    South Africa’s post-COVID climate response and the path to its NDC goals

    This policy insight unpacks South Africa’s existing climate change commitments, as reflected in its updated NDC, reviews how they have been impacted by recent global events and identifies enablers and potential impediments to attaining them. Given the country’s increased ambition in terms of climate mitigation, this paper also provides recommendations in respect of actions that can facilitate the implementation of the NDC and the achievement of its targets

    COVID-19 fiscal policy response and climate change action in Africa

    This report provides an analysis of the climate friendliness of the COVID-19 policy responses adopted by six countries across Africa including Nigeria, South Africa, Senegal, Tanzania, Uganda and Benin. It is the first in a series of papers that will track the policy responses of countries and their respective contributions to the climate change mitigation and adaptation efforts. The report focuses on the fiscal measures that had been adopted for implementation at the time of writing, including additional and/or expedited budgetary expenditures, introduction or removal of government subsidies, and tax and other revenue measures introduced. Given the time lags that normally arise between announcement and implementation of fiscal measures, the report considers all measures announced by the fiscal authorities including those already implemented and those soon to be implemented

    The Covid-19 pandemic has had a significant impact on most countries’ economies, to varying degrees. While it might seem obvious that high-income countries would face lesser economic destruction than low- and middle-income countries, a closer examination reveals that there are several factors that determine the impact of the pandemic on a country. An interesting finding that emerged was that the credit rating of a country was found to be the most important determinant of its Covid-19 fiscal response. Another key challenge that disproportionately affected LMICs was the lack of digitisation and access to the internet, which hampered economic growth as well as affected the countries' ability to quickly disburse cash transfers and support. Research by the Covid-19 Responses for Equity (CORE) has revealed some emerging lessons and recommendations to address these challenges and improve the resilience of countries to future shocks
