Fiscal aspects of soft drugs legalization. Experience from the United States of America
W ostatnich latach zaobserwowano zmianę podejścia administracji federalnej
Stanów Zjednoczonych Ameryki Północnej do zagadnienia zażywania marihuany. Nastąpiło przejście
od wojny pochłaniającej wiele ofiar, do faktycznego pozostawienia decyzji o legalizacji marihuany
poszczególnym stanom. Autor opisuje wskazany proces, przedstawia kontrowersje, jakie
wywołał przełomowy wyrok w sprawie Gonzales v. Reich, analizuje status prawników z branży
narkotykowej (tzw. „marijuana lawyers”), wskazuje na proces planowania podatkowego w aspekcie
handlu marihuaną, a także przedstawia skalę osiąganych przez podmiot publicznoprawny zysków
z obłożenia zażywania marihuany podatkami obrotowymi, oraz z nałożenia podatków dochodowych
na dochód dealerów i podmiotów z nimi współpracujących.Over the last few years there has been noticed a change in the approach of the federal
administration of the United States of America to the issue of marijuana. There has been done
a shift from war absorbing many victims to leaving a decision on legalizing marijuana actually up
to the individual states. The Author describes that process, presents controversies caused by a breakthrough
judgment in the case of Gonzales v. Reich, analyses a status of lawyers from the drug industry
(called “marijuana lawyers”), indicates a tax planning process in the aspect of marijuana trade
and shows the scale of gain received by the public structures due to imposing turnover taxes on using
marijuana and income taxes on dealers and entities cooperating with them

Berdibek Sokpakbayev's "Meniñ Atim Koja" book on grammatical study (Text-translation-analysis-index)
Kazak Türkleri, yüzyıllar öncesinden getirmiş oldukları zengin bir sözlü kültüre sahip olsalar da yazılı edebiyatın ortaya çıkması Kazak yazı dilinin oluşturulmasına paralel olarak 19. yüzyılda gerçekleşmiştir. Ruslaştırma ve Hristiyanlaştırma politikalarına maruz kalmış olan Kazak Türklerinin içinde yirminci yüzyılın ilk yarısında kalemleriyle varlık gösteren Kazak aydınları, Sovyet yönetiminin istekleri doğrultusunda yazmadıkları için eleştirilmiş ve baskı altına alınmıştır. Çalışmamızda bu baskıcı dönemin yazarlarından Berdibek Sokpakbayev'in Meniñ Atım Koja adlı eseri Metin-Aktarma-İnceleme-Dizin temelinde hazırlanmıştır. Çalışmamızın Giriş bölümünde Kazak tarihi, coğrafyası, edebiyatı, Berdibek Sokpakbayev'in hayatı ve eserleri hakkında bilgiler verilmiştir. Metinler bölümünde karşılaştırma imkânı sağlaması için önce Kiril harfli orijinal metin verilmiş, ardından metnin Latin harfleriyle transkripsiyonu yapılmış, son olarak da metin Türkiye Türkçesine aktarılmıştır. İnceleme bölümünde eserde geçen kelimelerdeki sesler ve ses olayları ele alınmıştır. Dizin bölümünde ise metinde geçen bütün kelimelerin anlamları ve aldıkları çekim ekleri transkripsiyonlu metinde belirtilen satır numaralarıyla birlikte gösterilmiştir. Ayrıca ekler dizinine yer verilmiştir. Sonuç kısmında ise metin ve inceleme bölümünden hareketle çalışmada elde edilen sonuçlar ortaya konulmuştur.Although the Kazakh Turks had a rich oral culture that they had brought back hundreds of years ago, the emergence of written literature took place in the nineteenth century in parallel with the creation of the Kazakh writing language. In the first half of the twentieth century Kazakh Kazakhs, who were subjected to the Russification and Christianization policies, the Kazakh intellectuals, who were subjected to criticism and criticism, did not write in line with the demands of the Soviet administration. In our study, the author of this repressive era was Berdibek Sokpakbayev's work entitled Meniñ Atım Koja, based on the Text-Analysis-Index. The introduction section of our study provides information about the history, geography, literature, Berdibek Sokpakbayev's life and works. Thirty-five years (1986–2021) of HIV/AIDS in Nigeria: bibliometric and scoping analysis
Background
Acquired immunodeficiency syndrome (AIDS) is an acquired defect of the cellular immunity associated with the infection by the human immunodeficiency virus (HIV). The disease has reached pandemic proportion and has been considered a public health concern. This study is aimed at analyzing the trend of HIV/AIDS research in Nigeria.
Method
We used the PUBMED database to a conduct bibliometric analysis of HIV/AIDS-related research in Nigeria from 1986 to 2021 employing “HIV”, “AIDS”, “acquired immunodeficiency syndrome”, “Human immunodeficiency virus”, and “Nigeria” as search description. The most common bibliometric indicators were applied for the selected publications.
