International audienceLeonard Woolf’s Essay ‘Quack, Quack in Politics’, written in 1935, is a disquisition on the current political situation in Germany and Italy and a powerful defence of civilization against barbarism. The author illustrates his point with propaganda photographs of the Nazi and fascist leaders and photographs of Hawaiian war-gods. The images are thus mediated by language, the text carefully analysing the photographs and integrating their message into the textual demonstration.What is particularly interesting for the reader today is not so much Leonard Woolf’s text and its now hackneyed arguments nor the photographs of the leaders, now well-known and often commented upon or used to various purposes, but the triangular relationship established by the author between text, image and image. How the image is mediated by verbal language but also by the other image, another form of language; how one deconstructs the other; what it tells us about Nazism and Fascism’s hold on the visual image, about political pamphlets and art is what we mean to explore, especially in the light of Virginia Woolf’s essay ‘The Leaning Tower’ and her own work on photography

Present directions of German exile studies in the USA
This essay considers the present state of U.S. scholarship on German exile Literature, focusing on the recent move from a purely literary toward a social and cultural perspective. This move becomes evident in research projects on refugee children as well as in the growing interest for women in exile. The article presents the abundant research opportunities in the U.S., but mentions also voices of frustration and fatigue. Perhaps the generational replacement among North-American Germanists contributes to bring forth a different attitude toward the subject of literary exile. In view of political shifts and technological changes, some reorientation in literary exile studies may be inevitable.Este ensaio trata da presente situação dos estudos norte-americanos sobre literatura alemã de exílio, focalizando a volta recente de um enfoque puramente literário a uma percpectiva social e cultural. Essa volta torna-se evidente em projetos de pesquisa sobre filhas de exilados, bem como no interesse crescente em mulheres no exílio. O artigo apresenta as oporhinidades abundantes de pesquisa nos Estados Unidos, mas observa também indícios de frustração e cansaço. Talvez, a troca de gerações entre os germanistas norte-americanos contribua para criar uma atitude diferente em relação ao assunto do exílio literário. Em vista de modificações políticas e mudanças tecnológicas, uma reorientação dos estudos literários do exílio pode ser inevitável
Transnational Communities: Shaping Global Economic Governance
Transnational communities are social groups that emerge from mutual interaction across national boundaries, oriented around a common project or 'imagined' identity. This common project or identity is constructed and sustained through the active engagement and involvement of at least some of its members. Such communities can overlap in different ways with formal organizations but, in principle, they do not need formal organization to be sustained. This book explores the role of transnational communities in relation to the governance of business and economic activity. It does so by focusing on a wide range of empirical terrains, including discussions of the Laleli market in Istanbul, the institutionalization of private equity in Japan, the transnational movement for open content licenses, and the mobilization around environmental certification. The missing link: Bringing institutions back into the debate on economic globalisation
In der Auseinandersetzung mit der Globalisierung von Wirtschaftsprozessen kann sich die sozialwissenschaftliche Institutionentheorie nicht mehr auf die Untersuchung nationaler Konfigurationen beschränken, sondern sollte der transnationalen Rekombination institutioneller Arrangements mehr Aufmerksamkeit schenken. Für die Untersuchung solcher Prozesse sind veränderte analytische Werkzeuge erforderlich. Die Autorinnen dieses Beitrags schlagen eine Synthese von National Business Systems- und Varieties of Capitalism- Ansätzen mit kulturalistischen und phänomenologischen Varianten der Institutionentheorie vor. Es werden drei Aspekte der institutionellen Analyse vertieft, die zu einem besseren Verständnis des Verhältnisses von Globalisierung und Institutionen beitragen: Institutionalisierung als Prozeß, Rekombination als Mechanismus der Institutionengenese und des Institutionenwandels und eine Mehrebenenanalyse des Zusammenspiels von institutionellen Veränderungen auf nationaler und transnationaler Ebene. Die vorgeschlagene Synthese verschiedener institutionalistischer Ansätze bietet einerseits Ansatzpunkte für die Untersuchung der Rolle nationaler Akteure in der Genese und Entwicklung transnationaler Institutionen. Andererseits trägt sie zu einem besseren Verständnis der Rekombination von Elementen verschiedener institutioneller Arrangements sowie der Herausbildung neuer Institutionen auf transnationaler Ebene bei. Diese Entwicklungen im transnationalen Raum wirken wiederum auf Institutionen in nationalen