    The impact of policy process, economic growth, scheme design and mobilization on health care services among the rural dwellers of Sokoto State, Nigeria

    This study examines the relationship between policy process, economic growth, scheme design and mobilization, and heathcare services among the rural dwellers of Sokoto state, Nigeria. This is done with the aim of providing the dwellers with healthcare services that are lacking in the countryside of Sokoto state. There are many factors which hinder the provision of these healthcare services to the delivery which include insufficient funds, lack of good governance, poor policies on healthcare services, poverty, poor scheme design, poor community mobilization and sensitization and corruption. Of these several problems, this research focuses on four major factors, namely policy process, economic growth, scheme design and mobilization as independent variables and healthcare services as the dependent variable. The study uses convenience sampling in which samples were drawn from the 23 local governments of the state that comprise 3,000,000 rural dwellers. Data was collected through the self-administered method by sending questionnaires to 800 rural dwellers in the state. A total of 54 items were captured in the questionnaire. The studyevaluates the relationship between healthcare services and these variables. Multiple regression analysis was used to predict the significant contribution of the four variables. All the instruments were adapted from the past studies. The Statistical Package for Social Sciences (SPSS) version 18 was used to analyze the data and test the hypotheses. The findings of the study show that a positive relationship between healthcare services and the four variables. The correlation coefficient between policy process and healthcare servicesas 0.251 while economic growth and healthcare services it was 0.166. For scheme design and healthcare services,it was 0.260, while formobilization and healthcare services, it was0.119. The Multiple regression analysis shows that the variables are correlated and have a uniquely significant role in providing healthcare services. This shows that the result of this study can be used to address the problems facing the rural dwellers in their demand for quality and affordable healthcare services in their areas

    Administration of tax laws and policies is the major source through which government around the world raise money to cater for the economic and social wellbeing of the citizenry, the same goes for Nigeria in general and Kebbi State in particular. However, due to the poor tax administration which is as a result of the inability of the Nigeria tax authorities to effectively and efficiently administer tax laws and policies, as such, governments are left with very insignificant tax revenue which undermine their effort in providing economic and social infrastructures to promote the condition of living of the people. The high level of poverty, unemployment, poor infrastructural development, growing public debt and over reliance on statutory allocation from the federation account are all attributed to poor tax administration due to the failure of  tax authorities to collect all approved pubic revenue. Information Communication Technology adoption in taxpayers registration, filling of tax return, tax assessment and tax collection have the potential of improving tax administration and increasing tax revenue. It has been observed that, failure to deploy Information Communication Technology in tax administration has undermined the effort of Kebbi State Board of internal Revenue to collect all approved public revenue there by enabling large number of taxpayers to escape from the tax net, delay in filling of tax return, lead to errors and inaccuracies in tax assessment, which brings about high cost of tax collection, as well as high level of corruption and mismanagement of collected revenue. This research work under study heavily relied on secondary data to investigate the Impact of Information Communication Technology on Tax Administration in Kebbi State. The research recommends the need to put in place policy and legislation that will derive ICT adoption in tax administration in Kebbi State, training of revenue officers on Information Communication Technology related skills, designing, development and deployment of local content software in tax administration by the Kebbi  State Board of Internal Revenue Service

    Investigating the Impact of Community-Based Health Insurance Scheme among the Rural Dwellers of Sokoto State, Nigeria

    The purpose of this paper is to examine a few sample data on the investigation into the impact of community-based health insurance scheme among the rural dwellers of Sokoto state. Thus instrument such as content and face validity, reliability and data normality were also examined based on the revised version by expert, a few data were analyzed using the statistical software SPSS version 18. The result reveals that the instruments are reliable and the data for pilot study show evidence of rational normality.     The aim is to evaluate the effect of information and communication technology on healthcare service delivery in Nigeria with particular reference to Specialist Hospital Sokoto State. To realize this, the paper employed the use of secondary data to review existing literature and official reports related to this study. Based on the review, the study concludes that the use of Information and Communication Technology (ICT) in healthcare service delivery has revolutionized the way healthcare is delivered to patients and had a significant impact on various aspects of healthcare, from improved patient care to increased efficiency in healthcare systems as well as enhancing patient care and safety. The study recommends further improvement including the need for increased investment in ICT infrastructure, training of healthcare professionals on ICT tools, and continuous monitoring and evaluation of ICT implementation as well other healthcare facilities should also consider adopting ICT solutions to enhance healthcare service delivery

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    “Variations on the Author” discusses two of Eduardo Coutinho’s recent films (Um Dia na Vida, from 2010, and Últimas Conversas, posthumously released in 2015) and their contribution to the general question of documentary authorship. The director’s filmography is characterized by a consistent yet self-effacing form of authorial self-inscription: Coutinho often features as an interviewer that rather than express opinions propels discourses; an interviewer that is good at listening. This mode of self-inscription characterizes him as an author who is not expressive but who is nonetheless markedly present on the screen. In Um Dia na Vida, however, Coutinho is completely absent form the image, while Últimas Conversas, on the contrary, includes a confessional prologue that moves the director from the margins to the center of his films. This article examines the ways in which these works stand out in the filmography of a director who offers new insights into the notion of cinematic authorship

    Appropriate Similarity Measures for Author Cocitation Analysis

    We provide a number of new insights into the methodological discussion about author cocitation analysis. We first argue that the use of the Pearson correlation for measuring the similarity between authors’ cocitation profiles is not very satisfactory. We then discuss what kind of similarity measures may be used as an alternative to the Pearson correlation. We consider three similarity measures in particular. One is the well-known cosine. The other two similarity measures have not been used before in the bibliometric literature.     Dispelling the Myths Behind First-author Citation Counts

    We conducted a full-scale evaluative citation analysis study of scholars in the XML research field to explore just how different from each other author rankings resulting from different citation counting methods actually are, and to demonstrate the capability of emerging data and tools on the Web in supporting more realistic citation counting methods. Our results contest some common arguments for the continued use of first-author citation counts in the evaluation of scholars, such as high correlations between author rankings by first-author citation counts and other citation counting methods, and high costs of using more realistic citation counting methods that are not well-supported by the ISI databases. It is argued that increasingly available digital full text research papers make it possible for citation analysis studies to go beyond what the ISI databases have directly supported and to employ more sophisticated methods