Result
The number of scientific research articles retrieved for HIV/AIDS-related research in Nigeria was 2796. Original research was the predominant article type. Articles authored by 4 authors consisted majority of the papers. The University of Ibadan was found to be the most productive institution. Institutions in the United States dominated external production with the University of Maryland at the top. The most utilized journal was PLoS ONE. While Iliyasu Z. was the most productive principal author, Crowel TA. was the overall most productive author with the highest collaborative strength. The keyword analysis using overlay visualization showed a gradual shift from disease characteristics to diagnosis, treatment and prevention. Trend in HIV/AIDS research in Nigeria is increasing yet evolving. Four articles were retracted while two had an expression of concern.
Conclusion
The growth of scientific literature in HIV/AIDS-related research in Nigeria was found to be high and increasing. However, the hotspot analysis still shows more unexplored grey areas in future.Depto. de Optometría y VisiónFac. de Óptica y OptometríaTRUEpu
Identification and distribution of Rhipicephalus microplus in selected high-cattle density districts in Uganda : signaling future demand for novel tick control approaches
DATA AVAILABITY STATEMENT: Data supporting the conclusion of this article are included within the article. The newly generated tick sequences were submitted to the GenBank database under the accession numbers (OR880375, OR880376, OR880377, OR880556, OR880557, OR880558, OR881483, OR881484 and OR881485). The datasets used and/or analyses during the preset study are available from the corresponding author upon reasonable request.BACKGROUND: Rhipicephalus (Boophilus) microplus (Canestrini, 1888), the Asian blue tick, is a highly invasive and adaptable ectoparasite. This tick species has successfully established itself in most regions of the world, with movement of cattle being a major driver for its spread. In the recent past, R. microplus ticks have been reported in three districts of Uganda. Information on its spread and distribution are vital in deepening our understanding of the ecological scenarios that lead to tick persistence and in the formulation of control strategies. This is especially important in the cattle-dense districts.
METHODS: We randomly collected tick specimens from 1,461cattle spread across seven cattle dense districts located in the Central, Karamoja and West Nile regions of Uganda from January to September 2020. The ticks were identified using standard morpho-taxonomic keys and the R. microplus tick species identities were confirmed by sequencing of the ITS2 region, 12S rRNA and 16S rRNA genes and phylogenetic analyses.
RESULTS: Adult ticks (n = 13,019) were collected from 1,461 cattle. Seventeen tick species were identified based on morpho-taxonomic keys and the majority (47.4%; n=6184) of these were R. appendiculatus. In total, 257 R. microplus ticks were found infesting cattle in 18 study sites in the districts of Amudat, Kaabong, Napak (Karamoja region) and Arua (West Nile region). The identity of R. microplus was confirmed using molecular technics. No R. microplus tick was recorded in the districts of Lyantonde and Nakaseke (Central region). Arua district accounted for 82.1% (n=211) of the R. microplus ticks recorded followed by Napak district at 16.3% (n=42), while Amudat and Kaabong districts accounted for 1.5% (n=4).
Rhipicephalus microplus and R. decoloratus co-existed in 6 of the 13 study sites in Arua district, while in another 6 study sites, no R. decoloratus was recorded. In the Karamoja region districts R. decoloratus co-existed with R.microplus. Of the total 618 ticks belonging to four species of the subgenus Boophilus recorded in this study, R. decoloratus accounted for 50.04% (n=334), followed by R. microplus at 41.58% (n=257), R. geigyi at 2.75% (n=17) and R. annulatus at 1.61% (n=10). In the districts of Amudat, Kaabong and Napak, R. decoloratus was more dominant (76.1%; n=179) of the three Rhipicephalus (Boophilus) tick species recorded, followed by R. microplus (19.5%; n=46) and R. geigyi (4.2%; n=10). Contrariwise, R. microplus was more dominant (84%; n=211) in Arua district followed by R. decoloratus (10.7%; n=27), R. annulatus (3.9%; n=10) and R. geigyi (1.1%; n=3). Phylogenetic analyses of the ITS2 region, 12S rRNA and 16S rRNA genes revealed subgrouping of the obtained sequences with the previously published R. microplus sequences from other parts of the world.
CONCLUSION: Rhipicephalus microplus ticks were found infesting cattle in four districts of Uganda. The inability to find R. decoloratus, an indigenous tick, from six sites in the district of Arua is suggestive of its replacement by R. microplus. Rhipicephalus microplus negatively affects livestock production, and therefore, there is a need to determine its distribution and to deepen the understanding of the ecological factors that lead to its spread and persistence in an area. The Germany Academic Exchange Service (DAAD), the Wellcome Trust, intermediate clinical fellowship and the Medical Research Council.https://bmcvetres.biomedcentral.com/Veterinary Tropical DiseasesSDG-02:Zero HungerSDG-03:Good heatlh and well-bein
