    Vital Edges for (s,t)-Mincut: Efficient Algorithms, Compact Structures, & Optimal Sensitivity Oracles

    Let G be a directed weighted graph on n vertices and m edges with designated source and sink vertices s and t. An edge in G is vital if its removal reduces the capacity of (s,t)-mincut. Since the seminal work of Ford and Fulkerson [CJM 1956], a long line of work has been done on computing the most vital edge and all vital edges of G. However, even after 60 years, the existing results are for either undirected or unweighted graphs. We present the following result for directed weighted graphs that also solves an open problem by Ausiello, Franciosa, Lari, and Ribichini [NETWORKS 2019]. 1. Algorithmic Results: There is an algorithm that computes all vital edges as well as the most vital edge of G using {O}(n) maximum (s,t)-flow computations. Vital edges play a crucial role in the design of sensitivity oracle for (s,t)-mincut - a compact data structure for reporting (s,t)-mincut after insertion/failure of any edge. For directed graphs, the only existing sensitivity oracle is for unweighted graphs by Picard and Queyranne [MPS 1982]. We present the first and optimal sensitivity oracle for directed weighted graphs as follows. 2. Sensitivity Oracles: a) There is an optimal O(n²) space data structure that can report an (s,t)-mincut C in O(|C|) time after the failure/insertion of any edge. b) There is an O(n) space data structure that can report the capacity of (s,t)-mincut after failure or insertion of any edge e in O(1) time if the capacity of edge e is known. A mincut for a vital edge e is an (s,t)-cut of the least capacity in which edge e is outgoing. For unweighted graphs, in a classical work, Picard and Queyranne [MPS 1982] designed an O(m) space directed acyclic graph (DAG) that stores and characterizes all mincuts for all vital edges. Conversely, there is a set containing at most n-1 (s,t)-cuts such that at least one mincut for every vital edge belongs to the set. We generalize these results for directed weighted graphs as follows. 3. Structural & Combinatorial Results: a) There is a set M containing at most n-1 (s,t)-cuts such that at least one mincut for every vital edge belongs to the set. This bound is tight as well. We also show that set M can be computed using O(n) maximum (s,t)-flow computations. b) We design two compact structures for storing and characterizing all mincuts for all vital edges - (i) an O(m) space DAG for partial and (ii) an O(mn) space structure for complete characterization. To arrive at our results, we develop new techniques, especially a generalization of maxflow-mincut Theorem by Ford and Fulkerson [CJM 1956], which might be of independent interest

    Economic impacts of climate change on secondary activities: a literature review

    The fast growing literature on economic impacts of climate change is inclined to assessing the impacts on agricultural production and productivity and on human health. The economic impacts of climate change however, go beyond these sectors. In this paper, we attempted to review the scarcely available literature on the economic impacts of the change in the climate of the earth on some selected non-agricultural secondary and tertiary level of economic activities. It is at-tempted to summarize the ways through which the climate change can affect non-agriculture economic activities. The discussion on the literature can be synthesized as showing the impacts on secondary and tertiary level of economic activities are wide and complex and eventually may be larger than on the impacts on agriculture for those middle and high-income countries where the share of agriculture in national GDP is low.This article is available at http://dx.doi.org/10.4236/lce.2012.3200

    Going Beyond Counting First Authors in Author Co-citation Analysis

    The present study examines one of the fundamental aspects of author co-citation analysis (ACA) - the way co-citation counts are defined. Co-citation counting provides the data on which all subsequent statistical analyses and mappings are based, and we compare ACA results based on two different types of co-citation counting - the traditional type that only counts the first one among a cited work's authors on the one hand and a non-traditional type that takes into account the first 5 authors of a cited work on the other hand. Results indicate that the picture produced through this non-traditional author co-citation counting contains more coherent author groups and is therefore considerably clearer. However, this picture represents fewer specialties in the research field being studied than that produced through the traditional first-author co-citation counting when the same number of top-ranked authors is selected and analyzed. Reasons for these effects are discussed

    Resource use efficiency of US electricity generating plants during the SO2 trading regime: A distance function approach.

    This paper measures resource use efficiency of electricity generating plants in the United States under the SO2 trading regime. Resource use efficiency is defined as the product of technical efficiency and environmental efficiency, where the latter is the ratio of good output (electricity) to bad output (SO2) with reference to the best practice firm, i.e., one that is producing an optimal mix of good and bad outputs. This concept of environmental efficiency is similar to that of output oriented allocative efficiency. Using output distance functions we compare three methods for the calculation of resource use efficiency, namely, stochastic frontier analysis (SFA), deterministic parametric programming and nonparametric linear programming. This paper reveals the strengths and weaknesses of these methods for estimating efficiency. Both SFA and linear programming approaches can estimate the efficiency scores. For plants in the dataset the overall geometric mean of the three methods for technical efficiency, environmental efficiency and resource use efficiency is 0.737, 0.335 and 0.248, respectively. The rank correlation coefficient between technical efficiency, environmental efficiency and resource use efficiency is 0.213, 0.617 and 0.877, respectively. The regression analyses of performance across plants shows units in phase I of the SO2 trading programme are negatively related to measures of economic and environmental performance. This suggests that the market for SO2 allowances, per se, may not be minimizing compliance cost. We also find that a decrease in SO2 emission rates not only increases environmental efficiency but also leads to an increase in resource use efficiency. This finding concurs with the hypothesis that enhancement in the environmental performance of a firm leads to an increase in its overall efficiency of resource use as well.Technical efficiency ; Environmental efficiency ; Resource-use efficiency ; Distance functions ; SO2 allowance program
