Deployment of wind pumps throughout remote Indonesia: a survey of technical support
A survey of technical support has been carried out in order to assess the viability of widespread deployment of locally-made capillary wind pumps (PKMs) in the Mesuji-Tulang Bawang (MTB) subdistrict of Lampung, Indonesia. A list of desirable equipment for a facility was constructed by assessing the types of machinery that would be required in the event of failure of the various PKM components. Ten facilities in the region of the MTB were selected for the survey on the basis of their general experience in metal working and metal forming. The results of the survey showed that only 2 out of the 9 respondents had the equipment required to manufacturer/repair all the component groups of the PKM design, and even these facilities would have to outsource work for any part of the component group that required high precision machining. The results of the survey also show that a significant proportion of the workshops do not have accredited training programs, adequate calibration procedures and regular suppliers. Workshop managers are targeting three priority areas for improvement: inventory procedures, work safety standards and efficiency of operations. A set of key criteria, related to the provision of technical support for the PKM program, have been established and each facility was ranked against this set of criteria. Survey of community support for a renewable energy system implementation program in Sumatera, Indonesia
This paper explores some of the local drivers and barriers for an implementation program of a hybrid renewable energy system (HRESRWS) in the Mesuji – Tulang Bawang district (MTB) of the Lampung province on Sumatera. In this study, secondary data obtained from field surveys from the village of Tanjung Menang in the MTS have been analysed using quantitative and qualitative methods to assess the drivers and barriers for the program. Quantitative data are obtained from the survey questionnaires using Gutman and Likert scales. The results of the surveys indicate that although only 15 % of the respondents currently use renewable energy via an existing renewable energy system (PKM) installed in Tanjung Menang, 72% of the respondents have a good technical understanding of the PKM and 79% of the respondents would have sufficient qualification to monitor and report on the HRESRWS. Overall 81 % of the respondents indicate that they believe that their community would support the implementation program. It is concluded from preliminary results that there are sufficient drivers from within the community for the implementation program to be successful
Investigating the use of energy and water in villages in the East Mesuji region of Sumatra, Indonesia
Lampung, Sumatra is one of the targeted areas of the millennium development goal (MDG) in Indonesia, particularly related issues on energy and healthy water. The aim of this paper is to look at the impact of programs related to drinking water and renewable energy projects on two villages in the East Mesuji region of Lampung through field observations (conducted in the villages of Tanjung Menang and Tanjung Mas Makmur) and interview. The interviews were given to community leaders in the village of Tanjung Menang. The results show that both villages have continuing problems in regard to poor water quality, sanitation, short energy supplies, vulnerable to increasing energy prices, environmental degradation. The renewable energy projects were not successful due to a variety of issues including ownership, overestimating usage and underestimating affordability, use of the technology for applications that it was not designed for and lack of adequate training for the villagers
MeSH term explosion and author rank improve expert recommendations
Information overload is an often-cited phenomenon that reduces the productivity, efficiency and efficacy of scientists. One challenge for scientists is to find appropriate collaborators in their research. The literature describes various solutions to the problem of expertise location, but most current approaches do not appear to be very suitable for expert recommendations in biomedical research. In this study, we present the development and initial evaluation of a vector space model-based algorithm to calculate researcher similarity using four inputs: 1) MeSH terms of publications; 2) MeSH terms and author rank; 3) exploded MeSH terms; and 4) exploded MeSH terms and author rank. We developed and evaluated the algorithm using a data set of 17,525 authors and their 22,542 papers. On average, our algorithms correctly predicted 2.5 of the top 5/10 coauthors of individual scientists. Exploded MeSH and author rank outperformed all other algorithms in accuracy, followed closely by MeSH and author rank. Our results show that the accuracy of MeSH term-based matching can be enhanced with other metadata such as author rank

Going Beyond Counting First Authors in Author Co-citation Analysis
The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation
counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings
are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that
only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into
account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Karier questions whether current R&D policy, especially the research and experimentation tax credit, can contribute to closing the gap between nondefense expenditures on R&D in the United States and such expenditures in other countries, such as Japan and Germany. He also explores possible changes to our current R&D policy to make it more effective.

irrigation areas of Bandar Sidoras Percut Sei Tuan district of Deli Serdang
supervised by SUMONO and TAUFIK RIZALDI.
The need of water on the field of percut village was channeled through
tertiary canal that made from soil and concrete. Soil channel can affect the
lossing of water through evapotranspiration, percolation and seepage so that the
efficiency of water distribution is low. This study was aimed to examine the
tertiary irrigation channel in percut village in the irrigation areas of Bandar
Sidoras percut sei tuan district of deli serdang.
The results of the research showed the efficiency of the distribution on
channel I at a distance of 50 m was 35.03%, on channel II at a distance of 50 m
was 14.82% and on a concrete channel at a distance of 50 m was 80.23%. The
average flow velocity was smaller than the critical speed so that precipitation
happened, there for a redesign of the channel dimensions was needed. The result
of the best design of tertiary channel dimensions for the channel I was 0.66 m
width (B) and depth (D) was 0.14 m with a slope of 0.015%, for channel II the
width (B) was 0.81 m and the depth (D) was 0.19 m with a slope of 0.02%, while
for concrete channel the width (B) was 0.67 m and the depth (D) was 0.36 m with

Dispelling the Myths Behind First-author Citation Counts
We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued
use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation
counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more
sophisticated methods
