O impacto do investimento externo estrangeiro no crescimento econômico
O Brasil representa um paradoxo: importante receptor de investimento direto estrangeiro (IDE) e pouco importante objeto de gastos em pesquisa e desenvolvimento (P&D) por parte das subsidiárias. Nos anos 90, devido a sua política de incentivo e atratividade de investimento direto estrangeiro (IDE), o Brasil tornou-se um dos maiores receptores de capital estrangeiro comparados com outros países da América Latina. No entanto, as políticas brasileiras de atração do IDE não adotaram a obrigatoriedade de incentivar o compartilhamento de tecnologia com as empresas nacionais. Ao contrário, o Brasil adotou o entendimento que a simples presença estrangeira seria capaz de dinamizar a estrutura produtiva nacional e contribuir para a produção local de tecnologia, utilizando-se de uma política do tipo “portas abertas”. O objetivo deste trabalho é apresentar a síntese do perfil do IDE no Brasil e analisar os possíveis limitantes do investimento direto estrangeiro (IDE) para o crescimento econômico brasileiro. A metodologia adotada foi uma análise da formação da economia brasileira e industrial, com ênfase nos dados utilizados do Banco Central do Brasil, United Nations Conference on Trade and Development (UNCTAD) e World Bank. Foi analisada a origem do capital estrangeiro, quais setores de atividade econômica tiveram maior entrada de IDE, seu tipo e seu percentual de participação no PIB, com prevalência no período de 2011 a 2015. Os principais resultados da análise indicam que, a política de atração de IDE brasileira ainda coloca em segundo plano a importância da aquisição e do estímulo de construção de aptidão tecnológica doméstica para o processo de modernização, diferenciação, inovação. Contatou-se que sem esse incentivo o Brasil continuará sem as mudanças estruturais necessárias em sua base produtiva e o poder alocativo do investimento direto estrangeiro estará limitado sem a possibilidade contribuição esperada ao desenvolvimento da economia brasileira
Orçamento de defesa do Brasil e gastos militares internacionais: um comparativo mundial
O presente trabalho tem como objetivo desenvolver um estudo comparativo do
orçamento de defesa do Brasil no que se refere à sua evolução e seus componentes no
período compreendido entre 2010 e 2019. No nível analítico nacional, o desempenho do
orçamento do Ministério da Defesa (MD) é analisado comparativamente em termos de
classificações de despesas com outras rubricas do Orçamento Geral da União (OGU),
funções orçamentárias do âmbito do Governo Federal e o Produto Interno Bruto (PIB),
com ênfase no maior componente de despesa relativo aos gastos com pessoal. No nível
analítico internacional, analisa comparativamente a evolução e situação do orçamento
de defesa brasileiro com os gastos militares de grupos de países selecionados a partir de
critérios econômicos e geopolíticos. Aborda, também, o papel da Defesa Nacional na
constituição dos Estados-nação durante o transcurso da história, a relação dos gastos
militares com a economia de defesa enquanto ramo do estudo econômico, os aspectos e
responsabilidades da Defesa Nacional brasileira e questões orçamentárias relevantes
para o estudo do tema
Os EUA, Inglaterra e o Plano Marshall: petróleo e finanças no pós-guerra
Este artigo discute a política econômica externa dos EUA no período após a Segunda Guerra Mundial (II Guerra), focando nas relações anglo-americanas e a indústria de petróleo. Ao contrário do que normalmente se pensa, essas relações não foram amigáveis. Um dos principais objetivos dos EUA nesse período foi forçar a Inglaterra a abrir espaço para empresas norte-americanas no Commonwealth britânico e nas regiões petrolíferas do Oriente Médio. O trabalho analisa especificamente a política de petróleo dos EUA durante a implementação do Plano Marshall. Apesar de não questionar o impacto positivo do Plano em termos da recuperação econômica europeia, argumenta-se que, com relação à indústria petrolífera, o objetivo central do Plano foi garantir para produtores norte-americanos uma posição dominante no Oriente Médio
Dinheiro, o mercado e as origens militares do Sistema Americano
This article discusses the development of mass production technology in the United States. Like spaceflight and the computer, this technology grew out of a state-led effort to promote technical progress in weapons and defense production, giving rise to what was known in the 19th century as the “American System of manufactures”. Though the roots of this system in military-industrial policy are well-established, economists continue to suggest that technical progress in 19th- century America was a market-driven affair, led by entrepreneurs eager to reduce production costs and obtain patents. We offer a different perspective, based on extensive historical research on this topic. We discuss the origins of interchangeable parts technology in Europe, its early development in the United States, and its diffusion to consumer goods manufacturing after 1850. We also reflect on the reasons for the United States War Department’s interest in this technology after 1800.This article discusses the development of mass production technology in the United States. Assim como o computador e aviação espacial, essa tecnologia surgiu de um esforço liderado pelo estado para promover o progresso técnico na produção de armas e defesa, dando origem ao que era conhecido no século 19 como o “Sistema Americano de Manufaturas”. Embora as raízes desse sistema na política militar-industrial estejam bem estabelecidas, economistas continuam a sugerir que o progresso técnico na América neste período foi impulsionado por forças de mercado, liderado por empreendedores interessados em obter patentes e reduzir custos de produção. Oferecemos uma perspectiva diferente, com base em extensa pesquisa histórica já existente sobre este tópico. Discutimos as origens da tecnologia de peças intercambiáveis na Europa, seu desenvolvimento inicial nos Estados Unidos e sua difusão para a fabricação de bens de consumo após 1850. Também refletimos sobre as razões do interesse do Departamento de Guerra dos Estados Unidos nessa tecnologia após 1800
Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed
Crédito às famílias no Brasil (2004-2014) : uma análise descritiva e um estudo de sua sustentabilidade
Em 2004, houve uma quebra estrutural no mercado de crédito brasileiro. Com a introdução do crédito pessoal consignado, iniciou-se um ciclo expansionista do crédito destinado a pessoa física, com implicações sobre a dinâmica do consumo das famílias, que passou a crescer a taxas mais robustas e de maneira mais consistente. Frente a esse processo de forte expansão, faz-se necessário avaliar se este ciclo de crédito é sustentável no longo prazo e qual o seu efeito sobre a alavancagem das famílias
Variations on the Author
“Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship
Appropriate Similarity Measures for Author Cocitation Analysis
We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature. Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
