μ−π− and π−→π+π−π−
No full textIn the diffraction dissociation of π- into μ+μ-π- on a Cu nucleus at 50 GeV/c, the cross section {Mathematical expression} for the 1+S(ρ0π) wave was measured. The branching ratio of ρ0→μ+μ- could be calculated from the ratio of this and the corresponding cross sections in the diffraction dissociation of π- into π+π-π-. The obtained value {Mathematical expression} is in good agreement with the branching ratio {Mathematical expression}, as expected if eμ universality holds
Information security of the personnel of the State Border Guard Service of Ukraine: problematic issues of normative and legal regulation
Get PDFThe article analyses the current legislation of Ukraine which provides for normative and legal regulation of public relations in the information sphere of activity of security and defence forces, in particular, the State Border Guard Service of Ukraine, and also the scientific views of scholars on the content of the concepts of information security of an individual, society and the State.
Based on the results of the analysis, the study provides a definition of the concept of information security of the personnel (officers and officials) of the State Border Guard Service of Ukraine with due regard for the need to ensure civil rights and obligations in the information sphere and to fulfil the requirements determined by the specifics of official activities and the legal status of personnel regarding the collection, storage, use and dissemination of information.
It is proposed to consider information security of the personnel of the State Border Guard Service of Ukraine in the structural aspect as a certain state and as a process. In the structural aspect, the concept of information security of the personnel of the State Border Guard Service of Ukraine includes the following components: protection of constitutional rights and freedoms of a person with regard to information; protection of information networks and services; protection of personal data; protection of restricted information; protection against hostile propaganda, distortion of information, disinformation, fakes, etc. Information security as a state is determined by the degree of achievement of the greatest correspondence (balance) between the vital personal and official (state) interests of the personnel of the State Border Guard Service of Ukraine in the field of collection, storage, processing, analysis and exchange of information. In the functional aspect, information security is identified with the concept of “ensuring security” and is viewed as a set of organisational, legal, technical, managerial and other measures which constitute the process of ensuring the security of public relations in the information sphere.
The author emphasises the need to improve the legal and regulatory framework for the activities of the personnel of the State Border Guard Service of Ukraine in the information sphere, and also provides proposals for amending the current legislation of Ukraine, in particular, the Law of Ukraine “On the State Border Guard Service of Ukraine”
Experimental measurement of the γ→3π coupling constant
No full textWe present the results of an experimental investigation of the production in the nuclear Coulomb field of low-invariant-mass pions pairs by the reaction -Z'-0Z at 40 GeV. We have obtained for the first time the experimental value of the '3 coupling constant F3(0)=13.0±0.9±1.3 GeV-3, where the first (second) error is statistical (systematic). This result is in agreement with calculations based on the theory of chiral anomalies
Cross sections of backward proton production in interactions
No full textThe inclusive cross sections of backward proton production in -Be, Al, Cu, Pb interactions at 40 GeV/c are presented. Protons have been detected in the angular range 150°–165° and kinetic energy region 0.1–0.3 GeV. The invariant cross-section ratios for various beam particles are independent of the values of kinetic energy and of the nuclear target type: . The A-dependence of the cross-section slope parameter for A⩾27 is less than ∼2%

Get PDFThe issues of borders and national foundations of state formation are of great importance in Ukraine. Ukraine is developing within the existing borders on the basis of use by the Ukrainian nation of its inalienable right for self-determination, provides the safeguard and protection of the national statehood of the Ukrainian people, and takes the lead on its territory. The inviolability of the territory of Ukraine within the existing borders implies the inviolability of these borders.
The aim of this article is to characterize the safeguard and protection of the state border of Ukraine as a component of ensuring of the national security of Ukraine.
The safeguard and protection of the state border are one of the important types of state activity.
They are of particular relevance and importance in modern conditions after the events of 2014 and subsequent years. Earlier, the issue was the safeguard of the state border of Ukraine within the framework of law enforcement activities, but today, the issues of safeguard and reliable protection of the state border, ensuring the security of the state border and cross-border security of Ukraine are considered as important components of the country’s security and defence.
In the scientific literature the content of governance in this area being considered differently. In particular, as a separate subsystem of public administration in the administrative and political sphere at the level with the management of state or military security and defence, components of national or internal security of Ukraine, etc. There is no single point of view on this matter in the theory of administrative law.
Based on the analysis of the current legislation of Ukraine, the content of the concepts of national and border security of Ukraine, scientific views, available in the theory of administrative law, the author concluded that the safeguard and protection of the state border ensure the safety of the state border of Ukraine and cross-border security of Ukraine. Cross-border security, in its turn, is an element (separate subsystem) of Ukraine\u27s national security.
