    What direction for Turkey? A plea for political reconciliation. EPIN Commentary No. 26/14 October 2015

    Even before the recent terrorist attacks in Ankara, Turkey was a country in crisis. In this EPIN Commentary Umut Uzer attempts to shed light on the political turbulence and increasing polarisation in the country, and makes a plea for a return to consensus-building ahead of the fresh round of elections in November. The author also calls upon the EU to offer incentives to Turkey to continue on the path of EU membership, but if membership is out of the question, then other platforms for cooperation should be negotiated. The EU should speak in a candid manner and make clear what kind of future relationship it envisages for Turkey, because now, more than ever, cooperation is in both their interests

Ada: Türkiye, Yunanistan, Kıbrıs Rum ve Kıbrıs Türk kesimleri yönünden ve bununla birlikte uluslararası arenada söz sahibi birçok gelişmiş ülke için yıllardır güncelliğini koruyan sorunlar nedeniyle çalışma içeriğine konu edilmiştir. Kıbrıs adasından kaynaklı sorunlar için Türk ve Yunan devletleri üzerinden Kıbrıs Rum ve Türk toplumları, Avrupa Birliği ve özellikle de Birleşmiş Milletler birçok çözüm projesi üretmiş; ancak hiçbir zaman tam anlamıyla bir uzlaşma sağlanamamıştır. Kıbrıs sorununun çözümü için hayata geçirilen ve hazırlanan plan ve projeler arasında önemli bir yere sahip olan Annan Planı da öncesi ve sonrası ile plan sürecinde yaşanan tüm ayrıntıları ve sonuçları araştırılarak çalışma konusu içerisinde anlatılmaya çalışılmıştır. Kıbrıs sorununun devamında ada için birincil taraf rolünde olan Türk ve Yunan devletlerinin tarihsel sürecin akışına göre izlediği politikalar, milli hedefler ve diplomatik girişimlerde tetkik edilerek yorumlanmıştır. Kıbrıs adasında yaşayan Rum ve Türk topluluklarının birbirleriyle olan ilişkileri araştırılmış, buna bağlı olarak gelişen Türk ve Yunan ilişkileri de analiz edilmiştir. Çalışma hazırlanırken daha önce bu konuda yapılmış akademik çalışma ve akademik makaleler literatür incelemesi yapılarak incelenmiştir. Ayrıca bu konu üzerine yazılmış birçok kitap temin edilmiş, çalışmadaki konu başlıklarına göre yararlanılmaya çalışılmıştır. Bunlar dışında, ilgili uluslararası alanda ve ulusal anlamda yapılan birçok görüşme, toplantı, panel gibi çalışmalar incelenmiş, konu ile bağlantılı bölümlerde bu hususlardan da yararlanılmaya çalışılmıştır. Kıbrıs adasının Türk – Yunan devletleri açısından olan sorunun uzun yıllardır devam ettiği, bu sorunun özellikle adada yaşayan her iki toplum için de büyük kayıp ve sıkıntılar verdiği görülmektedir. Ancak, konuya objektif olarak bakıldığında, sorundan daha çok etkilenen, dışlanan ve birçok ülke tarafından ambargo uygulanan taraf adada yaşayan Türk halkı ve varlığı hala kabul edilmeyen Kuzey Kıbrıs Türk Cumhuriyeti olmuştur. The island has been chosen as subject of this study mainly because the Cyprus dispute has always been significant over the years for Turkey, Greece, Greek Cypriots and Turkish Cypriots. For the resolution of the issue many projects had been developed by Turkish and Greek goverments, by the Turkish and Greek Cypriot communities, the European Union and especially the United Nations. However, a full reconcilation has never been achieved. The Annan Plan which has an important place among other plans and projects dealing with the Cyprus issue, is explicated in this study in detail as well as the developments prior to its adoption as well as its aftermath. This thesis interpreted the policies, national goals and diplomatic initiatives pursued by the Turkish and Greek goverments regarding the Cyprus problem. Relations between Greek and Turkish communities living in Cyprus has ben explored and consequently evolving relations between Turkey and Greece has been analyzed. During the preparation of this study, previous academic studies and articles related to this subject were examined as a part of literature review. Also the thesis utilized many books in accordance with main topics in this study. Apart from these, national and international interviews, meetings and panels related to this subject have been studied. The dispute over the island in terms of Turkish and Greek goverments has been ongoing for quite a long time and has caused severe diffiulties for both communities. However, when objectively analyzed, the more affected, excluded, embargoed side was the Turkish people and the Turkish Republic of Northern Cyprus whose existence is yet to be accepted.     Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    The Alliance of Civilizations (AoC) project offers opportunity spaces for the United Nations as well as for Spain and Turkey to tackle the issues of radicalism and animosities between different cultures. This article puts the AoC in its historical and political context by analyzing the relevance of Turkish foreign policy and the ruling Justice and Development Party)s (JDP) orientation to domestic and foreign affairs. The AoC fits within the framework of JDP\u27s inclinations to solve all problems with its neighbors as well as with its manifest or latent Muslim identity. The major question is whether Turkey continues to perceive itself as a Western or Muslim country

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
