In late February 1993, Indonesian author Hersri Setiawan arrived for a brief visit to Australia to participate in the Perth Writers' Festival at the Fremantle Arts Centre. A former political prisoner held for nine years in detention without trial, he managed to leave Indonesia several years ago and now lives in the Netherlands as a political exile. Slank, Musik, dan Kepentingan
Selama ini kita salah memandang musik hanya sebagai sebuah peristiwa seni yang netral dan tanpa bias. Musik sejak awal harus diklasifikasikan dalam dua kategoriberbeda. Pertama, ia adalah sebentuk karya seni bunyi yang dinikmati sisi estetisnya. Ide penciptaan bisa berasal dari mana saja, tapi tujuannya tetaplah memberi kenikmatan estetis pada pendengar. Kedua, karena kodratnya yang demikian, musik seringkali digunakan sebagai katalisator dalam menyampaikan pesan-pesan tertentu. Artinya musik tidak lagi netral, tapi berpihak. Hal itulah yang membedakan musik dengan kicauan burung. Sama-sama indah, tapi yang satu tak bisa disebut musik. Musik itu dilandasi dengan aspek kesengajaan, tidak hadir secara spasial. Kesengajaan maksud inilah yangdiperdebatkan, menempatkan musik “dalam bingkai kepentingan”. Tapi mari, walaupun sulit, kita lepaskan keterkaitan musik dengan penciptanya. Lepaskan musik dari beban-beban kepentingan musisinya. Biarkan bunyi musik itu mengalun, dinyanyikan, dan disenandungkan dalam peluh perjuangan mencari keadilan. Design of AXI4-Stream based Modulator IP Core for Visible Light Communication System-on-Chip
In this paper, the design of AXI4-Stream based modulator IP core for Visible Light Communication is reported. The modulator IP core conforms to the AXI4-Stream protocol standard, which is widely used in System-on-Chip (SoC) design. There are three modulation types in this IP core namely, Binary Phase Shift Keying (BPSK), Quadrature Phase Shift Keying (QPSK), and Quadrature Amplitude Modulation-16 (QAM-16). These modulation types are commonly used in the DCO-OFDM system. The modulation types can be selected programmatically from software that runs in the main processor by accessing the control register. The output of the modulator is designed for DCO-OFDM modulation using 64-point IFFT. According to the simulation results, this modulator IP core can achieve a throughput of 95.36 Mb/s, 184.77 Mb/s, and 347.81 Mb/s for BPSK, QPSK, and QAM-16, respectively. Latar belakang terhadap permasalahan adalah rusaknya shaft blower inlet
pada main blower, dan untuk spare part shaft inlet tidsk tersedia di gudang
akhirnya dilakukanlah rekondisi dengan bantuan mesin bubut. Namun pada saat
pengerjaan mesin bubut mengalami kendala yaitu macet tidak dapat berputar
kepala tetapnya, sehingga menyebabkan terhentinya pengerjaan merekondisi
shaft inlet main blower tersebut.
Penulis merangkum permasalahan-permasalahan dan mencoba
memecahkan masalah dengan menggunakan metode fishbone yaitu untuk
mengidentifikasi faktor-faktor penyebab yang mungkin timbul dari suatu
masalah dan fault tree analysis (FTA) yaitu metode menyelesaikan kasus
apabila terjadi suatu kegagalan atau hal yang tidak diinginkan dengan mencari
akar-akar permasalahan Basic Events yang muncul dan diuraikan dari setiap
indikasi kejadian puncak (Top Event).
Ada banyak penyebab kerusakan mesin bubut , dari penyebab-penyebab
tersebut dianalisa untuk menemukan penyebab utama di KM. KM.GUNUNG
DEMPO kerusakan mesin bubutnya adalah rusaknya plastic gear pada salah
satu susunan gear dalam kepala tetap. Kerusakan mesin bubut di
KM.GUNUNG DEMPO terutama pada plastic gear di karenakan perawatan
yang tidak sesuai dengan manual book dan juga pengetahuan crew mesin yang
kurang dalam pengetahuan tentang mesin bubut. Sehingga gear plastic pada
susunan gear dalam kepala tetap rusak. Untuk menangani masalah tersebut
berdasarkan penelitian oleh penulis dapat dilakukan upaya perawatan secara
rutin, penggantian sparepart juga penambahan pengetahuan dan kesadaran crew
mesin terhadap mesin bubut .

The background of this problem is damage to the inlet shaft blower on the
main blower, and for part spare shaft inlets that are not available, the
reconditioning is finally carried out with the help of a lathe. However, when the
lathe had a problem, the engine was jammed, the engine could not rotate its
head permanently, thus causing a stop to work to recondition the blower main
inlet shaft.

