Nuno Cintra Torres publicou no final de 2011 o livro Televisão. O nosso medium preferido. Ensaios, memórias e história em colecção das Edições Universitárias Lusófonas. Is the ‘European Model’ viable in a globalized world?
The issue of whether the ‘European model’ is viable in a globalized world raises the question as to what defines and conditions any European model and its competitiveness in the context of globalization and the new economy. For the sake of sustainability of its model but also to sustain support for globalization the European Union (EU) needs to take economic advantage of globalization and the knowledge-based economy. Challenges in a high-cost, high-productivity economy mean that there is a premium on dynamic efficiency gains from the liberalization and reform of markets and an economic and institutional framework that fosters innovation and flexible adjustment. The paper examines how the EU deals with governance issues and political economy factors from this perspective. On the efficiency-legitimacy trade-off in EMU
This paper addresses the question whether the process of European monetary integration implies efficiency-legitimacy trade-off. The paper considers that the process of monetary policy delegation to the European Central Bank (ECB), ratified by all European Union (EU) parliaments, was a non-zero-sum game, increasing both the efficiency and the legitimacy of monetary policy in the eurozone. There was however a change in the nature of delegation: the initial principal (EU national governments and/or parliaments) delegated to the agent (the ECB) control over its behaviour in regard to monetary policy. The paper distinguishes two types of constraints for monetary policy: credibility constraints and political constraints. The change in the nature of delegation of monetary policy (tying the hands of the principal) was a means of dealing with credibility constraints. The paper goes on investigating whether, and if so to what extent, the European Parliament (EP) is fit to function as a principal of the ECB as a means of dealing with political constraints. Thus, the paper analyses the European Parliament’s increased involvement in overseeing the Central Bank’s activities, aiming at understanding whether and how that new and special role (an informal institution of dialogue) could affect the trade-off between efficiency and legitimacy in the conduct of eurozone.Economic and Monetary Union; monetary policy delegation: efficiency and legitimacy; accountability; responsiveness; principal-agent relations; governance.

Torres Novas é uma cidade localizada na zona centro de Portugal, onde os seus ares
serranos são puros, as suas águas cristalinas e onde a vila transpira história saberes e
costumes. Pode se dizer que quase toda a história do nosso país passou por esta linda
cidade.
Atualmente é uma cidade pouco desenvolvida turisticamente, apesar de deter um vasto
Património Monumental, Cultural e também Natural.
Encontra-se bem situada geograficamente, com um clima acolhedor, gentes
simpáticas e hospitaleiras, bons monumentos e bons acessos a locais naturais. Em
contrapartida carece de locais preparados para receber turistas, pessoas, guias disponíveis
e qualificados, e de meios informativos atuais e versáteis.
Analisando estas características que dificultam a adesão do público alvo ao
concelho, que se foca sobretudo, em fracos recursos promocionais, juntamente com
algumas condicionantes que se traduzem na insuficiência do investimento, o fraco
desenvolvimento dos meios naturais e ainda, dificuldades de acesso á cidade e também na
boa gestão das rotas preparadas para evidenciar todos os recantos visitáveis.
Idealizou-se a criação de um conjunto de imagens significativas do concelho de
Torres Novas que após uma linha condutora entre as imagens escolhidas, irão fazer parte
de uma exposição sobre Torres Novas na perspectiva de um citadino, de maneira a cativar
e expôr a cidade numa visão pessoal e sensorial. Não será esta a melhor forma de mostrar
aos outros o sitio onde vivemos e crescemos?!, retratando um realidade com um grande
teor de emoções, contrastes, dualidades e veracidade.
Com a finalidade de se construir algo útil e capaz de atingir os fins pretendidos,
constitui-se um estágio com a Câmara de Torres Novas onde se fortaleceu as bases e onde

The long road to EMU: The Economic and Political Reasoning behind Maastricht
This paper aims to examine whether the economic and political reasoning behind Maastricht is consistent with earlier approaches to monetary integration. In doing so, it revisits the intellectual debate on monetary integration in Europe at different stages. It concludes that Economic and Monetary Union (EMU) as agreed at Maastricht reflected a compromise between two different but converging preferences, in the context of the experience of the European Monetary System (EMS) and other developments in national and European politics as well as in economic thought, on the role of monetary policy and institutions; the fall of the Berlin Wall may have added a new political dimension that might have made it easier to agree on the blueprint and on the calendar for the realisation of EMU. A convergência para a União Económica e Monetária: objectivo nacional ou constrangimento externo?
In Portugal, as in most other European Union (EU) countries, the challenge of Economic and Monetary Union (EMU) has worked as a mechanism for economic stabilisation. However, the political consensus on the participation in EMU did not develop with respect to the need for implementing structural reforms and abolishing many of the policy distortions affecting the economy and to other goals of European integration, such as environmental quality, consumer protection or internal social cohesion, all of them pre-conditions for long-term development. Moreover, the objectives of EMU price stability and sound public finances were also not internalised in that consensus, although they were behind some crucial policy decisions, such as to join the EMS in 1992. During the entire macroeconomic convergence phase European monetary reform was regarded as an unavoidable external constraint that went together with an exogenous political objective. It was only due to the political consensus on not being left out of the EU core that the necessary consensus could be maintained to pursue a policy compatible with the objective of EMU participation throughout the heights of the European recession in Portugal (1993/94), the electoral year of 1995 and the two first years of a new legislature (1996/97) with a minority Government of a different political colour. This lack of internal objectives and economic and political strategy of integration surfaced and the political and social consensus broke once Portugal had joined EMU upon its inception.Portugal; European Union; macroeconomic stabilisation; monetary and fiscal policy; economic reform.
