    Authorship Characteristics in Sekitar Perpustakaan 1994-2003: A Bibliometric Study

    This bibliometric study attempts to explore the authorship characteristics in Sekitar Perpustakaan, one of the earliest library and information science (LIS) periodicals published by the National Library of Malaysia (PNM – Perpustakaan Negara Malaysia) since 1977. A total of 148 articles published in 20 issues of Sekitar Perpustakaan covering the period 1994-2003 were analyzed. Author characteristics such as name, gender, status, institutional affiliation, language preference of articles and authorship of articles were obtained, studied and analyzed. The findings reveals single-authored articles far outnumbered multi-authored articles at 79%; female contributors (65.74% or 71 authors) predominates male contributors (34.26% or 37 authors); middle-level professionals were the largest contributors of articles (59.3%); 83 (56%) of the articles published were in Bahasa Melayu, the national language, while 65 (44%) articles were in English; the top ranked contributor is Ding Choo Ming, Senior Research Fellow of Institute of the Malay World & Civilization, Universiti Kebangsaan Malaysia with nine contributions; and the most prolific institution is PNM with 41 contributing authors

    Key outputs include: (1) Assessment and Management of Fishing Capacity in the Southeast Asian Region; (2) Compilation and Enhancement of Fisheries Information Systems or Mechanism; (3) Standardization of Indicators; (4) Evaluation of Current Pelagic Species Management Strategies; (5) Publication of a Terminal Report; and (6) Implementation of a Project Monitoring and Evaluation Framework. A range of activities has been planned and implemented to achieve the six (6) targeted outputs of the project. Among these, a Mid-Term Review and Evaluation (MTRE).The proposed project, Implementation and Assessment of ASEAN Regional Plan of Action for Management of Fishing Capacity, seeks to evaluate the implementation of fishing capacity management across ASEAN Member States (AMSs), with particular focus on transboundary pelagic species. The primary objective is to strengthen regional cooperation and enhance fisheries governance mechanisms through the implementation of the Regional Plan of Action for Management of Fishing Capacity (RPOA Capacity). This initiative aims to support the development of a harmonized Fisheries Management Plan, emphasizing resource sustainability and environmental integrity. The project encompasses all AMSs except Lao PDR and Singapore.The success of this project, Implementation and Assessment of the ASEAN Regional Plan of Action for Management of Fishing Capacity, would not have been possible without the generous support from the Government of Japan through the Japan-ASEAN Integration Fund (JAIF), and collaboration of various agencies and stakeholders. This project was made possible through the collaboration of Malaysia, represented by the Department of Fisheries Malaysia (DOFM) as the Proponent Agency, and the Southeast Asian Fisheries Development Center / Marine Fishery Resources Development and Management Department (SEAFDEC/MFRDMD) as the Implementing Agency

