    Foreword The Swedish Environmental Protection Agency has produced Dialogue for Nature Conservation, a programme for skills development in dialogue, local participation and management, together with conflict management within nature conservation and the management of natural resources. It is intended primarily for personnel within the Swedish Environmental Protection Agency and the county administrative boards who work with nature conservation. We hope that Dialogue for Nature Conservation will become a useful aid in implementing nature conservation policies in cooperation with local efforts. Open communication with the world around us is a prerequisite for successful nature conservation. The aim is to realize the ideas presented in “En samlad naturvårdspolitik” (“A Shared Nature Conservation Policy”, Swedish government doc. 2001/02:173) and in “Sammanhållen rovdjurspolitik” (“A Shared Predator Policy”, Government bill 2000/01:57). Increased local participation is an important aim in both of these documents. It is also an important aspect of the work to implement the Convention for Biological Diversity and the ecosystem approach to developing participation and local management of natural resources.The programme has been developed by a project group at the Natural Resources Department. The initial project manager was Cecilia Persson, who was succeeded by Mia Olausson, both from the Unit for Outdoor Recreation and Nature Management. Jesper Taube and Suzanne Kolare were also members of the project group. The Department of Urban and Rural Development at the Swedish University of Agricultural Sciences, Uppsala, produced a draft programme, which was subsequently refined by the project group.     The energy sector of modern time is currently faced with several challenges. These are both production oriented and environmental oriented in nature. The energy of the future is intended to support an increasing demand while at the same time reduce its environmental affection. This stresses a development towards production methods of renewable energy. Among the existing methods, biogas is presented as an attractive alternative. Further, biogas is also perceived as an attractive business concept within the agricultural sector, since this sector contains a good supply of substrate that can be used in the biogas process. As an effect, biogas would enable renewable energy production in combination with biological waste treatment and thus there are several environmental benefits with using this method. The potential for producing biogas in Sweden today, is relatively unexploited. Studies shows that there still is a large potential for producing biogas in Sweden, where a large share is represented by agricultural products. This study aims at identifying factors that are important for a further development in agricultural based biogas production. The study have been based on interviews with 31 agricultural biogas producers, where the findings has been analyzed using resource based view and Diffusion theory. The study has shown that agricultural biogas production in Sweden needs to develop in order to become competitive. To enable such a development, factors such as support from external parties and investments in technological development is viewed as important.Energisektorn är i dagsläget en sektor som innehåller flera problem. Detta kommer att kräva nya metoder för att producera energi. Biogas presenteras som ett attraktivt alternativ för att producera förnyelsebar energi. Vidare är biogas ett intressant affärskoncept inom jordbrukssektorn, då det finns god tillgång till substrat som kan användas i biogas processen. Effekten av biogas skulle innebära produktion av förnyelsebar energi kombinerat med biologisk avfallshantering. Således finns det flera miljömässiga effekter med biogas produktion. Potentialen för att producera biogas är i dagsläget i relativt liten i Sverige. Studier visar att det finns stor potential att utöka produktionen av biogas, där en stor andel beräknas komma från jordbruks produkter. Denna studie syftar till att identifiera framgångs faktorer för den Svenska jordbruksbaserade biogas produktionen, för att utforska möjligheterna till en fortsatt utveckling. Studien baseras på intervjuer från 31 jordbruksbaserade biogas producenter där insamlad data har analyserats med resursbaserad teori och spridnings teori. Studien visar att jordbruksbaserad biogas produktion är i behov av utveckling för att bli konkurrenskraftigt.     The fundamental idea of the current publication emphasizes the characteristics of the processes related to administrative convergence and reform in the South-Eastern European states. Of course the area under review is quite wide and complex and therefore our approach aims to comprise only a few characteristics. Encompassing various geo-political aspects, political heritages enhancing that diversity as well as endemic socio-cultural traditions, the public administrations in the South-Eastern European states have faced a definite option for restoring democracy and accomplishing reforms according to the principles and values of the European Administrative Space, in the past two decades. For the time being other questions emerge and others remain still open. Which is the most adequate model for the administrative reform, which are the most efficient mechanisms and tools triggering its accomplishment and implementation? Lacking a formalized acquis communautaire on the processes related to administrative reform, their diversity has enhanced and the conditions for so called administrative convergence have multiplied. The research reports achieved and presented in the current publication emphasise the progress in implementing the democratic processes of central and local governance which do not lead however to convergence, being definitely relevant for the processes related to administrative dynamics. Various political experiences undergone by the states under review in the second half of the 20th century have induced attitudes