Public procurement and women’s economic empowerment in East Africa : challenges and opportunities - policy brief

French version available in IDRC Digital Library : Marchés publics et autonomisation économique des femmes en Afrique de l’Est : défis et possibilitésThis brief draws on a recent review of evidence and in-depth country studies supported by the Growth and Economic Opportunities for Women – East Africa initiative on the state of gender integration in government procurement programs, policies and practices and its role in WEE in East Africa. It identifies existing initiatives aimed at promoting gender equality in public procurement as well as existing challenges for women in participating and thriving in the procurement process. Focusing on five countries — Kenya, Tanzania, Uganda, Rwanda and Ethiopia — the brief highlights some of the measures that have been taken to promote gender equality in their procurement frameworks, and ultimately, contribute to WEE. The key finding is that public procurement as a tool to advance WEE is not being implemented to its full potential and that many countries struggle to fully integrate women in their procurement schemes. Gender responsive policies and practices can help governments achieve gender equality by addressing the barriers that prevent women from fully integrating the procurement system.Bill & Melinda Gates FoundationWilliam and Flora Hewlett Foundatio

Use of human-rights based approaches (HRBAs) for the promotion of healthier food environments in Tanzania

In Tanzania, evidence shows that Non-Communicable Diseases account for 33% of deaths. This has been attributed to unhealthy eating patterns such as consumption of sugary, unsaturated fatty and processed foods commonly served in most eating points in the country. Like many other sub-Saharan African countries, Tanzania has gradually embraced globalisation and modernization leading to increased uptake of non-organic imported foods that are considered easily accessible and affordable. Tanzania through the Ministry of Health, Community Development, Gender, Elderly and Children has previously implemented the National NCDS Strategic Plan II (2016-2020) that focused on preventing and controlling NCDs cases in the country

To counter the devastating impact of COVID-19, calls are growing for countries to ‘build back better’ in an effort to create a more inclusive and sustainable economy that is climate resilient. Africa is facing glaring development and climate risk challenges, but the post-COVID-19 recovery plan offers it an opportunity to revitalize its economy using a green framework. In particular, green finance mechanisms can be employed for the continent’s green recovery. The objective of this policy briefing is to explore best practices in channeling investment towards a green economic recovery to promote inclusive and sustainable investment. Examples of such best practices include investment infrastructure and renewable energy, green/environmental funds and other market-based mechanisms, ensuring stimulus investments focus on green fiscal reform, redirecting existing funding, greening the financial sector and developing green segments

SRHR needs and challenges of refugee and internally displaced women and girls in sub-Saharan Africa : evidence highlights

In 2019, more than 134 million people in 42 countries needed humanitarian due to wars, internal conflicts, natural disasters, or extreme poverty. Over 25 million of these people lived as refugees or internally displaced persons (IDPs). More than half of them were aged 18 years or less. Sub-Saharan Africa (SSA) hosts 26 % of the world’s current refugee population, a figure that is expected to rise due to ongoing and new conflicts in many parts of the subregion. Compounding this situation is the continuing influx of Yemeni refugees into the volatile Horn of Africa. We conducted a rapid scoping review of the literature on the sexual and reproductive health and rights (SRHR) challenges of young women and girls in refugee and IDPs camps as well as promising solutions and best practices to address these challenges