    Rancangan Malaysia Kesembilan (RMK-9) merupakan fasa kedua misi nasional ke arah mencapai Wawasan 2020. Manakala Rancangan Malaysia Kesebelas (RMKe-11), 2016-2020, merupakan rancangan pembangunan lima tahun terakhir ke arah merealisasikan matlamat Wawasan 2020. Salah satu daripada teras utamanya adalah meningkatkan pengetahuan dan inovasi serta memupuk minda kelas pertama di kalangan rakyat Malaysia. Institusi Pengajian Tinggi (IPT) mempunyai tanggungjawab besar bagi mrealisasikan hasrat tersebut. Justeru, instrumen penilaian IPT yang dianalisa oleh Asif dan Searcy perlu ditambahbaik supaya lebih komprehensif dan relevan dengan keperluan semasa. Bagi tujuan itu satu kajian empirikal telah dijalankan di mana data dikumpul daripada 5 buah IPT (swasta dan awam) di Utara Semenanjung Malaysia. Pengumpulan data melalui kaedah soal selidik telah melibatkan tiga ratus lapan puluh satu (381) responden yang merangkumi 46 soalan daripada 7 kerangka dimensi kualiti perkhidmatan perpustakaan. Ujian kobolehpercayaan melalui kaedah konsisten dalaman digunakan bagi mengesahkan instrumen kajian berdasarkan 3 kriteria iaitu Coefficient Alpha (CA), Corrected Item-Total Correlation (CiTC) dan Alpha If Item Deleted (AiID). Semua dimensi iaitu perkhidmatan MUDAH DIAKSES, BERSESUAIAN, SEDIA DIGUNAKAN, BERKESAN, CEKAP, BOLEH DIPERCAYAI dan KESAHAN mempunyai nilai alpha melebihi 0.70. Ini menunjukkan semua konstruk telah mematuhi 3 kriteria yang ditetapkan iaitu CA, CiTC dan AiID. Bagi tujuan kesahan kandungan, kaedah menyoal pengamal, pertimbangan dan pandangan pakar telah dilakukan. Semua komen-komen untuk ditambahbaik telah dilakukan. Justeru, berdasarkan ujian kebolehpercayaan dan kesahan kandungan, instrumen yang dibentuk mempunyai nilai kebolehpercayaan yang baik dan sesuai dimasukkan dalam konstruk pencapaian prestasi IPT

AACSB mission is to advance quality management education worldwide through accreditation, through leadership and value-added services. This paper aims to explore and propose the application of six-sigma (6?) process capability methodology in measuring course learning outcome (CLO). 6? is a highly disciplined process that helps the organization on developing and delivering valueadded products and services. Thus, learning assessment instruments analyzed by Asif and Searcy should be improved to make it more comprehensive and relevant to current needs. For this purpose, an empirical study was conducted in which the data accessed across multiple groups of library user’s background from 5 HEIs (private and public) in the north of Peninsular Malaysia. This study involved 381 respondents as the sample. The reliability tests through 3 criteria displayed the internal consistencies of the seven factors were satisfactorily (α=0.70): Coefficient Alpha (CA), Corrected Item-Total Correlation (CITC) and Alpha if Item Deleted (IID). It shows all constructs have to comply with three criteria, namely CA, CITC and the IID. Meanwhile for the content validity views of experts was conducted. All comments have been improved before final questionnaire distributed. As a conclusion, the result indicated that the model was highly goodness fit for measuring library services, and all dimensional constructs supported the proposed theoretical model

    Quality management practices such as ISO 9000, PKM, MBNQA and BSC are recognized as a primary quality practices in an organization to achieve a setting goal. As a social institution, organization consists of four main interrelated components; human, action, technology and environment which in the end form a complete system. This shows that a strong relationship among leadership, staff, customer and organization performance exists. However, a holistic and integrated studies on this practice is scarce. The scarcity of studies in this area leads to difficulty in tracking down studies which discuss the effectiveness of the practice empirically. Even if there are such studies, most of them focus on the relationship between AmPK and the achievement of the organization in limited areas such as customer satisfaction, financial achievement and productivity. This indicates that there is large gap which has not yet been explored in depth. This study tries to apply this phenomena based on the framework of quality management principle practice. Specifically, this study tries to prove that there is significant relationship among quality management practice (AmPK) with staff satisfaction (KepPD), customer satisfaction (KepPD) and library achievement (PenPerp). AmPK principles comprise seven components; customer-focus, management system approach, organization-supplier relationship, continuous enhancement, leadership, process and staff involvement approach. KepPD also consists of seven components i.e. efficiency of resource administration, formation of group work, appreciation\acknowledgement of staff, efficiency of top leadership, effectiveness of communication, effectiveness of training and job satisfaction. KepPL comprises five component; efficiency of staff, efficiency of library service, efficiency electronic service, appropriacy of library service and appropriacy of physical facilities. PenPerp encompasses of efficiency of human resource administration, efficiency of process, satisfaction of customer, and efficiency of supplier-organization relationship. The primary objective of the study is to develop quality management principle practice efficiency model for academic library. Thus, the unit of analysis is the library. Based on Malaysia Ministry of Higher Education online statistics, 250 libraries have been chosen as sample of the study. The choice of sample is based on stratified random sampling. Three sets of questionnaires were employed as instruments and 59% return rate has been achieved. Questionnaires were validated based on evaluation of experts and library staff, pilot study and factor analysis. The three sets of questionnaires also showed a high reliability value. Seven primary hypotheses were tested through correlation, simple and multiple regression tests and path anaylsis. The method of changing LG 10 and SORT were utilized to sort data which did not fulfill statistics test assumption such as abnormalities, non-linear, and heteroscedasticity. Findings of the study showed that the academic library AmPK average was at quite a high level and the factor analysis indicated the main critical factor was focused on customers, whereas through the weightage determination by multiple criteria the study found the critical factor is leadership. In terms of AmPK impact, hypothesis test revealed that AmPK has significant relationship to KepPD, KepPL and PenPerp. Component analysis indicated that each of the AmPK primary elements; focus on customers, relationship of organizationsupplier and continuous enhancement influences KepPD, KepPL and Penperp. Path anaylsis revealed that AmPK construct generates positive value and is significant to KepPD and Penperp at 0.01 significance level, while KepPL is also significant at 0.05 significance level. In general this study is successful since it provides inputs with implications to both theoretical and practical which encompass specific benefits to the field of management and also academic or theory