The author summarizes the problem and tries to solve the problem by
using the fishbone method, which is to identify the causal factors that may arise
from the problem and fault tree analysis (FTA), namely the method of solving
cases in case of failure or undesirable things by finding the root causes Basic
Events that appear and are explained by each indication of the Top Event.
There are many causes of lathe damage, from these causes analyzed to
find the main cause of damage to the KM. GUNUNG DEMPO on the lathe is
the destruction of plastic teeth in one of the fixed gear settings in the head.
Lathe damage in KM. GUNUNG DEMPO , especially in plastic gears because
of maintenance that is not in accordance with the manual and also the
knowledge of machine crews who lack knowledge in lathes. So that the plastic
gears on the gear arrangement on the head remain damaged. To overcome these
problems based on research by the author, routine maintenance efforts can be
made, replacing parts and increasing the knowledge and awareness of the
engine crew on the lathe

Depreciation charge is an event where the charge in the tank is reduced from
the boat load to ship unloading. From the description, tlere is a problem that can be
ccncluded is fakor-factors that can cause shrinkage of the charge and e{Torts to
prevent the depreciation charge on the ship MT" Sele. Then the author uses
descriptive qualitative approach. Descriptive-qualitative method is the study of
people and experiences that are reproduced with the collection of documents and
archives. The study compares the actual cases that occurred in the field with the
theories of the study of literature relevant to the problem under study that found the
caus€ of the problem.
In a study conducted by the author, the depreciation charge due to a lack of
understanding regarding the measurement procedures ABK correct charge. This
incident occurred while the ship finished loading at the port of Balikpapan, the
incident occurred when the helmsman perform retrieval of temperature with no
regard innage charge is measured but the helmsman ia carrying out the mea$urement

At the end wilt be a number of conclusions thai the factors that led to the
depreciation charge is due to a lack of understanding of the measurement p,rocedure
ABK oil and use the correct tools. So shrinkage cergo vessel that often ocsurs due to
a lack of accuracy in decision ABK temperature and lack of knowledge in the use of
the corrrct tools.

This study aims to determine the implementation of Article 11 of Act
Number 29/2007 about The Special Capital Provincial Government of Jakarta as
the Capital of the Unitary State of Indonesia Replublik on the election of
Governor and Vice Governor of DKI Jakarta in 2012
This legal research is juridical sociological or empirical legal research is
descriptive, this study used qualitative research methods. Data obtained from
primary and secondary data. Primary data were obtained from the Komisi
Pemilihan Umum (KPU) of DKI Jakarta Provincial as Organizer Election
Governor of DKI Jakarta, while the secondary data obtained from the literature
materials, documents, and reports that had to do with the problems studied. For
data collection techniques that use interview techniques and the study of literature.
Furthermore, to analyze existing data using qualitative analysis with interactive
models.
Based on the research that has been conducted by the author, it can be
concluded that the implementation of Article 11 of Act No. 29/2007 to the
election of the Governor General and the Vice Governor of DKI Jakarta Province
Year 2012. KPU DKI Jakarta Province issued Letters of Decree Number:
28/Kpts/KPU-Prov-010/2012, which contains the results of elections establishment
and the of based on the results the candidates have no valid votes obtained by
50% therefore held a second vote that followed a pair of candidates with the most
votes first and second in the first round. although there are obstacles in the
implementation of that Article. The occurrence of problems KPU DKI Jakarta
Province has made efforts to overcome the obstacles that arise.

Penelitian ini bertujuan untuk mengetahui implementasi Pasal 11 Undang-
Undang Nomor 29 Tahun 2007 tentang Pemerintahan Provinsi Daerah Khusus
Ibukota Jakarta Sebagai Ibukota Negara Kesatuan Replublik Indonesia terhadap
pemilihan Gubernur dan Wakil Gubernur Provinsi DKI Jakarta Tahun 2012
Penelitian ini merupakan penelitian hukum yuridis sosiologis atau
penelitian hukum empiris yang bersifat deskriptif, penelitian ini menggunakan
metode penelitian kualitatif. Data yang diperoleh dari data primer dan sekunder.
Data primer diperoleh dari Komisi Pemilihan Umum Provinsi DKI Jakarta selaku
Penyelenggara Pemilihan Gubernur Provinsi DKI Jakarta, sedangkan data
sekunder diperoleh dari bahan-bahan kepustakaan, dokumen, dan laporan-laporan
yang ada hubungannya dengan permasalahan yang diteliti. Untuk teknik
pengumpulan data yaitu menggunakan teknik wawancara dan studi kepustakaan.
Selanjutnya untuk menganalisa data yang ada dengan menggunakan analisis
kualitatif dengan interaktif model.
Berdasarkan hasil penelitian yang telah dilakukan penulis, dapat diambil
kesimpulan bahwa Implementasi Pasal 11 UU No 29 Tahun 2007 terhadap
pemilihan Umum Gubernur dan Wakil Gubernur Provinsi DKI Jakarta Tahun
2012 KPU Provinsi DKI Jakarta mengeluarkan Surat Keputusan Nomor
28/Kpts/KPU-Prov-010/2012 yang berisi tentang penetapan hasil Pemilihan umum
dan berdasarkan hasil tersebut dari pasangan calon belum ada yang memperoleh
suara sah sebesar 50% oleh karena itu diadakan Pemungutan suara kedua yang
dikuti pasangan calon yang memperoleh suara terbanyak pertama dan kedua pada
putaran pertama. meskipun terdapat hambatan dalam implementasi Pasal
tersebut. Timbulnya hambatan tersebut KPU Provinsi DKI Jakarta telah dilakukan
upaya-upaya untuk mengatasi hambatan yang timbul tersebut.