Sozial- und Wirtschaftsräumen ein. Die Autorinnen des vorliegenden Beitrages argumentieren, daß die Abfolge und Kombination einer Reihe gradueller und zunächst geringfügiger Veränderungen über einen längeren Zeitraum hinweg zu einem signifikanten Wandel von gesellschaftlichen Institutionen führen können. -- Faced with ongoing debates on globalisation, societal institutionalism in its traditional form is showing its limits. In this paper, we suggest that a serious sociologically grounded and institutional contribution to the ongoing debate on global governance calls for a shift in focus away from the preoccupation with national configurations and towards an attempt at understanding transnational recombinations. The investigation of transnational recombination calls for new analytical tools. Here we argue that the solution may come from an hybridisation of NBS and VOC approaches with other variants of the institutionalist argument in particular those we label cultural or phenomenological. We elaborate on three aspects of institutional analysis that we identify as key to getting a better understanding of the relationship between globalisation and institutions. Firstly, we propose an interpretation of institutionalisation as a process and not a state of things. Secondly, we reinterpret institutional genesis and institutional change as revealing recombination. Thirdly, we argue for a more systematic analysis of the interplay of such processes of recombination across different levels of analysis, particularly the national and the transnational. With a conceptual framework so reformulated, it is possible to take in the transnational reality in its full complexity. We show, on the one hand, how the NBS and VOC perspectives are an interesting starting base to look at the structuration and stabilisation of the transnational reality. On the other hand, we gain new insights in the ways in which institution building and recombination at the transnational level become reflected often progressively and somewhat incrementally at the national business system level. Our proposition is that the succession and combination, over a long period of time, of a series of incremental and sometimes minor transformations could lead in the end to consequential and significant change.
Contested rules and shifting boundaries: International standard setting in accounting
The paper investigates the emergence and development, since the Second World War, of a transnational field of governance for accounting and financial reporting. Recent decades have seen a proliferation of activities and initiatives to make financial reporting standards comparable across national borders. This process of transnational or international standards setting is shown to be a highly political process where actors with different backgrounds enter the game with specific interests, perceptions, strategies and resources. In fact, it shows how contest and conflict can become driving forces of international standardization if organized within a widely accepted procedural framework. -- In der vorliegenden Arbeit wird das Spannungsfeld der Entstehung und Entwicklung von internationalen Standards für die Wirtschaftsprüfung und Rechnungslegung seit dem 2. Weltkrieg untersucht. In den letzten Jahrzehnten ist eine Zunahme von Aktivitäten und Initiativen zur grenzüberschreitenden Harmonisierung von Rechnungslegungsstandards zu beobachten. Die Schaffung von transnationalen bzw. internationalen Standards erweist sich als hochpolitischer Prozess, in den Akteure aus unterschiedlichen Bereichen ihre spezifischen Interessen, Wahrnehmungen, Strategien und Ressourcen einbringen. Tatsächlich verdeutlichen diese Vorgänge, dass Konkurrenz und Konflikt als treibende Kräfte für die internationale Standardsetzung dienen können, sofern der Verfahrensrahmen allgemein anerkannt ist.

One possible method for this is measuring rovibrational or rotational frequency shifts in the infrared or microwave spectra of enantiomers \textbf{2000}, \emph{84}, 3807, M.~Quack and J.~Stohner. \emph{J.~Chem.~Phys.}, \textbf{2003}, 119, 11228.}. For that reason we have measured and analysed the rotationally resolved infrared spectrum of CDBrClF as a prototype spectrum for a chiral molecule using three different techniques. The spectrum has been recorded at room temperature with the Zurich Bruker IFS spectrometer ZP 2001 in \emph{Handbook of High Resolution Spectroscopy}, Vol.~2 (Eds. M. Quack and F. Merkt), Wiley, Chichester, New York \textbf{2011}, 965-1019, S. Albert and M. Quack, \emph{ChemPhysChem}, \textbf{2007}, \emph{8}, 1271-1281.} and with the Bruker interferometer 2009 connected to the Swiss synchrotron \textbf{2011}, \emph{150}, 71-99.} using a resolution of 0.0007~cm. In addition, the IR spectrum of CDBrClF has been measured at low temperature with our diode laser jet setup in the region. The spectra of the two major isotopomers CDBrClF and CDBrClF have been analysed within the (CCl-stretch), (CF-stretch) and (CDF-bend) regions. A detailed rovibrational analysis of these bands is presented. The role for possible experiments in the experimental detection of molecular parity violation shall be discussed