    Applying six sigma-process capability in predicting users satisfaction for excellence library service decision making

    Six Sigma (6s) refers to a set of tools and methodologies developed to focus on reducing process variation and improve process capability . The main concept or cornerstone of 6s is the normal probability distribution, and sigma represents the standard deviation, which is a measure of the variability within a population around a mean.This paper attempts to enhance understanding of the application of 6s process capability in measuring library services.In addition, it tries to predict the process variation , productivity and process capability for academic library services.It is also significant for library staff to know the distribution of library users' satisfaction level and how they would be able to assist them in improving their library service.The study was conducted at Sultanah Bahiyah Library (SBL), Universiti Utara Malaysia (UUM).The result of the study show both Cpk and Cp are 0.56. Since the value of Cpk and Cp are less than 1.00, the SBL is not capable to meet users' requirements. The conclusion can also be drawn that the collective results of these studies present the unique contributions of 6s process capability and play a significant role in measuring and predicting library services.Following detail analysis of preliminary study results, implications of this paper and suggestions for future research in the efforts to document the impact of 6s in library services are also presented

    Return on investment: A case study of PBL teaching approach about ISO 9001 in Bachelor of Management Technology

    Education is everybody responsible, both, the parent and the government.Education, especially for higher education required some money and as today, education is expensive.A good and excellent teaching method will be encountered back the money spending for education.Education performance used to evaluate the efficiency of education investment.Problem-based learning (PBL) perhaps the most innovative and creative method conceived teaching and learning in education. Its effectiveness in facilitating student has been widely reported. This paper aims to explain aneffectiveness of PBL teaching approach in teaching standardizationin School of Technology Management and Logistics at Northern University of Malaysia (UUM).This subjective measure aims to achieve 5 objectives: (i) tovalidate ther survey instrument of PBL teaching approach, (ii) to identify the level of satisfaction about the PBL teaching approach of individual construct, as well as by aggregation construct, and (iii) to identify the strength and weaknesses of the PBL teaching approach, (iv) to identify the opportunities of improvement in PBL teaching approach.A total of 59 student involved in this study.The study found that the reliability valueis greater than 0.7 which is the minimum recommended (cronbanchalpha is 0.801).The study was achieved the reliability requirement.The study also found that respondent's satisfaction is located above the middle values.The highest mean score is to factor 5 with the score equal to 4.6.None of mean score is below than 4.The study concluded that the PBL approach in the teaching of QMS course was achieved the high level of satisfaction.The study also found that PBL has more strength compare to weakness.But the study indicated there have a few reasonsnecessary improve the PBL approach in the future