and behaviours mainly of subordination and loss of identity of the organizations in national public administrations. That situation persisting in the South-Eastern European space creates difficulties and unbalances in the dialogue and cooperation with the public administrations of Western European states. The state itself is weak, determining a lack of finality for the administrative reforms. The processes of administrative convergence have become more complex and complicate as the EU administration is searching a model and it is attempting to define an identity. The traditional models of administration, based on a hierarchic bureaucracy are overcome and the model of EU administration could not be found by a transfer or enlargement of an administrative model belonging to one or several states. Therefore, we should acknowledge that the processes related to administrative convergence and reform are profoundly integrated in a complex context, with globalizing valences, benefiting of profound mechanisms, enhancing the interdependence and systemic character of the developments of national public administrations. The current volume incorporates contributions of South-Eastern European universities (National School of Political Studies and Public Administration – Romania, New Bulgarian University – Bulgaria, University of the Aegean - Greece or University of Rijeka – Croatia, as well as of international organizations – European Public Law Organization – Greece. In the above briefly described context, the studies reveal both comparative aspects, strategies of administrative reform or significant developments of administrative convergence and conceptual models aimed to contribute to the debates on EU administrative and organizational future or contemporary developments of EU administrative law.     Several problems need to be solved to achieve Sweden’s long-term climate goals by 2045, create a circular economy and reduce the amount of plastic in our oceans and in nature. Fossil-based plastics need to be replaced by materials with lower climate impact, and we need to identify the value of plastics to increase recycling and reduce leakage of plastics. The Swedish Environmental Protection Agency (EPA) is responsible for National Plastic Coordination, which aims to demonstrate the importance of society’s efforts and the opportunities to join forces and jointly achieve a societal transition for plastics. National Plastic Coordination gathers and disseminates knowledge to support sustainable plastic use nationally and in the international collaborations in which Sweden participates. National Plastic Coordination also aims to improve collaboration among stake[1]holders and to identify and implement activities promoting sustainable plastics use. Collaboration for sustainable utilisation is a joint endeavour and process within and among county administrative boards, regions, municipalities, research, the private sector and public authorities. National Plastic Coordination seeks to be a driving force in this work. By contributing to increased knowledge and collaboration, National Plastic Coordination will facilitate and strengthen stakeholder efforts to contribute to environmental objectives and the United Nations’ global Sustainable Development Goals. This is done by creating measures for the sustainable use of plastics in the right context, in resource- and climate-efficient, non-toxic and circular flows and without any leakage.     This comment examines the development of Texas Judiciary’s authority to review administrative agency decisions and tracks the historical evolution of the different standards of review employed by Texas administrative agencies. This comment also reviews the evolution of the standards of review within the Texas Judicial System. The author concludes that the substantial evidence rule is ineffective to give citizens quality due process.     Horse keeping in peri-urban areas

    The number of horses in Sweden has increased from 70 000 to almost 300 000 in 30 years. Today these horses are to a large extent kept for the purpose of hobby and leisure and create a substantial land use but link a diverse and a large amount of activities in peri-urban areas in Sweden. The sector contributes with new economic, social and physical possibilities, but also with conflicts between various stakeholders and interests. The overall aim of this work was to contribute to increased understanding of the new and diverse equine sector as a factor for peri-urban landscape development, with stakeholders’ as well as public perspectives. Specific objectives were to map out the influence of the equine sector on the development of multifunctional land use in peri-urban areas and to analyze stakeholder experiences and attitudes towards horse keeping as a land use. Further to outline specific features of horse keeping in peri-urban areas as a new and expanding area of research and to determine the significance of the issue within the broader context of land use and spatial planning. The thesis focuses two issues connected to the Swedish context; set back distances between residential areas and horse keeping and the right of public access. Methods used were questionnaire studies, interviews, participatory observations and studies of media reports. The overall results show a substantial land use not well described by current methods for analyzing and managing land use change. The results from the Swedish issues set back distances between residential areas and horse keeping and the right of public access illustrates both in different ways the partly problematic meeting between the current system for spatial planning and the emerging equine sector as a new land use with conflicts both between involved stake holders and also within the planning system itself. In conclusion a need for spatial planning with both a top down and a bottom up perspective is pointed out for managing this sector allowing it to take place at a local as well as at a regional and national level
