    Belediyelerde stratejik planlamada symbiocity yaklaşımı

İstanbul Sabahattin Zaim Üniversitesi, Lisansüstü Eğitim Enstitüsü, Kent Çalışmaları Doktora Programı, İstanbul, Türkiye.Çalışmanın amacı, stratejik yönetim, stratejik planlama, Symbiocity yaklaşımı ve ilgili bazı terimleri açıklamak, stratejik planların tarihçesine ve gelişim sürecine değinmek, 5018 (Kamu Mali Yönetimi ve Kontrol Kanunu, 2003: madde 9) ve 5393 (Belediye Kanunu, 2005: madde 41) Sayılı Yasalarla nüfusu elli binin üzerindeki belediyeler için bir zorunluluk haline getirilen uygulama alanlarından olan yerel yönetimlerde stratejik planlama sürecini örnekler üzerinden ele almak, Belediyeler için Stratejik Planlama Rehberi’ne göre stratejik planlarda yer alması gereken özellikle katılımcılık olmak üzere istenilen kriterleri açıklamaktır. Stratejik planların hazırlık süreçleri, durum analizleri, geleceğe bakışları, strateji geliştirmeleri (Amaç, hedef ve performans göstergelerinin belirlenmesi), izleme ve değerlendirmeleri, güncellemeleri ve sunumları ele alınmıştır. Belediyeler için Stratejik Planlama Rehberi incelenmiştir. İsveç’in sürdürülebilir kentsel gelişim modeli olarak adlandırılan ve kentsel sistemler arasındaki sinerjilerin katılımcı bir proje yaklaşımıyla keşfedilmesi yoluyla planlama ve uygulama olarak tanımlanan “Symbiocity” yaklaşımı, Büyükşehirlerin, büyükşehir ilçe belediyelerinin ve Mustafakemalpaşa Belediyesinin stratejik planlarının hazırlıklarında kullanılan analiz, metod ve yöntemler incelenmiştir. Mustafakemalpaşa Belediyesi’nin 2010-2014 ve 2015-2019 dönemleri Stratejik Planları incelenerek elde edilen bulgular karşılaştırılmıştır. Çalışmada Mustafakemalpaşa Belediyesi 2020-2024 yılları arası Stratejik planı çalışmalarında kullanılan “Symbiocity” yaklaşımı araçları ile yapılan analizler sunulmuştur.The aim of the study is to explain strategic management, strategic planning, Symbiocity approach and some related terms, to touch on the history and development process of strategic plans, through the examples of the strategic planning process in local governments, which is an imperative field for municipalities with a population of more than fifty thousand. According to the Strategic Planning Guide for Municipalities, it is to explain the desired criteria, especially participation, which should be included in the strategic plans. Preparation processes of strategic plans, situation analyzes, future views, strategy development (determination of objectives, goals and performance indicators), monitoring and evaluations, updates and presentations were discussed. Strategic Planning Guide for municipalities has been examined. The “Symbiocity” approach, which is called the sustainable urban development model of Sweden and defined as planning and implementation through the discovery of synergies between urban systems through a participatory project approach, the analysis, methods and methods used in the preparation of the strategic plans of the metropolitan, metropolitan district municipalities and the Municipality of Mustafakemalpaşa were examined. The findings obtained by examining the Strategic Plans of Mustafakemalpaşa Municipality for the period 2010-2014 and 2015-2019 were compared.     Son dönemde, ada ülkeleri de dâhil olmak üzere dünyanın tüm ülkelerinde salgın hastalıklar, afetler, iklim değişikliği ve yoksulluk gibi birçok olumsuzluk, kentleri ciddi şekilde etkilemektedir. Kentlerde yaşayan nüfus oranı göz önüne alındığında, kentlerin, burada yaşayan bireylerin ve yöneticilerin her türlü olumsuzlukla mücadeleye hazır olmaları, gereken aksiyonları almaları ve sonrasında oluşacak yeni koşullara karşı da dayanıklılık gösterecek kapasiteye sahip olmaları beklenmektedir. Bu çalışmada, dirençli kentler, akıllı kentler, yavaş kentler, yenilenebilir enerji kaynakları, mekânsal kentsel planlama, afetlerde hayvanların durumu ve ada yerleşim yerleri konularında yapılan çalışmalara yer verilmiştir. Adalarda, normal zamanlarda rutin faaliyetlerini sürdürerek ada halkına ve adaya gelen turistlere hizmet verecek, adanın ekonomik kalkınmasına katkı sağlayacak ve afet durumlarında, özellikle insanların ve evcil hayvanların acil ihtiyaçlarını karşılayacak, hayatta kalmalarını kolaylaştıracak, yenilenebilir enerji kaynaklarıyla kendi enerjisini üreten kentler oluşturulması hedeflenmiştir.Recently, it has been observed that many negativities such as epidemics, disasters, climate change and poverty have seriously affected cities in all countries of the world, including island countries. Considering the proportion of the population living in cities, it is expected that cities, their inhabitants and administrators will be ready to fight against any adversity, take the necessary actions, and have the capacity to show resilience against the new conditions that will arise afterwards. In this study, studies on resilient cities, smart cities, slow cities, renewable energy sources, spatial urban planning, the situation of animals in disasters, island settlements are included, and it is aimed to create cities that will serve the island people and tourists coming to the island by continuing their routine activities in normal times on the islands, support the economic development of the island, meet the urgent needs of people and other animals, especially pets, in case of disasters and facilitate their survival, and produce their own energy with renewable energy sources

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods

    We have done our best to complete the author checklist relating to the use of animals in the hut study. Note that the objective for the hut study was to evaluate the IRS treatment applications for residual efficacy against Anopheles mosquitoes, including the local An. coluzzii mosquito population. Cows were only used to attract mosquitoes into the huts and no tests were carried out directly on the cows. The author checklist is intended for use with studies where experiments are carried out on animals, which is why we have had such difficulty in completing this for the hut study, as many of the questions do not relate to how the cows were used