Security of the state border – is protection of its inviolability and, accordingly, stability of its passing, designation, order of supply, crossing, maintenance, etc. Any violations of the state border regime must be decisively suppressed. Cross-border security – is a component of national security of Ukraine and provides security of the state border, protection of state sovereignty and territorial integrity of Ukraine within existing borders, other vital national interests of Ukraine from external and internal threats in the field of border activity (at the state border and cross-border space).На основі аналізу чинного законодавства України, наявних у теорії адміністративного права наукових поглядів щодо змісту понять охорони та захисту державного кордону, безпеки державного кордону, національної і прикордонної безпеки, сфер державного управління охарактеризовано управління у сфері охорони та захисту державного кордону України як підсистему у структурі адміністративно-політичної сфери державного управління та складову забезпечення національної безпеки України. Investigation of the chiral anomaly γ→3π in pion pair production by pion in the nuclear Coulomb field
No full textThe vertex 3 has been investigated in the reaction of pion pair production by pions in the nuclear Coulomb field, -+(Z,A)-+0+(Z,A), in the region of low-invariant-mass -0 pairs. The experiment has been carried out in the 40-GeV pion beam of the IHEP accelerator (Serpukhov) with the SIGMA spectrometer. We have measured for the first time the cross section of the reaction in the region of momentum transfer squared q2<2×10-3 (GeV/c)2, /Z2=1.630.230.13 nb, and the 3 coupling constant F3=12.90.90.5 GeV-3, where the first (second) error is statistical (systematic). The obtained result agrees with the calculations based on the Wess-Zumino-Witten effective Lagrangian. The hypothesis of chiral anomalies and the color-SU(3) quark symmetry are confirmed
Форми оперативно-службової діяльності органів (підрозділів) охорони державного кордону України: поняття і правове регулювання
Get PDFAs the objective of this article, the characteristics of the concept and legal regulation of the Ukrainian state border guard agencies’ (units) operative and service activities forms are chosen. Such activity is a type of law enforcement activity. The level of the rule of law compliance of such agencies (units) officials and official persons’ service activities depends on the state of its legal regulation.
Based on the analysis of the current Ukrainian legislation and scientific views, the author characterized such forms of operative and service activities as border guard and border control. The author\u27s definition of individual concepts is formulated. In particular, according to the author, Ukraine’s state border guard unit is SBGSU state border guard agency’s structural unit, which is responsible for the state border’s certain section protection. The operative and service activities of such units is one of the forms of its state (official) external activity, which is implemented in the border guard service process and carrying out other measures, in accordance with the law enforcement and other SBGSU credentials, concerning persons and legal entities not subordinate to this unit, which implies the origin of all kinds of social relations. The form of operative and service activities of the respective unit is a system of interrelated measures reflecting the content of law enforcement and other credentials of the State Border Guard Service of Ukraine in a certain direction of its state (official) external activities.
The forms of operative and service activities are categorized. It is offered to regulate these concepts at the level of the Law of Ukraine “On the State Border Guard Service of Ukraine” and by-laws.На основе анализа действующего законодательства Украины, научных взглядов ученых осуществлено характеристику отдельных форм оперативно-служебной деятельности органов (подразделений) охраны государственной границы Украины. Сформулированы определения понятий: «оперативно-служебная деятельность», «форма оперативно-служебной деятельности подразделения охраны государственной границы Украины». Предложено урегулировать эти понятия на уровне Закона Украины «О Государственной пограничной службе Украины» и подзаконных нормативно-правовых актов.На основі аналізу чинного законодавства України, наукових поглядів учених здійснено характеристику окремих форм оперативно-службової діяльності органів (підрозділів) охорони державного кордону України. Сформульовані визначення понять: «оперативно-службова діяльність», «форма оперативно-службової діяльності підрозділу охорони державного кордону України». Diagnosis of Acute Respiratory Distress Syndrome in Nosocomial Pneumonia
Get PDFObjective: to define the informative value of the parameters of gas exchange, lung volumetry, and central hemodynamics in the diagnosis of acute respiratory distress syndrome (ARDS) in nosocomial pneumonia (NP). Subjects and methods. The study included 38 patients with cancer and severe injury who were divided into 3 groups in accordance with the diagnostic criteria of ARDS and NP: 1) patients with ARDS + NP; 2) those with NP; 3) those with non-ARDS, non-PN. ARDS was diagnosed in 2 steps. At Step 1, the investigators took into account risk factors for ARDS and used the lung injury scale developed by J. Murray et al. and the ARDS diagnostic criteria defined by the American-European Consensus Conference on ARDS. At Step 2, after obtaining the data of lung volume-try (1—2 hours after Step 1), they assessed the compliance of the above criteria for ARDS with those developed by the V. A. Negovsky Research Institute of General Reanimatology, Russian Academy of Medical Sciences, and redistributed the patients between the groups. The stage of ARDS was determined in accordance with the classification of the above Institute. All the patients underwent a comprehensive examination the key element of which was to estimate gas exchange parameters and to monitor lung volumetry and central hemodynamics by the transpulmonary thermodilution methods, by using a Pulsion PiCCO Plus monitor (Pulsion Medical Systems, Germany). The findings were statistically analyzed using a Statistica 7.0 package (arithmetic mean, error of the mean, _ Student’s test, Newman-Keuls test, correlation analysis). The difference was considered to be significant if p-value was Results. The patients with ARDS + NP were observed to have a significantly lower oxygenation index (10 ml/kg) and Murray scale scores (>2) than those in patients with NP without ARDS. The reference values of the pulmonary vascular permeability index due to its inadequate informative value call for further investigation. The volumetric parameters of central hemodynamics are required to confirm the non-cardiogenic nature of pulmonary edema. Conclusion. Oxygenation index, ELWI, static lung compliance, and Murray scale scores are of informative value in the diagnosis of ARDS in NP. The use of the criteria developed by the V. A. Negovsky Research Institute of General Reanimatology allows the false-positive results of the diagnosis of ARDS in NP to be ruled out in 21.7% of cases. Only the integrated assessment of these parameters enables the diagnosis of ARDS in NP. Isolated analysis may lead to diagnostic errors. No increase in ELWI was found in NP without ARDS.
